SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

FAR Part 13.501(a)(1)(ii)

1. Identification of the agency and the contracting activity:

The Office of Acquisition Management (AQM) is conducting this sole source acquisition for (1) year software support for Citibank Liquidity Manager, web-based access, used by the Office of Global Disbursing Operations (DO) on behalf of the Bureau of the Comptroller and Global Financial Services (CGFS) in Charleston, SC.

2. The nature and/or description of the action being approved.

DO has an ongoing requirement for a single source web-based application for accessing account information from numerus banking institutions both domestically and overseas. The primary users of the application are personnel assigned to the DO in Charleston and Bangkok.

The DO has been using Citibank's Liquidity Manager since June 2018 (previously branded as Treasury Vision).

Liquidity Manager is accessed through Citi's next generation banking platform called CitiDirect BE. At this time, DO has been unable to find another vendor that can provide this service.

3. A description of the supplies or services required to meet the Department’s needs.

Currently, the United States Disbursing Officer (USDO) at CGFS/Charleston maintains bank accounts at approximately 141 overseas banks. Additionally, the USDO at CGFS/Bangkok maintains bank accounts at approximately 65 overseas banks. To obtain account and transaction information, the USDOs have established individual relationships with numerous global institutions. Obtaining account information from banks on an individual basis is a cumbersome and time-consuming process which often makes it difficult to obtain current information in a timely manner. Citibank's Liquidity Manager streamlines the process, reduces the administrative burden for account oversight, and allows the USDO to obtain near real time (daily) banking information.

Citibank's Liquidity Manager has met and continues to be the only known product that will meet the customers' requirements. The total estimated cost is $45,000.00.

4. An identification of the statutory authority permitting other than full and open competition:

In accordance with FAR 13.501(a)(1)(ii), in accordance with 41 U.S.C. 1901

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the action require use of the authority cited.

Liquidity Manager provides multibank visibility into an organization's cash account positions, allowing the customer to proactively analyze Cash account information and perform trend analysis in customized reporting hierarchies. This module comes with the Acct Mgr, Alerts, and reporting & Administration modules.

6. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable, include whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

A notice of intent to sole source, along with a solicitation notice, will be posted on FBO.gov in accordance with FAR 5.2. However, Citibank's Liquidity Manager is the only known product that will meet the DO’s requirements.

The Department of State supports competing any requirements among vendors who are able to supply the same product to obtain the lowest cost. However, at this time, Citibank's Liquidity Manager is the only known product that will meet the customers' requirements.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Note: dollar amounts may not exceed statutory limitations for the commercial items test program identified in FAR 13.500.

The Contracting Office determines that the anticipated price(s) will be fair and reasonable based on prior contract amounts. For the P.O.P. ending 09/30/22, the price was $45,000.00; the P.O.P. ending 09/30/23 will be $45,000.00 for an identical amount. By signing the justification, the Contracting Officer has made a determination that the price to the Government is fair and reasonable.

8. A description of the market research conducted (per FAR Part 10) and the results or a statement of the reason market research was not conducted.

Market research through a Sources Sought Notice (19AQMM22N0063) was briefly conducted by AQM; however, a suitable company or product was not identified. Due to the unique circumstances surrounding this requirement, CGFS would like to enter into a (1) year purchase order with the incumbent, Citibank, to allow time to conduct additional market research within the first quarter of the government’s 2023 fiscal year.

9. Any other facts supporting the use of other than full and open competition such as:

None

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

a) GovTron, LLC

b) Mainstreet Computing

c) Appian Corporation

d) Kyriba, Corp

11. A statement of any actions the agency will take to remove or overcome any future barriers to competition before any subsequent acquisition for the supplies or services required.

Prior to replacing the software, the Government will conduct a thorough market survey to locate new sources as required by FAR 5.2. As stated in paragraph it is anticipated that a thorough market survey will begin to be conducted in the first quarter of FY23.
