PROCUREMENT QUESTIONS

The Department's website is a valuable resource for information about the many services that the Planning and Public Works Department provides. Please access the website at https://www.piercecountywa.org description of SERVICES The purpose of this RFP is to secure the services of a Licensed Contractor to perform the necessary electrical testing services for Pierce County. This work will be performed at various locations within Pierce County. Other Sites and/or Divisions may be added throughout the life of the contract. These services must be performed by persons qualified and licensed.
We expect to receive a systematic, assured program to provide and guarantee proper inspections and testing of County owned equipment and/or systems, including a method to maintain documentation of inspections and testing. All electrical testing services must be performed in accordance with the most current national Standards and Specifications and utilize the International Electrical Testing Association (NETA), the American National Standards Institute (ANSI), best practices and applicable standards. The selected Contractor will be expected to use professional judgment and expertise to recommend appropriate inspection and testing for all County equipment as part of such program, and submitted proposals should identify the Proposer’s ability, including experience and capacity, to meet that expectation.
As part of the scope of work, the selected Contractor will develop and share with the County a detailed summary of appropriate maintenance and testing for all equipment (per location) in order to establish a systematic maintenance program based on current national standards from ANSI and NETA, together with a method to maintain documentation of that maintenance program. Any other industry best practices should be outlined and included.
Primary service locations (see addresses in the equipment list section) are the Chambers Creek Regional Wastewater Treatment Plant, the Sewer and Traffic Operations Center, the Environmental Services Building, outlaying Pump Stations and other Pierce County locations as needed.
The County does not guarantee utilization through any resulting contract. The solicitation may provide estimates of utilization solely to help proposers prepare their proposal and does not serve as a guarantee of usage. Sites and/or equipment may be added or deleted throughout the life of the contract.
All contractor employees are required to sign in when entering Pierce County property and sign out upon departure.

SCOPE OF WORK
General
Contractor shall comply with all federal, state and local regulations when performing any work under the resulting contract.
The following scope of work is intended as an example of the types of required work. All work shall be performed in accordance with the latest NETA, ANSI, IEEE and/or other applicable standards and best practices.
Proposals should include a summary of the contractor’s resources and experience to develop and update a systematic testing and inspection program and to update such a plan should standards or equipment change.
The selected contractor will be expected to use professional judgement and expertise to recommend appropriate inspection and testing for all County equipment, and the proposal should identify the Proposer’s ability, including experience and capacity, to meet that expectation.
Services will follow the established systematic maintenance plan, we anticipate services will include but not be limited to:
TRANSFORMERS - LIQUID FILLED
Visual and mechanical inspection
· Inspect for physical damage.
· Verify proper auxiliary device operations such as fans, pumps, sudden pressure device, indicators, tap changer and gas pressurization system.
· Check all levels in tank and bushings for proper level.
· Notify Piece County staff if cleaning is required.
Electrical tests
· Insulation resistance tests shall be performed winding and winding to ground.
· A turn ratio test shall be performed between windings at set tap positions.
· Insulating oil shall be sampled in accordance with ASTM D-923. Sample shall be laboratory tested for:

AIR SWITCHES - MEDIUM VOLTAGE
Visual and mechanical inspection
· Inspect for physical damage and report any findings to Pierce County Staff.
· Notify Piece County staff if cleaning or lubrication is required.
· Perform mechanical operator tests in accordance with manufacturer’s instructions.
· Check blade alignment and arc interrupter operation.
· Check fuse linkage and element for proper holder and current rating.
· Check key interlocks for safe operation and proper key distribution.
Electrical tests
· Perform insulation resistance test on each phase to ground and from each phase to each other phase.
· Perform contact resistance test across each switch blade.
LARGE FRAME CIRCUIT BREAKER
Visual, mechanical and electrical tests
· Notify Piece County staff if any repairs are required.
· Notify Piece County staff if retrofitting of breakers is required.
HIGH VOLTAGE CABLES
Cable testing
· Test cable insulation for any insulation break-down using online Positive Discharge Testing. (Non-Destructive)
BATTERY TESTING
· Test batteries per manufacturers recommended test procedures.
MISCELLANEOUS SERVICE
Reports
· Submit written report stating condition of all equipment tested, including results of all oil samples, upon completion of project.
PROPOSAL PRICING and INVOICING:
All mobilization, demobilization, travel time, labor, equipment, tools, and safety gear to perform the work outlined in these specifications shall be furnished by the successful proposer and shall be included in calculating your hourly prices. Lump sum pricing for each location may be established in advanced if based on the hourly prices and pre-approved by Pierce County. The County has licensed maintenance electricians on site to assist with any work required to perform testing.
All Firms, Vendors, Contractors, Sub-contractors and employees of said, are required to follow the Construction Restart COVID-19 Job Site Requirements issued by the Governor under his Phased approach to opening the State. Subsequent State-issued guidelines and procedures must be followed as issued.
Materials and lab fees required for performance of the work, excluding materials and supplies necessary to operate and maintain test equipment, shall be reimbursed at cost plus 15% and be considered full compensation for materials and lab fees.
The material used to perform the work shall be recorded as the work is performed. To support charges for materials, the successful proposer shall provide the County with valid copies of vendor invoices. If invoices are not available for materials from the successful proposers’ stocks, the proposer shall certify actual costs (at a reasonable level). Once approved, the prices will be utilized in the calculation for reimbursement for materials. Invoicing for each job must be completed no later than 30 days after completion of work.
The successful proposer will be reimbursed for labor (other than administrative support) dedicated solely to the particular job and only for the hours worked at the Pierce County facility job site. The proposer will not be reimbursed for estimating and executing work orders, mobilization, demobilization or transportation to and from the job site. Those costs should be included in the appropriate items in the pricing form.
The County does not provide a waste site for debris and/or materials. The successful proposer shall dispose of all waste properly at the designated solid waste disposal facility. Contractor will leave the work site in a clean and orderly condition each day.

Pierce County does not guarantee those estimates. Payment will be made on the basis of the actual quantities of each item of Work completed in accordance with the Contract requirements.

submittal checklist For proposals to be considered the following should be included in your submittal:
Name, local address, email address and phone number of the firm making the proposal.
The names and number of years the firm has been in business under current or previous names or additional assumed business names. Please include a list of key personnel, along with their qualifications and related electrical testing certifications.
A document that outlines your approach to this work, to include how you will develop and update, as needed, a systematic, assured testing and inspection program of County owned equipment and/or systems. Please include a list of company owned testing equipment to be used for this work.
Complete pricing for item 1 and 2 on the pricing form which shall include labor, equipment and mobilization/demobilization charges per hour for the services specified.
References listing customers with contracts for similar services or volume requirements.
If needed, any additional services or procedures of benefit to the County not specifically required by this Request for Proposal, which the Contractor offers to provide.
A separate page containing any statement outlining any proposed exceptions to the County's requirements or requested clarifications to the requirements or a statement stating N/A.

COUNTY’S EVALUATION OF PROPOSALS
Evaluation Criteria:
Matters relating to qualification to meet the County's needs will receive highest priority in evaluation. Matters relating to the means of meeting those needs described in the proposal will be considered secondary. Actual prices will be used in select successful offerors, and pricing methods and flexibility offered by a proposer for use in negotiation of a resulting contract may be considered in evaluation. Best and final offers may be requested. After a proposal is selected, the County expects to negotiate the details of work to be performed based upon the proposal and the County's needs and appropriate pricing of selected tasks. If negotiations fail for any reason, including price, the County may choose to negotiate with other vendors to obtain an appropriate contract for needed services.

Reserved Rights and Procedures:
G. Pierce County expressly reserves the following rights:
a. To waive any and/or all irregularities in the proposals submitted.
b. To reject any or all proposals or portions thereof.
c. To base awards with due regard to quality of services, experience, compliance with specifications, and other such factors as may be necessary in the circumstances.
d. To make the award to any vendor or combination of vendors whose proposal(s), in the opinion of the County, is in the best interest of the County.
H. Pierce County may return unopened any proposal or modification received after the hour and date specified.
REQUIRED SIGNATURE PAGE FOR PROPOSAL
I, the undersigned, having carefully examined the Request for Proposals, propose to furnish services in accordance therewith as set forth in the attached proposal.
I further agree that this proposal will remain in effect for not less than sixty (60) calendar days from the date that proposals are due, and that this proposal may not be withdrawn or modified during that time.
I hereby certify that this proposal is genuine and not a sham or collusive proposal, or made in the interests or on behalf of any person not therein named; and I have not directly or indirectly induced or solicited any Contractor or supplier on the above work to put in a sham proposal or any person or corporation to refrain from submitting a proposal; and that I have not in any manner sought by collusion to secure to myself an advantage over any other contractor(s) or person(s).
In order to induce the County to consider this proposal, the proposer irrevocably waives any existing rights which it may have, by contract or otherwise, to require another person or corporation to refrain from submitting a proposal to or performing work or providing supplies to Pierce County, and proposer further promises that it will not in the future directly or indirectly induce or solicit any person or corporation to refrain from submitting a bid or proposal to or from performing work or providing supplies to Pierce County.
