About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The Coast Guard intends to purchase a Stabilator Test Set (Part Number 02-1103-01, NSN 4920-01-526-5799) directly from ULTRAX Aerospace, Inc. as the sole source Original Equipment Manufacturer (OEM). The specialized test set is used to perform functional checks on the MH-60T airframe by providing simulated signals to various aircraft components and monitoring their responses.
The procurement is justified under FAR 13.106-1(b)(1) for "only one source reasonably available" because ULTRAX Aerospace owns all technical rights, service manuals, performance specifications, and drawings for the Test Set, including its integrated software. Market research was conducted using multiple information systems, confirming no alternative sources exist. The Coast Guard will post a combined synopsis/solicitation on SAM.gov, and while all responsible sources may submit a capability statement, the anticipated award is planned as a sole source purchase order to ULTRAX Aerospace, with an expected award date around 24 July 2025.
