About this file

This document is an Offer and Acceptance form from the Arizona Game and Fish Department, involving a lead reclamation services contract with The Lead Guys, LLC, a Texas-based company located in Aubrey. The solicitation number is BPM003406, and the document includes various forms related to the contract, such as a pricing proposal, confidentiality designation, and participation in boycott disclosure.

The contract covers lead recovery services for shooting ranges and sporting clay courses, with a pricing structure that varies by venue type. For sporting clay courses, the company receives 60% of the revenue, with the club receiving 40%. For bullet and rifle ranges, the revenue split is more complex and depends on site accessibility and additional resource requirements. The company specializes in minimally invasive lead removal using both wet and dry mining processes, with a focus on maintaining the facility's operational capabilities. They provide comprehensive documentation and weight tickets for each load removed, and their approach prioritizes environmental preservation and minimal disruption to shooting activities.

Pricing Proposal

Mining the sporting clays courses is a relatively straight forward process. The pricing proposal for mined shot on sporting clays courses is a 60/40 split, with the miner receiving 60% and the club receiving 40%.

The bullet and rifle ranges have many variables to take into account when addressing the pricing proposal.

Variables such as how accessible the bays are, can we get into the bays with equipment, are targets stands in the way, is there sufficient area to pile the material, the condition of the floor (gravel, paved, natural) all factor into the way revenue will be split. If the ranges do not have any conditions that require additional time and resources, we will provide AGFD with 30% of the revenue from the material mined. If additional time and resources are necessary, then the AGFD’s percentage will be negotiated after reviewing the situation.

Elm Fork Shooting Park Project Description:

This is one of the largest and most prestigious clubs in Texas. They throw over 6,000,000 targets per year.

8-9/2013: Mined the main sporting clay course, 3 five stands, practice trap and training area and recovered 493,306 lbs of shot in a 6-week time frame. Our first challenge on this project was to deforest areas, removing the heavy undergrowth, and leave the large oak trees to enhance the natural appearance of the terrain. The open areas, which were mined several times in the past by other mining contractors, had shot scattered down as deep as 18 inches in places. The deeper shot was extremely oxidized due to the high moisture content of the heavy clay soil. Our second challenge was to recover the deep shot in an economical manor. To do this, we removed the top 5 inches of soil where the majority of the shot was located and used the clean soil to add landscaping features to the sporting clays area to enhance the natural appearance of the club and to allow for better target presentations.

2014: Mined bullets and recovered 144,914 lbs. This project required rebuilding some of the berms

8-10/2014: Mined shot on another of their sport clays courses and recovered 297,998 lbs

2017: Mined part of the main course and recovered 350,000 lbs

2020: Mined all of the courses and bullet bays. Recovered 750,000 lbs

Triple B Clays

Contact: Billy England Phone: 626 579-5201

Address: 831 N. Rosemead Blvd. South El Monte, Ca 91733

Triple B Clays Project Description:

Triple B Clays is the largest club in California. It throws 6,000,000 targets a year. The shot drop area was mostly an open field with a few trees in the mining area. The field was rough and uneven with concrete chunks and other debris throughout. We set up with two, dry mining trommels and worked our way from east to west across the field.

As we mined, we removed unnatural debris from the field and smoothed and evened out terrain. We kept the ground wet utilizing a water truck to keep the dust down. Since we used the water truck regularly, the natural vegetation had already started growing back before we finished the job. We were able to work around the trees in the field using smaller equipment so they were not disturbed.

3-8/2015: Mined shot and recovered 870,224 lbs

2017 and 2019: Mined again

Mike Raahauge Shooting Enterprises

Contact: Pat Raahauge Phone: 951 735-7981

Address: 14995 River Rd Corona, Ca 92880

Mike Raahauge Shooting Enterprise Project Description:

This range had both bullet and sporting clays ranges. On the bullet range, we worked after shooting hours to ensure that the shooters were not disturbed and the club did not lose any revenue due to bays being closed. Once the bullets were removed from the soil, the clean soil was used to resurface the shooting berms. On the shotgun range, we piled and covered the soil, so that rain would not be a hindrance to the operation. As we worked, we back filled the location and cleaned debris from the field. Dust was kept down using a water truck. There were no concerns with natural vegetation regrowth on this job due to the consistent use of the water truck. The natural vegetation had already begun to regrow before we left.

2010: Mined shot on the sporting clays course and recovered 228,250 lbs

2012: Mined the bullet bays and recovered 166,099 lbs. In one location, we added 6 additional bays with 15 foot tall main backstops and 10 foot tall side berms. We also added a second bay with a 20 foot backstop and 15 foot side berms.

2013: Mined shot on the sporting clays course and recovered 223,000 lbs

11/15: Mined shot on the sporting clays course and recovered 284,096 lbs

3/15: Mined the bullet bays and recovered 48,629 lbs

3/17: Mined shot on the sporting clays course and recovered 320,000 lbs

11/18: Mined bullet bays and recovered 97,000 lbs

Experience/Expertise/Reliability

The Lead Guys, LLC began as a California corporation, D&M Shoot Promotion in 2006. We relocated to Texas in

The Lead Guys, LLC is different from other lead recovery businesses because we provide a more full service recovery process. We have the equipment to remove shot and bullets from any kind of outdoor club environment. We have developed several styles of lead recovery equipment using both wet and dry mining processes. We determine the type of process based on the facility’s environment. We also provide weight tickets and documentation for each load that is removed from the facility. The Lead Guys, LLC takes great pride in keeping our customers involved and informed in each step of the facility’s mining process.

Narrative on the Approach to the Scope of Work

Our lead removal process is minimally invasive, and it will have little to no impact on your facility’s daily operations. We will work around any native vegetation that cannot be disturbed. The depth we dig will be determined by the depth of the lead on both the shot and bullet bays.

We use both dry mining processes and wet mining depending on which method is the most efficient for the site we are working. For the sporting clays, trap, skeet and bullet ranges at Ben Avery and Rio Salado, we will use a wet mining process. This will alleviate any dust problems. Because Maricopa County has some of the strictest dust control standards in the Western states, we maintain a Maricopa County dust permit and have successfully abided by their standards for several years. On the rest of the facilities under AGFD management, we will determine which method to use based on the facility’s condition.

On the trap and skeet fields, we will set the trommels up approximately 200 yards away from the shooters, so as not to disturb their line of sight. We will operate after shooting hours, so the club has no downtime.

We will remove the lead laden soil from the fallout zone and process it through the trommels, then we will spread the processed soil back to the original area. This allows us to keep the field clean as we work, minimizing ground disturbance and preventing a lengthy, time consuming clean up at the end of the job.

This also ensures no downtime for the club, as the fields stay clean so that shooting is not inhibited.

The pistol and rifle bays are handled differently. Typically, we use a skid steer, excavator, and a dump truck to remove the lead from the berms and floor of the bays. We move the material to another location of our mutual agreement for processing. The bays are resurfaced so that the club can continue to use them while the soil is being processed. Once the soil has been processed, it can be piled in a place of your choosing for future use or it can be redistributed on the berms.

We do not do broad range remediation, asbestos removal, etc. We are shooters working for shooters and your business is our business and our sole priority.
