About this file
This justification and approval document outlines a requirement by the United States Marine Corps for BMC Discovery software products and associated support services. The Marine Corps Cyberspace Operations Group requires software licenses, configuration, implementation, and post-implementation support for BMC Remedy configuration management database applications already in use. Only BMC Discovery products can successfully integrate with and provide the necessary continuity of service for the existing BMC software. The justification cites authority under 10 U.S.C. 2340(c)(1) to pursue this requirement on a sole-source basis from BMC due to the specialized need. Market research confirmed multiple potential resellers for the BMC Discovery products. The contracting officer has determined the anticipated costs to be fair and reasonable.

JUSTIFICATION AND APPROVAL (J&A) FOR USE OF BRAND NAME FOR PROPRIETARY
SPECIFICATIONS AND STANDARDS, IN THE SOLICITATION
1. Contracting Activity.
Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) 2010 Henderson Road MCB Quantico, VA 22134-5000
2. Description of the Action Being Approved.
The Marine Corps Cyberspace Operations Group (MCCOG) requires software licenses, software configuration, software implementation, and post-implementation support. Pursuant to authority 10 U.S.C.2340 (c)(1) this requirement, needed by the agency, are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency
3. Description of the Supplies/Services.
Updates to records within configuration management databases (CMDBs) by MCCOG and organizations across the Marine Corps Enterprise Network (MCEN) primarily consist of manual updates based on partial information from disparate network management tools; information is insufficient to address inspection and data requirements for multiple stakeholders both within and outside the organization. Data retrieval methods often require coordination efforts with numerous tool subject matter experts. In some instances, development of structured query language queries with support of manufacturers and scripts are required. Data retrieval takes 1-8 weeks due to limited availability of personnel within network management sections to support. On average one-3 weeks are expended to conduct comparative analysis between CMDBs and data sources. Nearly 2 million records and corresponding relationships within NIPR and SIPR CMDB’s are maintained mostly via manual methods, and is a snapshot in time from last time record was updated by personnel.
As a result, proper impact assessment for proposed changes across the MCEN cannot be assessed, problem investigations cannot be properly conducted due to lack of configuration data to assess variances, systems and applications supporting IT services cannot be properly defined. Data Center inventories continue to be performed every 4-5 years to support visibility of what is deployed and managed on the MCEN, costing millions of dollars in resources and travel to both the acquisition community and operational personnel across the Marine Corps.
Therefore the Marine Corps has a requirement for streamlined, dynamic data retrieval methods to populate BMC Remedy CMDBs, providing accurate, centralized visibility of Marine Corps managed IT systems, components and dependencies, both on premise and within cloud service provider environments
4. Statutory Authority Permitting Other Than Full and Open Competition.
V1.0, 13 June 2019
Pursuant to authority 10 U.S.C.2340 (c)(1) this requirement, needed by the agency, are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency
5. Rationale Justifying Use of Cited Statutory Authority.
Brand name BMC Discovery Data Center, BMC Discovery for Storage and BMC Discovery for Multi-cloud are essential to the Government’s requirements.
BMC Discovery products offer a common interface with existing BMC Remedy applications already used within the Marine Corps.
Only BMC products can successfully integrate with existing BMC products and no other product are able to provide the same level of integration/continuity in service. To consider other products would mean a duplication of effort and at an additional cost to purchase and maintain.
The United States Marine Corps has invested $35 million into current BMC products and this BMC bolt on capability is the only known product that can support the needs.
6. Description of Efforts Made to Solicit Offers from as many Offerors as Practicable.
Market research yielded the availability of multiple authorized resellers, both large and small business, of BMC Discovery products.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable with competitive solicitation methods.
8. Actions to Remove Barriers to Future Competition.
The US Government will continue to monitor the market and conduct continuous market research in effort to identify any emerging technologies that may satisfy future requirements.
9. Other Facts Supporting Justification.
Currently, Hybrid Cloud Services (HCS), formerly Marine Corps Enterprise IT Services (MCEITS) utilizes BMC Discovery products for discovery and dependency mappings in both classified and unclassified Marine Corps data center environments, and is a Department of Navy/Marine Corps approved solution compliant with Department of Defense Instruction (DoDI) 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT).
