Summary: Justification for Other Than Full and Open Competition
This document is a Justification and Approval (J&A) for a No Cost Extension (NCE) modification to an existing federal contract. The U.S. Department of State, Office of Acquisitions Management, is requesting approval to extend Task Order No. AID-OAA-TO-15-00009 (Task Order 2 or TO2) of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) contract with Chemonics International, 1275 New Jersey Ave., Washington, DC 20003, on behalf of the Bureau for Global Health Security and Diplomacy (GHSD).
The modification extends the period of performance from November 28, 2026 to November 28, 2027; increases the Level of Effort (LOE) in support of field operations by 1,135,272 hours; and increases LOE for headquarters operations by 101,920 hours. The contract ceiling is $3,295,901,478 with $305,686,398 remaining as of November 2025. Task Order 2 is a Cost-Plus-Fixed Fee (CPFF) indefinite delivery/indefinite quantity (IDIQ) contract originally awarded April 20, 2015. The extension ensures continuity of malaria commodity procurement and supply chain management services for 31 U.S. President's Malaria Initiative (PMI) partner countries and provides systems support through field offices in 23 supported countries. GHSC-PSM procures insecticide-treated nets, malaria pharmaceuticals, diagnostics, laboratory supplies, and Maternal Child Health commodities. The justification cites foreign assistance objectives, contractor unique qualifications, and the critical nature of uninterrupted health commodity delivery as rationale for non-competitive extension under AIDAR 706.302-70(b)(3)(i).
