Antiterrorism Awareness for Contractors

This pamphlet was developed to provide you, our contractors, a broad overview of your role in the Global War On Terrorism while you are on Joint Base McGuire-Dix- Lakehurst, New Jersey. You are a Force Multiplier … providing addi-tional sets of eyes to help main-tain security vigilance and report-ing suspicious activity that affects our base community and as the surrounding area.

What’s different - What doesn’t fit?

Know the people that belong in your area

Be able to recognize names and insignia of official organizations

WHAT TO LOOK FOR:

Surveillance (Outside and Inside the fence) to include unfamiliar people or vehicles

Vehicles without current license plates, vehi-cle pass, or DoD decals

Occupied/Illegally parked vehicles remaining in same place for extended periods of time

Same vehicle repeatedly passing your loca-tion

Terrorism is defined as the calculated use of violence or the threat of violence to in-culcate fear; intended to coerce or to intim-idate governments or societies in the pur-suit of goals that are generally political, religious, or ideological

Victim By Association – The wrong friends, in the wrong place, at the wrong time

Victim By Location – The wrong place at the wrong time

Victim By Opportunity – The completely random circumstance, primarily occurs at a soft target

WHAT TO REPORT

Surveillance – Using cameras (either still or video), note taking, drawing diagrams, writing on maps, or using binocu-lars or other vision-enhancing devices to record or monitor base activity.

Elicitation – Attempts to gain information from you by mail, in person, or by telephone about military operations, capabilities, or people.

Tests Of Security - Attempts to measure reaction times or penetrate physical security barriers or procedures in order to assess strengths and weaknesses.

Acquiring Supplies – Purchase, theft, or unauthorized acquisition of explosives, weapons, ammunition, military uniforms, decals, flight manuals, passes or badges, or any other controlled items.

Suspicious Persons Out Of Place – People who don’t seem to belong in the workplace, neighborhood, business establishment, or anywhere else.

Dry Run – People getting into position and moving around according to their plan without actually committing a terrorist act. This could also include mapping out routes and determining the timing of traffic lights and flow.

Deploying Assets – People and supplies getting into position to commit the act. this is a person’s last chance to alert authorities before the terrorist act occurs.

Terrorism Financing – Suspicious transactions in-volving large cash payments, laundering, bulk cash smuggling, financial/credit card fraud, sale of counterfeit goods or mis-leading charities.

Give your name and company Give your location (as clearly and accu-rately as you can—give a building name, number or street)

FPCON NORMAL

There is a general global threat of possible terrorist activity that warrants a Routine Security Posture only

• A terrorist attack is always possible

• Best information available offers no indication of probable attack

Expect to see a routine security posture

FPCON ALPHA

There is a general threat of Possible Terrorist Activity, the nature and extent of which is Unpredictable, against personnel and facilities

• General conditions suggest possible violence

• Nothing indicates that the base or the local area is targeted

FPCON Alpha must be capable of being maintained indefinitely

Expect random vehicle checks and increased crime prevention efforts

FPCON BRAVO

An increased and more Predictable Terrorist Threat Activity exists Specific information suggests probable violence Nothing indicates that this installation is targeted Extra precaution is appropriate to deter terrorist planning

Must be capable of being maintained for weeks without hardship

Expect to see closer inspection of vehicles and deliveries, ID checks, and A greater presence of guards on JB MDL

FPCON CHARLIE

An incident occurs or intelligence indicates that Terrorist Targeting Against Personnel and Facilities is Imminent

• Evidence of terrorist attack planning, such as terrorist surveillance or reports from local sources

• Strong protective measures are required, but JB MDL must continue routine mission activities

• Implemented for only a short period of time

Expect rigorous efforts to inspect vehicles and facilities

You may be required to evacuate the base, or you will not be allowed on-base without escort

FPCON DELTA

A Terrorist Attack Has Occurred or Intelligence indicates Imminent Terrorist Action Against a Specific Location

• FPCON Delta is normally declared as a specific, localized warning

• JB MDL will move to a high state of alert, and the commander will implement mandatory security measures

• Commanders encouraged to supplement mandatory security measures

On-base: Follow security forces instructions – You may be directed to evacuate or seek shelter

Off-base: You may be denied access until the incident is over

Additional security measures will delay and interrupt normal routines
