About this file
This document relates to an RFQ for engineering services issued by the City of La Center, Washington, for project management and inspection services on the Pacific Highway Shared Use Path project. The project encompasses the construction of a 10-foot-wide concrete shared use path approximately 1,900 lineal feet in length, extending between Larsen Drive and the existing sidewalk at Kays Subdivision. The scope includes roadside ditch regrading between the existing road and new path, and construction of a gravity wall above Jenny Creek at road grade to accommodate path construction behind the existing guardrail. The selected consulting firm will provide complete project management and inspection services throughout the construction phase, assist the City with public presentations to City Council, and provide closeout assistance in compliance with WSDOT and FHWA requirements. The consultant must ensure all work meets federal requirements for the duration of the construction project.
The project is funded through multiple sources including Transportation Improvement Board (TIB) funding, federal Carbon Reduction on Transportation Alternative funds, and state funding from Move Ahead Washington (MAWA). The construction contract is subject to FHWA Buy America and Build America Buy America requirements per 23 CFR 635.410 and 2 CFR 184, with a maximum allowable dollar amount for foreign materials. A 10% voluntary Small Business Enterprise (SBE) goal has been established for this consultant agreement. The consulting services agreement will extend through the full length of the construction project, including project closeout activities.
