About this file
This document is a Limited Source Justification under FAR 8.405-6 for a modification to extend a task order for Computer Network Defense (CND) services. The Transportation Security Administration (TSA) proposes to modify task order HSTS03-15-F-CIO500 awarded to Maximus Federal Consulting, LLC to provide mission-critical cybersecurity operations and engineering support services to protect and maintain the availability, integrity, and confidentiality of TSA's IT security and computer security operations at the TSA Security Operation Center (SOC). The justification cites FAR 8.405-6(a)(1)(i)(A) for an urgent and compelling need, and the use of FAR 52.237-3 Continuity of Services to extend the services for 90 days from May 8, 2024 to August 5, 2024 due to a delay in the transition to a successor contract with Deloitte & Touche. This modification is deemed the best value to ensure continuity of critical cybersecurity services.

Appendix C Limited Source Justification
FAR 8.405-6
Limited Source Justification
I SECTION I: Introduction
The Transportation Security Administration (TSA), Information Technology Office On Information Assurance and Cybersecurity Division (IAD) and Contracting and Procurement (C&P) propose to modify a task order that restricts the number of sources considered (FAR 8.405-6).
The procurement request number is PR247667D038, and Contracting and Procurement's J&A tracking number is
JA-2024-03-1060.
Per FAR 8.405-6 ( c ), this acquisition is conducted under the authority of the Multiple Award Schedule Program.
I SECTION II: Description of Action Being Approved This action is a Limited Source Justification to extend services beyond the ultimate expiration date of task order HSTS03-15-F-CIO500 for the Computer Network Defense (CND) requirement.
(a) Contractor Name: Maximus Federal Consulting, LLC
(b) Type of action: Modification
(c) Amount
(d) Year of funding: FY 2024
(d) Period of Performance: May 8, 2024-August 5, 2024
I SECTION III: Description of Supplies or Services Maximus Federal Consulting LLC provides the TSA, mission critical cybersecurity operations and engineering support. These services protect and maintain the availability, integrity and confidentiality ofIT security and computer security operations, housed at the TSA Security Operation Center (SOC).
I SECTION IV: Identification of the Limited Source Consideration Rationale D FAR 8.405-6 (a)(l)(i)(A) Urgent and compelling need exists and following the procedures would result in unacceptable delays.
D FAR 8.405-6 (a)(l)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. * Note: if using "brand name", clearly explain why brand name or equal is not a viable solution.
FAR 8.405-6 (a)(l)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
♦ Original Order Number: (GS35F088AA / HSTS03-15-F-CIO500)
D FAR 8.405-6 (b) Items peculiar to one manufacturer.
The task order will be modified pursuant to FAR Clause 52.237-3 Continuity of Services which extends the services for 90 days.
The use of this clause is required to provide services after contract expiration because the competitively awarded follow-on contract to Deloitte & Touche was protested, causing a delay in the planned transition of services. The protest has been withdrawn and the services performed by Maximus must be extended for 90 days from May 8, 2024 through August 5, 2024 in order for transition activities to take place. Use of this clause removes the potential for an interim contract award or modification, because the transition start date for Deloitte & Touche begins on June 3, 2024 through August 2, 2024.
I SECTION VI: Contracting Officer's Determination that the Order Represents the Best Value
Executing this modification is the best value as there are no other alternatives to ensure mission critical continuity of services for a transition period.
All pertinent information is stated elsewhere in this justification.
I SECTION IX: Actions Taken to Remove Barriers to Competition
A logical follow-on contract award has already been made. There are no possible actions taken to remove barriers to competition when the modification authority is FAR 52.237-3.
I SECTION X: Contracting Officer Certification
I certify that this justification is accurate and complete to the best of my know ledge and belief.
