About this file
This document contains a sole source justification and synopsis for a limited competition federal contract opportunity. The Department of the Air Force seeks to upgrade the Land Mobile Radio trunking system at Yokota Air Base, Japan through a firm fixed price contract. Motorola is the sole manufacturer and maintainer of the existing equipment, requiring the upgrades to be conducted by Motorola in order to maintain compatibility with the Joint Japan and Korea Land Mobile Radio system. The justification cites Motorola as the only vendor capable of meeting the requirement. The project involves a Time Division Multiple Access software upgrade to existing radio frequency sites to increase voice channel capacity while maintaining compatibility. The estimated contract value is $344,000 to be completed by December 2020.

Time Division Multiple Access (TDMA) upgrade of the existing Yokota AB RF sites. TDMA provides a software based upgrade to the Radio Frequency (RF) channels to enable additional talkgroup capacity on the Local Mobile Radio (LMR) network. It requires upgrades of four (4) RF channels on each site at Yokota AB to enable capacity improvements while still providing Frequency Division Multiple Access (FDMA) channels for interoperability.
The process begins with the identification and understanding of Yokota AB's operational requirements and continues through system design, installation, testing, and final acceptance.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted by 374CS/SCOTT, Yokota AB in November 2018 through December 2019. The sole source situation remains unchanged at the time of this report. It concluded that the upgrade is highly recommended to ensure continued base operation now and in the future by allowing additional capacity on the LMR trunking system.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The USAF had a brand name requirement to procure only Motorola Solutions (Motorola) or Harris Corporation (Harris) Land Mobile Radio (LMR) equipment to support the sustainment and technical refresh of Public-Safety Communications Officials (APCO) Project 25 (P25) compliant end-user radios, ancillary equipment and software for the remainder of fiscal year (FY)19. This Class J&A that supported multiple contracts throughout AFICA both CONUS and OCONUS locations is currently expired. However, 374 CONS considers there may be occasional justification at the local level in support of existing equipment, training processes, etc.
