About this file

This document is Addendum 1 for KEYS Bid 07-25, issued by Keys Energy Services (KEYS) in Key West, Florida, seeking security services during emergency situations. The bid solicits comprehensive security services for the Stock Island Generating Facility, with a contract duration of three years and potential for two additional one-year extensions. KEYS will award contracts to multiple responsive and responsible vendors, with activation prioritized based on lowest pricing to comply with FEMA grant guidelines. The most recent contract activation was during Hurricane Irma in 2017, where 130 hours of security services were logged, and the expected mobilization timeframe is 18-24 hours after hurricane/tropical storm conditions subside.

For low-intensity events (up to Category 2), contractors will be responsible for their own lodging and meals, reimbursed at State of Florida per diem rates, while higher-intensity events may include KEYS-provided base camp and meals. Currently, KEYS has two active pre-negotiated security service contracts with Yallie Dex, LLC and Veteran Security Corps of America, Inc. No bid bond, performance bond, or payment bond is required. FEMA compliance documentation will be provided by vendors post-activation, and KEYS will consider the contractor's processes and history in determining responsiveness. The bid does not include additional value-added services such as pre-storm site assessments, logistics coordination, or emergency liaison support.

KEYS BID 07-25 SPECIFICATIONS FOR SECURITY SERVICES DURING

EMERGENCY SITUATIONS

Addendum 1

Questions and Answers:

1. Is there a current contractor providing these services? If so, could you share the name?

Currently, KEYS has two active pre-negotiated contracts for Security Services, Yallie Dex, LLC, and Veteran Security Corps of America, Inc. The existing contracts are not provided due to size, but are public records and are available to bidders via public records request.

You can contact the custodian of Public Records at:

2. Does KEYS have any historical usage data or anticipated hours for services under this contract?

KEYS’ most recent activation under a similar contract was Category 4 Hurricane Irma in 2017. Hours logged by the contractor during that event performing the scoped services were 130.

3. What is KEYS’ expected mobilization timeframe once security services are requested?

Eighteen hours to 24 hours after Hurricane/Tropical Storm Force conditions subside.

4. Will lodging, meals, and staging areas be provided by KEYS during deployments, or will the contractor be responsible for these arrangements?

For “low intensity events” (generally up to Category 2), lodging and meals will be the responsibility of contractor and will be reimbursed at State of Florida per diem rates. For higher intensity events, KEYS may establish a base camp and provide meals. In that event, no reimbursement will be provided. Lodging (double occupancy) will still be reimbursed at per diem rates. KEYS does not have a formal staging area to provide.

5. Does KEYS anticipate awarding this contract to multiple vendors? If so, is there a rotation or priority system for activation?

KEYS will award to all responsive, responsible vendors. KEYS will then prioritize activation based on lowest pricing in order to comply with FEMA Grant guidelines.

6. Are there any specific participation goals or evaluation preferences for MBE, SBE, DBE, or ACDBE certified vendors?

EMERGENCY SITUATIONS

Evaluation preferences and goals are as contained in the bid specification and terms and conditions.

7. Can you confirm if a Bid Bond, Performance Bond, or Payment Bond is required?

A bid bond, performance bond, or payment is not required.

8. Will FEMA compliance documentation be part of the initial proposal evaluation or addressed post-award?

Documentation of activities are to be provided by the vendor after an activation event.

KEYS will consider contractor’s processes and history with provision of FEMA compliance documentation in determining whether a bidder is responsive and responsible.

9. Could you provide insight into how evaluation criteria will be weighted between pricing, qualifications, and relevant experience?

All responsive, responsible bidders will be awarded. Activation under a not-to-exceed, unit price task order will be based upon pricing for the services anticipated.

10. Is KEYS open to considering additional value-added services such as pre-storm site assessments, logistics coordination, or emergency liaison support?

No.

11. Please reference page 14 of the solicitation. It appears to be missing additional content.

Please let us know if the page is required to be signed and submitted, as part of the bid response.

Yes, the required certification form is found on page 15 of the bid specification packet, CERTIFICATION REGARDING LOBBYING. Contractors must sign and submit with each bid or offer exceeding $100,000.
