VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: UID 36C263-21-AP-0745

1. Contracting Activity: Department of Veterans Affairs, NCO 23 for NWIHCS, Omaha VA Medical Center, Facilities Management Engineering Department, Purchase Req 636-21-1- 5060-0005.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

NWIHCS has an urgent need to replace two (2) outside doors at the VA Medical Center. One at the ER entrance and the other at Education Conference Room (ECR) entrance. Both doors can be pried open while in the closed position and have recently contributed to a security breach. In order to properly secure the building after hours, the doors are to remain locked with Prox Card only access to authorized personnel. Repeated cases of poor controllers, sensors and significant cost associated with contractor maintenance has led to the conclusion the doors have exceeded their life expectancy and require replacement to prevent a future security risk. The approximate estimated value of these services is $16,800.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the urgent matter of this requirement, competition for pricing is unable to be met. This work needs to be performed immediately as the doors are causing security breaches to the facility including additional risks of Covid exposure; therefore, a sole source requirement is in the best interest of the Government to be able to make an award to a contractor who can meet the immediate need of services associated with this requirement, who has the knowledge of the current and existing conditions, and who can provide the warranty at the end of the performance. Keystone Glass is local to the facility and has the knowledge of existing and current site conditions of the doors. Keystone Glass has a good working relationship with manufacturers of the doors and has the capacity to begin performance of the work immediately without causing further delays.

A delay in award of a contract could result in serious security breaches and risks to employees and others throughout the facility.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted initially for a SDVOSB set-aside and was solicited as such;

however, no interest or proposals were received. Due to the nature of this requirement and https://www.acquisition.gov/?q=/browse/far/13 VHADESMableA Pencil

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 the heightened risk to security, immediate action is needed to be taken by a contractor with knowledge of the existing and current site conditions and who can perform the work in a timely manner to eliminate the security risks.

A VETBIZ search for SDVOSB and VOSB vendors in Nebraska under NAICS 238290—

Other Building Equipment Contractors which includes Commercial-type door installation.

The results indicated that there were five (5) vendors in Nebraska and a solicitation was issued as an SDVOSB set-aside; however, none of them provided a proposal to the SDVOSB solicitation that was issued. Now due to the heightened security risks, this work is needed immediately to protect the employees and others of the facility from basic security measures and possible increase in Covid exposure. Because of the urgent need, it is in the Governments best interest to solicit to one vendor who has the capability and capacity to perform work immediately and within the time constraints needed.

5. Contracting Officer's Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
