SEED Rural Group 2 Construction Services Section J.8 – Project Management Plan Template The Project Management (PM) Plan template is to be used to develop the RFP Technical Proposal in accordance with specified page limits in Section L. Upon award, the successful Offeror will add detail to the PM Plan which will be an early contract deliverable.
Management Approach Describe how the project will be managed, work supervised, and resources allocated. The management approach must clearly address the number of Lots (number of sites) the Offeror is bidding on and clearly explain the Offeror’s plan to manage logistics and coordination; supervision and communication; and resource availability and allocation across all sites and within each site. The management approach must include breakdown of work performed by the Prime and subcontractors.
JVs shall describe the Management roles of the various parties to the JV.
Organization Develop a project specific organization chart that shows key personnel, critical personnel, and support personnel proposed to complete the work at the number of Lots the Offeror is bidding on. Demonstrate in the org chart lines of communication and indicate who has authority to approve expenditure of funds or hire laborers at site.
JVs shall describe organizational positions and technical roles of the personnel provided by each firm in the JV. The chart should show the % of each individual’s time allocated to the project.
Schedule Develop a schedule that considers how the contractor will deliver the Lot(s) in his/her bid. All sites in the Offeror’s bid must be included in the schedule. The schedule shall include an anticipated Notice to Proceed date followed by a detailed schedule to demonstrate delivery of one site, followed by a higher-level schedule that includes all the other sites included in the Offeror’s bid, and a final handover date of the last site.
The schedule shall be in Gantt format and clearly show the planned activities, duration, start, and end dates at a minimum.
Quality Management Plan (QMP) Describe a plan to implement, supervise, report, and correct Quality Assurance and Quality Control measures for the total number of sites under bid. For the Proposal, the description should be kept concise and include a QMP Table of Contents in the Annex.
Health, Safety, and Environment Describe plan to implement and supervise health, safety, and environment (HSE) compliance, including COVID-19 precaution measures. For the Proposal, the description shall be kept concise; and include a HSE Table of Contents in the Annex.
In addition, complete the EMMP template that is provided in the RFP Section J and include this in the Annex.
