About this file

This document is a Single Source Justification form for a Department of Veterans Affairs procurement at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The procurement involves replacing the chiller 1 shaft seal and chiller 4 O-Ring, including delivery, lockout/tagout procedures, oil replacement, and operational testing, with repairs estimated at $65,460.93. The justification is based on urgent repair needs due to visible leaks, increased energy consumption, and unusual vibrations that have caused frequent operational failures of the chillers, which could potentially lead to a total cooling system failure if not addressed quickly. Market research was briefly conducted using the Small Business Administration's Small Business Search, which identified 1,169 small businesses certified as SDVOSB or VOSB under NAICS code 811310, though additional research was not pursued due to the urgency of the requirement.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement replaces the chiller 1 shaft seal and chiller 4 O-Ring. It will also cover delivery, lockout/tagout procedures, oil replacement and operational testing to confirm repairs are complete.

Repairs estimated for cost $65,460.93.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This procurement is being conducted under FAR 13.106-1(b)(1). The Contracting Officer has determined it meets the requirement of urgency in nature. Visible leaks, increased energy consumption and unusual vibrations by the chillers indicate O-Ring and Shaft Seal deterioration.

There have been frequent operational failures as a result. Tripping of power, failure to maintain proper pressure and loss of refrigerant have occurred. Failure to make these repairs quickly could lead to a total failure of the facility’s cooling system. The intended company is capable of and interested in doing the work as soon as award is made.

4. Description of market research conducted and results or statement why it was not conducted:

The Small Business Administration’s Small Business Search was queried using NAICS code 811310.

1,169 small businesses that were SBA certified as SDVOSB or VOSB were located.

Due to the urgency of this requirement, additional market research was not conducted.
