REQUEST FOR INFORMATION
FEMA Logistics Construction and Mission Planning Support
BACKGROUND
The Federal Emergency Management Agency (FEMA, or the Agency) Logistics Management Directorate (LMD) provides logistics capabilities to procure and deliver goods and services that support disaster response and recovery operations for disaster survivors and communities. The primary mission of LMD is to deliver the right resources, at the right place, at the right time, to support state, local, tribal governments, and territories. This mission is supported by the LMDs Transportable Temporary Housing Unit (TTHU) program, in conjunction with the FEMA Individual Assistance Division, to provide direct temporary housing assistance following a major disaster declaration, by providing manufactured homes and other types of transportable temporary housing to disaster survivors.
PURPOSE
The TTHU program, within the LMD, is seeking disaster housing planning services to support direct temporary housing implementation. These services may include providing credible, objective, and timely evaluation necessary to determine if direct housing assistance is needed, develop a mission plan for TTHUs, provide detailed information on local codes, permitting requirements, installation and transportation restrictions, points of contact for state and local authorities, and other information necessary from the TTHU mission perspective.
The TTHU program also requires operational and technical field project management services to support active direct housing missions. Operational and technical field support may include construction site oversight, determining performance of area feasibility, invoice tracking, data analysis, and administrative support.
Support to other components of FEMA’s direct housing mission, such as the Multifamily Lease & Repair (MLR), Permanent Housing Construction/Repair (PHC/R), may be supported by this contract.
RESPONDING to this REQUEST FOR INFORMATION
Request for Information (RFI) responses must include:
• Name of the primary point of contact for the response

• Identification of other key individuals who collaborated on the RFI response
• A summary (limit of two pages) description of previous relevant experience in mission planning, contract oversight, and project management services.
RFI QUESTIONS
We are presenting this Request for Information (RFI), regarding the TTHU program. If you are so interested, in supporting the TTHU program, is your company able to:
1. Deploy a team, within 24 hours, for a contiguous United States (CONUS) operation, and within 72 hours, for an Outside Continental United States (OCONUS) mission, to include the states of Hawaii and Alaska, as well as the U.S. territories?
2. Is your company capable of remaining at either CONUS or OCONUS location, for a minimum of two weeks, with a deployable team, to include a housing mission planning team, a contract oversight and/or project management team?
3. Is your company capable of supporting, up to five simultaneous emergency or major declared disasters, within any given 12 consecutive month period?
a. An emergency declaration is defined as, a request for Federal assistance to supplement State, Tribal, and Local government efforts and capabilities. Emergency Declarations provide assistance to save lives, protect property and public health and safety, or to lessen the threat of a catastrophe.
b. A Major Disaster Declaration is defined as, a requested granted by the President, for any natural event, including any hurricane, tornado, storm, high water, wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption, landslide, mudslide, snowstorm, or drought, or regardless of cause, fire, flood, or explosion, that the President determines has caused damage of such severity that it is beyond the combined capabilities of state and local governments to respond.
4. If your company cannot support five disasters, as stated above, how many simultaneous disasters can your company support within that 12-month period?
5. What, if any, additional assets, tools, or expertise would your company request from FEMA to support housing mission planning, oversight, and project management support?
6. What is your company business size?
7. What is the North American Industry Classification System (NAICS) utilized for this level of effort?
8. Do you have a recommendation for contract pricing? Please include examples of rates to include travel and rates to exclude travel rates based upon government travel regulations.

FEMA will not publicly disclose proprietary information obtained because of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.
