About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for a procurement action by the Department of Commerce, NOAA Office of Marine and Aviation Operations (OMAO), Marine Operations Center - Atlantic (MOC-A).
NOAA requires the procurement of two (2) new, certified Original Equipment Manufacturer (OEM) Exail Pack Quadrans G2 IMO-grade Fiber Optic Gyrocompass & Attitude Reference Systems (Part Number: 00321717) with an estimated value of $49,000 and a delivery schedule of within 8 weeks after receipt of order. These systems will serve as centralized fleet spare units maintained at the Marine Operations Center - Pacific (MOC-P) in Newport, OR, to support rapid deployment across NOAA fleet vessels and minimize operational downtime. The sole source identified is Exail Inc., located at 1580 Lincoln St, Suite 860, Denver, CO 80203, with point of contact Euan Mackay, Business Development Manager.
The determination justifies single-source procurement based on compatibility with NOAA's existing fleet navigation architecture, proprietary technology and system firmware owned exclusively by Exail, and critical operational risks associated with non-OEM alternatives, including data protocol incompatibilities, loss of IMO compliance certification, warranty invalidation, and unacceptable vessel downtime. Market research confirmed that Exail is the sole manufacturer and proprietary rights holder and does not license its technology to third parties. The procuring Contracting Officer determined on 7/23/2026 that only one source is reasonably available under FAR 13.106-1(b)(1). Exail Inc. is classified as other than small business, requiring dissolution of the Small Business set-aside.

SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION
PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED
ACQUISITION THRESHOLD (SAT)
(AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and Contracting Activity
Department of Commerce, NOAA Office of Marine and Aviation Operations (OMAO), Marine Operations Center - Atlantic (MOC-A), Acquisition, Analysis, and Accountability Branch.
2. Description of Supplies or Services Required to Meet Agency Needs
The NOAA Office of Marine and Aviation Operations (OMAO) requires the procurement of two
(2) new, certified Original Equipment Manufacturer (OEM) Exail Pack Quadrans G2 IMO-grade Fiber Optic Gyrocompass & Attitude Reference Systems (Part Number: 00321717).
These systems will serve as centralized fleet spare units maintained at the Marine Operations Center - Pacific (MOC-P) in Newport, OR, to support rapid deployment across NOAA fleet vessels and minimize operational downtime in the event of primary equipment failure.
Estimated Value: $49,000 Delivery Schedule: Within 8 weeks after receipt of order.
3. Identification of the Single Source / Brand Name to be Solicited
Proposed Source: Exail Inc.
Address: 1580 Lincoln St, Suite 860, Denver, CO 80203 Point of Contact: Euan Mackay, Business Development Manager (Phone: +1 832 474 1182
| Email: euan.mackay@exail.com)
4. Supporting Rationale
Only one source is reasonably available to meet the Government's requirement as detailed below:
Compatibility with Existing Fleet Navigation Architecture: NOAA Marine Operations vessels currently operate Exail (formerly iXblue) Fiber Optic Gyrocompass (FOG) systems.
Acquiring identical OEM Quadrans G2 units ensures seamless plug-and-play interchangeability with existing shipboard mounting, power distribution, signal cables, and data interface protocols without requiring costly structural or electronic reconfigurations.
Proprietary Technology and System Firmware: Exail is the sole designer, original equipment manufacturer, and intellectual property owner of the Quadrans G2 system, proprietary fiber optic sensor technology, and embedded operational software/firmware.
Risk of Alternate Sources: Installing non-OEM gyrocompass systems or sourcing through unauthorized third parties would introduce critical operational risks, including potential data protocol incompatibilities with primary shipboard navigation suites, loss of IMO compliance certification, invalidation of existing fleet warranties, and unacceptable vessel downtime during mission-critical oceanographic operations.
5. Market Research
Exail Inc. is the sole manufacturer and proprietary rights holder of the Exail Quadrans G2 FOG system. Market research confirms that Exail does not license its proprietary fiber optic technology, core system firmware, or internal signal processing software to third-party manufacturers.
While alternative marine gyrocompasses exist in the commercial market, none possess the required interface compatibility, proprietary communication protocols, or physical form factor necessary to serve as direct fleet spares for NOAA’s existing Exail/iXblue shipboard architecture without substantial, cost-prohibitive modifications to vessel infrastructure. Therefore, Exail Inc.
is the only source capable of fulfilling this requirement.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
George Nakoa Date Port Engineer, NOAA Ship Okeanos Explorer
7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available under the authority of FAR 13.106-1(b)(1). This determination is accurate and complete to the best of my knowledge and belief.

Market research could not identify any other sources for Exail Inc Products, other than the OEM itself. Two procurements were found in PRISM 1305M225P0065/66 which both awarded to Exail Inc as a sole source.
Exail Inc is other than small business, and will need dissolution of the SB set aside.
