About this file

This single source justification document outlines requirements for Trackcore RFID Intelligent Cabinets and related services for the Department of Veterans Affairs Michael E. DeBakey VA Medical Center in Houston, Texas. The justification seeks to procure one Trackcore TC-130 25 cubic foot intelligent cabinet, implementation and training services, and annual maintenance and support services for a base year with three one-year option periods from the brand name manufacturer Trackcore, Inc. or an approved distributor. The justification cites the proprietary nature of Trackcore products and need for standardization as limiting availability to only this source. Market research found no other suppliers meeting requirements and the VA Rule of Two cannot be met, so an unrestricted solicitation will be issued.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research revealed only one source is capable of providing the supplies or services that can satisfy MEDVAMC requirement. The Trackcore RFID Intelligent Cabinet will be used for actively tracking security measures and safety control of retrieving surgical implants for Veteran patient use in surgical and oral procedures at MEDVAMC Dental Service Line. Due to the proprietary nature of the OEM products and services the incompatibility of another brand would compromise the ability of clinicians to safely, securely, and effectively provide the best results for Veteran patients at MEDVAMC. This purchase will help create standardization and uniformity to reduce the risks of any mistakes, eliminate the need to re-train, and minimize staffing errors so that Veteran patient care can be improved. The s are commercially available off the shelf and manufactured exclusively by the OEM the only known manufacturer, TrackCore, Inc. The Trackcore RFID Intelligent Cabinet meet the agency need. The products and services can be obtained by an approved distributor in accordance with FAR 6.302-1(c)(1) for application of Brand Name.

Description of market research conducted and results or statement why it was not conducted: In accordance with FAR Part 10 and VAAR 810, the Contracting Officer (CO) conducted a review of VetCert (Veteran Small Business Certification) database as required utilizing NAICS 339114 Surgical and Medical Instrument Manufacturing listing 216 total SDVOSB (Service Disabled Veteran Owned Small Business) and VOSB (Veteran Owned Small Business) sources. The CO posted a Sources Sought Notice (36C25623Q0895) on June 22, 2023 to the GPE (governmentwide point of entry) SAM.gov website (https://www.sam.gov ) to notify industry of agency need. The Sources Sought Notice closed on June 27, 2023 with 1 (one) response. An email was sent to the Service Line for a technical review.

The technical reviewer determined the vendor(s) capable. However, the vendor is offering a different brand from Trackcore. MEDVAMC Healthcare professionals are familiar with the use for the Trackcore brand.

As additional market research the Contracting Officer sent an email to the OEM to inquire of approved SDVOSB, VOSB, and Small Business sources. he OEM can respond to the solicitation. The MEDVAMC program office conducted market research obtaining informal pricing from Four Points Technology, L.L.C. a SDVOSB. The SDVOSB is an approved distributor of the Original Equipment Manufacturer (OEM) and submitted required documents as evidence to being an authorized distributor/reseller for TrackCore, Inc.

The CO searched Ability One for “RFID Intelligent Cabinet” with no results found. The Contracting Officer searched GSA Advantage website and the search returned 0 (zero) source(s). These products are not available on an existing contract for the requested items.

Additionally, the CO searched SBA (Small Business Administration) DSBS (Dynamic Small Business Search) tool. The SBA DSBS query under NAICS 339114 returned with 863 profiles. The CO searched SAM (System for Award Management). The SAM search results revealed Four Points Technology, L.C. to be Small under NAICS 339114. The vendor(s) are not on the excluded parties list in SAM. The CO searched and reviewed FedData Check for sources and past procurements.
