1. Introduction

Welcome to Pierce County's eProcurement System. This system is inclusive to the Request for Proposal

(RFP) process. We strongly encourage you to review the entire RFP, paying close attention to the timelines, submission requirements and required attachments, and ask for any clarifications early in the process.

1.1. Summary

Pierce County (hereafter known as 'the County') is seeking proposals to secure the services of a licensed contractor to perform the necessary professional electrical testing, maintenance, and diagnostic services for Pierce County. This work will be performed at various County-owned locations. Other sites and/or divisions may be added throughout the life of the contract. We expect to receive a systematic, assured program to provide and guarantee proper inspections and testing of county-owned equipment and/or systems. All electrical testing professional services must be performed by an experienced and

ANSI/NETA Certified Technician in accordance with the most current national Standards and

Specifications and utilize the American/International Electrical Testing Association (ANSI/NETA MTS)

Maintenance Testing Specifications.

1.2. Background

The County will provide licensed electricians, as needed, to access any equipment for testing services.

The primary service locations (see addresses and locations in the County-owned Equipment List, Scope of

Work section 3.2) are the Chambers Creek Regional Wastewater Treatment Plant, the Sewer and Traffic

Operations Center, the Environmental Services Building, outlaying Pump Stations, and other Pierce County locations as needed.

The County does not guarantee utilization through any resulting contract. The solicitation may provide estimates of utilization solely to help proposers prepare their proposal and does not serve as a guarantee of usage.

2. Request for Proposal

2.1. Procurement Documents and RFP Holder's List

PROPOSERS WHO REGISTER AND DOWNLOAD RFP DOCUMENTS will be automatically added to the

FOLLOWER'S list in the County's eProcurement Portal. Notifications for RFP updates, addendum and other RFP information will be sent to all who register on the Pierce County eProcurement Portal.

2.2. Procurement Questions and Submittal

All questions must be submitted within the County's eProcurement Portal, under the Questionnaire Section no later than 4:00 pm on Friday, February 7, 2025. Proposers must be registered in the eProcurement Portal software in order to submit questions, receive addendums and notifications, and ultimately submit a proposal.

Proposals must be received by the Procurement & Contract Services Department before 4:00 pm on Friday, March 7, 2025. The proposer/bidder/applicant is responsible for submission of proposal before the deadline.

The County shall not be responsible for late submittals. Exceptions will not be made for proposers/bidders/applicants who miss the submission deadline and no proposals will be accepted via email.

2.3. Expected Term of Resulting Contract

The expected term of the initial contract will be two (2) years with three (3) one (1) year automatic renewals. The actual schedule will be negotiated with the selected organization(s) based on the finalized scope of work, funding, and services being purchased.

2.4. Submittal Checklist

For proposals to be considered the following must be included in your submittal:

A. Name, local address, email address, and phone number of the firm making the proposal.

B. The names and number of years the firm has been in business under current or previous names or additional assumed business names.

C. The name and title of the person authorized to execute a contract on behalf of the firm.

D. Any additional services or procedures of benefit to the County not specifically required by this

Request for Proposal, which the Contractor offers to provide.

E. A statement outlining any proposal exceptions to the County’s requirements or requested clarifications to the requirements.

F. Complete pricing for all services in the proposal.

G. References listing customers with contracts for similar services.

H. A document that outlines your approach to this work, including how you will provide a systematic, assured program to provide and guarantee proper inspections and testing of county-owned https://procurement.opengov.com/portal/piercecountywa equipment and/or systems. Please include a list of company-owned testing equipment to be used for this work.

I. The caption, cause number, Court, Counsel, and general summary of any litigation pending or judgment rendered within the past three (3) years involving the proposer.

J. Acknowledgement (via the County's eProcurement Portal) of each addendum issued

K. By submitting a proposal, proposer agrees that all documents, reports, proposals, submittals, working papers, or other materials prepared by the Contractor pursuant to this proposal shall become the sole and exclusive property of the County, and the public domain, and not property of the Contractor. The Contractor shall not copyright, or cause to be copyrighted, any portion of said items submitted to the County because of this solicitation.

Only electronic submittal via the County's eProcurement Portal shall be accepted. No hard copies, emails or fax submittals are acceptable.

Pierce County of Washington State will take any actions. Pierce County of Washington State reserves the right to change or cancel this RFP at any time.

3. Scope of Work

3.1. Scope of Work

The contractor shall comply with all federal, state, and local regulations when performing work under the resulting contract.

All work shall be performed in accordance with the latest NETA, ANSI, IEEE, and/or other applicable standards and best practices for testing work.

The following scope of work is intended as an example of the types of required work. Services include but are not limited to:

TRANSFORMERS - LIQUID FILLED

Visual and mechanical inspection

• Inspect for physical damage.

• Verify proper auxiliary device operations, such as fans, pumps, sudden pressure devices, indicators, tap changers, and the gas pressurization system.

• Check all levels in the tank and bushings for proper level.

• Notify Piece County staff if cleaning is required.

Electrical tests

• Insulation resistance tests shall be performed winding and winding to ground.

• A turn ratio test shall be performed between windings at set tap positions.

• Insulating oil shall be sampled in accordance with ASTM D-923. The sample shall be laboratory tested for:

a. Dielectric strength

b. Acid neutralization number

c. Interfacial tension

d. Color

• Gas-in-oil testing using the gas chromatograph. The following elements shall be reported and evaluated:

Visual and mechanical inspection

• Inspect for physical damage and report any findings to County Staff.

• Notify County staff if cleaning or lubrication is required.

• Perform mechanical operator tests in accordance with manufacturer’s instructions.

• Check blade alignment and arc interrupter operation.

• Check fuse linkage and element for the proper holder and current rating.

• Check key interlocks for safe operation and proper key distribution.

Electrical tests

• Perform insulation resistance test on each phase to ground and from each phase to each other phase.

• Perform a contact resistance test across each switchblade.

LARGE FRAME CIRCUIT BREAKER

Visual, mechanical, and electrical tests

• Notify County staff if any repairs are required.

• Notify County staff if retrofitting of breakers is required.

HIGH VOLTAGE CABLES

Cable testing

• Test cable insulation for any insulation breakdown using online positive discharge testing. (non-destructive)

BATTERY TESTING

Test batteries per manufacturer-recommended test procedures.

MAINTENANCE SERVICES

Any maintenance services are to be performed by ANSI/NETA Certified Technicians. This contract is not intended to use electricians; any need for electrical work would be done by PC or other contracted vendors.

REPORTS

Contractor must submit a detailed report stating the condition of each piece of equipment tested, including results of samples, upon project completion.

MISCELLANEOUS

• The County does not provide a waste site for debris and/or materials. The successful proposer shall dispose of all waste properly at the designated solid waste disposal facility. Contractor will leave the work site in a clean and orderly condition each day.

• All contractor employees must sign in when entering County property and sign out upon departure.

3.2. County-Owned Equipment List

The following list of current County- owned equipment is what we intend to have tested on an interval schedule by testing equipment every 1-3 years. Changes may be made based on current industry standards throughout the life of the resulting contract.

3.3. Pricing and Invoicing

The successful proposer shall furnish all mobilization, demobilization, travel time, labor, equipment, tools, and safety gear to perform the work outlined in these specifications. This shall be included in calculating your hourly prices. Lump-sum pricing for each location may be established in advance if based on the hourly prices and pre-approved by the County. The County has licensed maintenance electricians on-site to assist with any physical work required to access systems in order to perform testing.

Materials and lab fees required for the performance of the work, excluding materials and supplies necessary to operate and maintain test equipment, shall be reimbursed at cost plus 15% and be considered full compensation for materials and lab fees.

The material used to perform the work shall be recorded as the work is performed. To support charges for materials, the successful proposer shall provide the County with valid copies of vendor invoices. If invoices are unavailable for materials from the successful proposer's stocks, the proposer shall certify actual costs (at a reasonable level). Once approved, the prices will be utilized in the calculation for materials reimbursement.

Invoicing for each job must be completed no later than 30 days after completion of work.

The successful proposer will be reimbursed for labor (other than administrative support) dedicated solely to the particular job and only for hours worked at the County facility job site. The proposer will not be reimbursed for estimating and executing work orders, mobilization, demobilization, or transportation to and from the job site. Those costs should be included in the appropriate items in the pricing form (Attachment

A).

A. Pierce County expressly reserves the following rights:

1. To waive any and/or all irregularities in the proposals submitted.

3. To base awards with due regard to quality of services, experience, compliance with specifications, and other such factors as may be necessary in the circumstances.

4. To make the award to any vendor or combination of vendors whose proposal(s), in the opinion of the County, is in the best interest of the County.

B. Pierce County cannot accept late proposals.

C. Reimbursement: The County will not reimburse proposers for any costs involved in the preparation and submission of responses to this RFP or in the preparation for and attendance at subsequent interviews.

D. Cooperative Purchasing

1. The Washington State Interlocal Cooperation Act, Ch. 39.34 RCW, authorizes public agencies to cooperatively purchase goods and services if all parties agree. By responding to this RFP, Consultants agree that other public agencies may purchase goods and services under this solicitation or contract at their own cost and without Pierce County incurring any financial or legal liability for such purchases. Pierce County agrees to allow other public agencies to purchase goods and services under this solicitation or contract, provided that Pierce County is not held financially or legally liable for purchases and that any public agency purchasing under such solicitation or contract file a copy of this invitation and such contract in accordance with RCW 39.34.040.

E. Public Records and Proprietary Material

1. Proposers should be aware that any records they submit to the County or that are used by the County even if the proposers possess the records may be public records under the

Washington Public Records Act (RCW 42.56). The County must promptly disclose public records upon request unless a statute exempts them from disclosure. Proposers should also be aware that if even a portion of a record is exempt from disclosure, generally, the rest of the record must be disclosed. Exemptions are narrow and specific.

2. Proposers should clearly mark any record they believe is exempt from disclosure.

F. Title VI Compliance
