About this file
This is a Sole or Limited Sources Justification determination memorandum for a federal procurement over $3,500 but not exceeding the Simplified Acquisition Threshold (SAT).
Naval Special Warfare Command (NSWC) seeks to establish a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Task Orders for routine inspection, maintenance, and repair services of its Indoor Dynamic Shooting Range (IDSR) facility located at Imperial Beach, California. The requirement encompasses maintenance of an Air Barrier System (ABS) and Dust Collection Unit (DCU), including verification of damper positions, air velocities, volumes, filter conditions, and bullet traps across the ranges. The estimated contract value is $249,000.00 (Requisition Number N68869651098). NSWC justifies sole-source procurement from Savage Range Systems, Inc. (CAGE: 1T8M8) under FAR 12.201-1, asserting that Savage Range Systems is the only company capable of performing the required services because it designed, built, and installed the original IDSR system. The ABS, DCU, and bullet trap components are proprietary and patented to Savage Range Systems, which directly manages servicing, parts replacement, and maintenance rather than utilizing third-party authorized service providers. NSWC commits to monitoring the marketplace for competitive alternatives and will reassess competition options when the hardware reaches end-of-life. Both customer (NSWC) and Contracting Officer (N01C) approved this justification on 17 July 2026.

NSWC will continue to monitor the market place for competitive options to support the current hardware as well as to remain informed of changes in technology.
