STATEMENT OF NEED
FOR
802d FSS/FSDL
JBSA LACKLAND LIBRARY (BLDG 6114)
Commercial Internet & WiFi Services
1. GENERAL INFORMATION: The contractor shall furnish, install, test, and provide wireless and hardwired commercial internet capability (dedicated fiber optic internet access) for JBSA Lackland Library, 1930 George Ave, Bldg 6114, JBSA Lackland, TX 78236. Contractor shall provide all necessary patch cables and equipment to extend the circuit from the Base Commercial Demarc, Bldg 5100 to Bldg 6114. Contractor shall be responsible for circuit testing and troubleshooting once extended. Contractor shall be responsible for Heat Map to determine number of Wireless Access Points for coverage.
1.1. DESCRIPTION OF NEED: This is an annual service contract with a base year and four optional renewal years. Air Force libraries are identified as Core mission and classified as Category A (100% APF). The libraries are required to deliver specific DoD Library Core Standards (DoDLS) which are reported on AF Common Output Level Standards (AFCOLS) annually. Per AFI 34-101, DoDI 1015.10 and DoDLS, access to online library catalogs & resources, WiFi access and commercial network hardwired computers should be provided to patrons whenever possible.
1.1.1. COMMERCIAL INTERNET BLDG 6114: The Contractor shall engineer, install, furnish and test commercial internet services in building 6114 located on 1930 George Ave, Joint Base San Antonio (JBSA), Lackland. The Contractor will provide a proposed project schedule reflecting a timeline to complete all activities needed to provide the internet services which will be fully operational by 30 May 2020.
a) 500MB Circuit
b) In this facility, the government will provide the circuit path from the Base Commercial
Demarc, Bldg 5100 to Bldg 6114. The contractor is responsible for hardware and materials to install 47 hardwire network drops which will be reviewed at the required site visit (See Attachment 1). Hardwire connections will utilize CAT 6e cable and CAT 6 data jacks. The Contractor may use existing hardware and materials (drops and service is currently in place and in service) but shall provide all other requirements for this project necessary for network connectivity. Contractor shall ensure all Government provided PCs are fully operational with commercial internet service to fulfill this contract.
c) The facility will require wireless access coverage for the area depicted on the layout in Attachment 2.

1.1.2. INSTALLATION: The commercial internet services are currently being provided in the facility through a provider. Existing equipment, wiring, etc. can be utilized for this project. The services must be operational NLT 30 days after the contract is awarded and no later than 30 May 2020. Communication infrastructure designs and installation of all hardware, software and infrastructure will follow: American National Standards Institute (ANSI) /Electronic Industry Alliance (EIA) /Telecommunications Industry Association (TIA) guidelines. All communications “Installation Practices” will conform to the Unified Facilities Criteria (UFC), and BICSI Information Transport Systems Installation Methods Manual (ITSIMM). The 502 CS will conduct a quality assurance inspection, with the contactor, throughout the installation and prior to final acceptance. The required internet services will be fully operational no later than 30 May 2020.
1.1.3. MAINTENANCE: At a minimum, the contractor shall: Monitor on-premise equipment, connectivity, signal quality, and capacity 24/7/365 and notify the government within 4 hours during normal duty hours if there is a degradation of services being provided; Provide the Government web-based access to a dashboard monitoring capability; Provide the Government at a minimum a 2-week notice of maintenance actions that could impact the end-users; Dispatch maintenance personnel to repair on-premise breaks within 1 work day; Provide a customer support phone number for service related issues.
1.1.4. USER SUPPORT: The Contractor shall provide support for installation and connectivity service for the hardwired and wireless points for the duration of the contract. The contractor will provide helpdesk support to include remote troubleshooting during normal work hours and capability for content filtering/security controls.
1.1.5. COMMERCIAL INTERNET SERVICE: The Contractor shall provide commercial internet service at 500MB. Service should be available 24 hours a day, 7 days a week and be reliable.
1.1.6. PROJECT MANAGEMENT: The Government’s Point of Contact (POC) will be available during the performance of work. Contractor shall provide and designate a responsible employee (the supervisor) to supervise work and to coordinate with the Government’s POC throughout all phases of work to be performed. The Contractor’s supervisor shall be on site during the time any work is being done by the Contractor’s employees.
1.1.7. STORAGE OF PRODUCTS DURING TEAR DOWN AND INSTALLATION: This is an occupied building. Materials shall be stored on site in such a manner that the continuing working operation is not impaired. Aisles must remain open and marked in compliance with OSHA29 CFR1910.22(a)1 and OSHA29 CFR1910.22(b)2.
1.1.8. ACCESSORIES AND INCIDENTALS: Contractor shall provide all incidentals necessary and all incidental hardware shall be installed in accordance with manufacturer’s recommendations. Adhesives, fasteners, nails, etc. shall be furnished by the Contractor.
1.1.9. PROTECTION: The Contractor shall take precautions to prevent damage to Government property. The Contractor shall repair or replace damaged items or damages incurred by the contractor at no additional cost to the Government.
1.1.10. SITE MAINTENANCE: Work areas shall be maintained in a neat, clean, safe condition and all trash, debris, and garbage which Contractor generates is to be removed from the facility and properly disposed of at the end of each work day. This must be completely removed from the base at the completion of the project at the Contractor’s expense.
1.1.11. COMPLETION OF WORK: Upon completion, the Government will conduct an inspection of all products installed. The Contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all equipment and systems shall be fully operational at the completion of work for this project. The Contractor shall provide communication “As Builts” drawings; location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing and an accurate heat map of WAP’s surface coverage. All surfaces and floor surfaces around the work site shall be cleaned. Illustrations / drawings shall be delivered and accepted by Government POC prior to final payment.
1.2. GENERAL INFORMATION.
1.2.1. HOURS FOR INSTALLATION. Monday through Friday, 8AM to 5PM and Saturday 11AM to 5PM.
1.2.2. SECURITY REQUIREMENTS. The Department of Defense requires all installations to appropriately proof and vet all contractors and vendors providing service to JBSA Lackland prior to granting access. The Contractor shall request credentials for their employees through the Contracting Officer. The Contractor shall follow all security guidelines provided by the Government Representative during all installation and maintenance actions.
2. INCIDENTAL GOVERNMENT FURNISHED ITEMS. The Government will provide Single Mode Fiber connectivity from commercial point of presence.
