About this file
This justification document supports a sole source award to ABS Academy - Americas for an on-site classification and statutory requirements training course. The Supervisor of Shipbuilding, Bath intends to award this non-competitive contract using FAR Part 13 simplified acquisition procedures due to ABS Academy being the only authorized provider of specialized training on American Bureau of Shipping rules and standards for Military Sealift Command vessels. The proposed sole source contract would provide SUPSHIP Bath personnel with basic knowledge on ABS classification requirements and surveys as they relate to MSC ships under construction at NASSCO, including topics like plan review and protective coatings. The justification cites ABS Academy's exclusive licensing to provide this proprietary training as the basis for limiting competition to the incumbent provider.
