Past Projects

(Within last seven years similar in size and scope.)

Proposed Key Personnel

(Performing role on past project)

Best Practices and Lessons Learned

South Mountain Activity Complex, $379.7K (Design) $15M est (Construction), 2024 City of Phoenix

• Aaron Allan, Project Manager

• Adam Hawkins, Landscape

Architect

• Shane Hanneman, Landscape

Architect

J2 Design was selected of the City of Phoenix On-Call to provide professional design services to renovate the South Mountain Activity Center.

The lessons learned revolved around working within preserves and managing unknown infrastructures. J2 ensured that disturbances were kept within the existing footprint, researched existing utilities, and did on-site observation for verification of existing utilities.

Sunset Palms Splash Pad, $150K (Design) $1.6M (Construction), 2023 City of Glendale

• Aaron Allan, Project Principal

• Adam Hawkins, Project Manager

J2 was asked to review three (3) potential locations in the City for their next Splash pad. J2 prepared a brief site analysis study of the proposed parks and Sunset Palms was selected. The project entailed a 2,400 square foot splash pad with 15 water features including a spill bucket and spraying palm tree. Water from the splash pad is recycled to irrigate the surrounding Sunset Palms Park. The best practices included turf reduction, increased shade, and avoiding existing trees on the project site.

Bouse State Park, $78.6K (Design Only), Arizona State Parks & Trails

• Aaron Allan, Landscape Architect

Bouse Staging Area involved design on a 69 acre parcel that had to accommodate 120 RV camping spaces. The site was punctuated by several significant desert washes that had to be accommodated within the design. One of the lessons learned included an initial evaluation of the existing site features and topography as a team for use in developing a concept that would support the highest and best use.

Piestewa Peak Trailheads, $318K (Design) $4.9M (Construction), 2019 City of Phoenix

• Aaron Allan, Project Manager

• Adam Hawkins, Landscape

Architect

This project was the renovation of existing trailhead access and parking associated with one of the City's most popular hiking destinations. The lessons learned revolved around a strategic partnership with the client and the contractor on the development of a staged construction sequence that would allow continued access to this beloved trail system while improving the parking and access to these facilities. Designing on the side of a mountain posed multiple challenges that were each met with unparalleled success resulting in a safer and more enjoyable experience for trail users.

Sundance Park Phase 2, $1.4M (Design) $24M (Construction), 2023 City of Buckeye

• Aaron Allan, Project Principal

• Kurt Montei, Project Manager

• Seth Placko, Landscape Architect

The Sundance Park Phase 2 project included the design of four multi-use fields, grand pavilion, themed children’s play area with a splash pad, urban fishing lake, lakeside promenade, desert reclamation, multi-use path, regional storm water retention basin, maintenance compound, parking, and shade ramadas. One challenge posed by this project was the coordination that was required between three major stakeholder agencies: Salt River Project (SRP), Arizona Public Service (APS), and the Western Area Power Administration (WAPA). Coordinating with all three agencies to get easements approved for the park design posed schedule and approval difficulties. The project team employed several mitigation tactics to this challenge in order to avoid schedule delays and project issues including: one person managing all submittals and coordination, including each entity early in the schedule and design process, understanding each entity’s approval processes upfront, and building early and timely easement approval submission into the schedule.

Civic Center Park, $157.5K (Design) $3.5M (Construction), 2022 City of Avondale

• Aaron Allan, Project Manager J2 partnered with the City of Avondale to develop a passive, open space area to include open turf areas, shade ramadas, a playground, and a reading grove with custom “book” seatwalls. One challenge posed by this project was that it had to be coordinated to provide both fiber and power to the aquatic center being designed and constructed across the street. The project team facilitated early discussions with all departments involved to align the needs of both projects.

Arrowhead Meadows Park Tennis & Pickleball Court Replacement, $73.3K (Design) $1.2M (Construction), 2023 City of Chandler

• Jeff Velasquez, Project Manager The Arrowhead Meadows Park: Tennis & Pickleball Court Replacement Project was a 1.5-acre rehabilitation project in the City of Chandler. The existing tennis and pickleball courts were aging and needed to be refurbished, along with the surrounding landscape and irrigation. J2 worked with City staff to develop concepts to enhance the facility. Once concepts were approved, J2 developed contract documents for the JOC to construct. Improvements included six renovated post-tension concrete pickleball courts, two renovated post-tension concrete tennis courts, new fencing and wind screen, new lighting, shade structures, site amenities, ADA improvements, landscape and irrigation enhancements, and drainage improvements. Best practices included drainage improvements that focused stormwater away from hardscape and parking lot areas to an adjacent landscape basin. The addition of shaded resting areas for players waiting for a court allows for a better user experience as well.

Water Tower Plaza Repairs & Upgrades, $636.7K (Design $11.4 (Construction), Town of Gilbert

• Aaron Allan, Project Manager

• Adam Hawkins, Landscape

Architect

The Town of Gilbert’s Water Tower Plaza was beginning to show signs of aging and the Town’s and citizen’s desires for the park have changed over time. The Town of Gilbert and J2 Design worked together to explore ways to repair and upgrade the frequently visited and well-loved Water Tower Plaza in the heart of the Heritage District. Improvements to the plaza included a water wall, splash pad with shade, event lawn, and a restroom. Best practices that were utilized included permeable pavers with bio-retention media, underground retention, and tree pavement structures to accommodate the storm water management of the site.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

Determining Deliverables. The determination of deliverables will always be discussed at the original scoping meeting and then further refined through a draft scope review completed by the client. Our size and capabilities give us the flexibility to rapidly address the wide range of deliverables that may arise. J2 has developed and refined on-call specific processes that have been proven to offer numerous efficiencies in meeting our schedule milestones, achieving project goals and the overall streamlining tasks.

At the start of each project, a kick-off meeting will be scheduled with the ADOA, J2’s project manager, integral team members, and key stakeholders. At this time, the team will ensure that they have an in-depth understanding of responsibilities and expectations developed through scoping and contract negotiations.

For each project, a list of deliverables that achieves the project goals will be created and sent for approval based on our team’s meetings with the ADOA and the final determined scope of services.

General Approach to Managing On-Call Projects. J2’s philosophy to managing on-call projects is centered on producing outstanding design solutions while keeping a project on-time and on-budget. J2 is large enough to be financially stable, yet small enough to utilize senior design staff to complete any task order under this on-call contract. The people you meet will be working on your project. We have found that if four key components can be identified and agreed upon from the start of a project that the design process runs considerably smoother:

• Trust and Respect

• Known Expectations

• Budget

• Defined Program and Scope

Our staff pays close attention to detail and our project managers maintain excellent lines of communication with our clients and our overall design team. J2’s management philosophy is built around our professional staff’s ability to listen to the needs of our clients and respond with imaginative and creative ideas. J2’s approach will focus on taking the vision for each project and creating a constructible set of plans that will result in a sustainable, maintainable, and creative facilities that are loved by those who utilize and interact with them.

J2 has the internal systems in place to support the Project Manager. The Project Work Plan (PWP) forms the basis for the Project Manager to plan work activities, conduct, and complete our projects. The PWP includes:

• Project scope of work

• Copy of the contract

• Project schedule

• Schedule of deliverables

• Project budgets

• Staff hours

• QA/QC plan

A key component to developing the work plan is identifying milestones and preparing the PWP to work towards and accomplish those milestones. Milestone management and adherence to the major components of the PWP ensures that our projects are completed on time, within budget, and to your satisfaction. J2 utilizes a weekly phone call between J2 and the ADOA Project Manager as another tool to ensure quality. A brief (5 - 10 minute) conversation to discuss work progress, work to be done during the next week, and discussion of action items has been useful in verification of the overall project quality.

J2’s proven management structure ensures that our projects will stay on schedule and within budget, while providing a thorough quality assurance/quality control (QA/QC) process for all work produced. The ADOA can be assured that each project will receive close attention to detail and responsive service. J2’s Project Manager, Aaron Allan, PLA, ASLA, will be the single point-of-contact for the ADOA and will be the individual responsible for the schedule and completion of each project.

A majority of J2’s projects occur on natural existing terrain and J2 takes these projects from start to finish. These projects also include extreme grading and drainage analysis. J2 is fully capable of providing these services to ADOA and a specific approach to each unique project will be

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

JOC Familiarity. Yes, the J2 team is extremely familiar with Job Order Contracting (JOC) projects and has completed numerous projects that required coordination with a client-selected JOC contractor. J2’s extensive experience with alternative delivery method projects has further enhanced the collaborative approach to design that J2 was founded on. We regularly work hand-in-hand with the client project manager and the selected contractor on projects to compare costs, quantities, and units of measure. In the early stages of each project, we will compare the contractor’s estimates against ours, identify any discrepancies, and immediately implement mitigation tactics should discrepancies be found.

Defining Quantities and Unites of Measure. Our team is careful to utilize defined units vs lump sum elements to ensure that units and costs remain clearly defined. Additionally, we maintain a detailed database from past projects that serves as a benchmark to verify unit costs and market conditions. Our experience in this area and our knowledge of agency-specific design criteria for quantities (MAG/CAG, ADOT, Federal, County, State Parks, etc…) will allow us to fully support any ADOA project manager in order to define quantities and units of measure for projects under this on-call contract.

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

The J2 Team will develop a specific scope of services and establish and update the schedule for each project throughout the duration of this contract. The approved schedule will be submitted to the ADOA’s Project Manager at agreed upon intervals and updated as needed.

Activities showing negative float will be provided with a solution to bring the project back on schedule.

On larger-scale projects, J2 will utilize Microsoft Project to schedule and track tasks. J2 prides itself on providing innovative design solutions to our clients while always remaining on or ahead of schedule. Additionally, J2 will coordinate with outside stakeholders, including utility providers and relevant agencies, to ensure seamless integration of services, minimize potential conflicts, and align with regulatory requirements. Regular reviews with these stakeholders will be incorporated into the project schedule to maintain efficiency and proactively address any challenges that may arise.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

J2 has continually refined and detailed our process for a comprehensive project management approach that is based on our compilation of honed best practice procedures learned through years of experience. We take pride in our responsiveness to the needs of our clients, our adherence to the project schedule and budget, and our innovative, award winning creative design abilities. A key to our project management approach is constant and continual open communication between all parties involved on the project. This approach fosters a collaborative environment with the ADOA and our entire design team and results in an end product that ensures efficient and timely deliverables and responses. Typical J2 response times include:

• Design Request/Changes: The turnaround time for Design Requests and Changes is dependent upon the scope of the change.

Minor design changes will be incorporated into the overall design schedule. Major scope changes may require additional design time be added to the overall schedule.

• RFIs: During construction J2 aims to respond to RFI’s within 48 hours of the request

• Submittals: J2 typically turns around submittals within one week of them being received. We do, however, try to accommodate contractor requests for expedited reviews as possible if a submittal is a critical path item.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents. Our Team’s quality control and quality assurance procedures are documented in our Quality Control Manual and are distributed to every designer and technician on their first day of employment. The Quality Control Plan spans the entire life of the project. J2 will implement a Plan/Do/Check/Act model (further detailed below) to perform quality work and manage change. Verification will occur at any project stage that results in a submittal to the client and before the Independent Technical Review (ITR). ITR reviews are performed by senior level staff who are not associated with the design project, and bring a “fresh set of eyes,” to the documents. The ITR Team will also

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

J2 has utilized Procure on several recent projects including: Roper Lake State Park (ADOA) The BLVD Water Features (Avondale), Piestewa Peak Trailhead Improvements (Phoenix), Liberty Park (Peoria), Peoria Police Substation (Peoria), Jomax Water Reclamation Facility (Peoria), Sundance Park (Buckeye), and more. J2 is familiar and comfortable operating within the Procore interface including document review and transfer of data. J2 will follow all ADOA procedures for the use of Procore throughout the duration of this on-call contract in order to properly coordinate with the ADOA and the selected contractor for each task order.

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Yes, J2 always utilizes dimension on construction drawings and never allows a project to be scaled in the field. J2 delivers plans electronically in order to ensure that the contractor has a geometrically-based plan for use with their software that will allow all coordinates to be exactly matched, including 3D surface models. J2 also understands that contractors often use half-sized sets further enforcing the need for accurate dimensions in the design phase.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

Yes, the J2 team has the capability and necessary software to place multiple image formats directly into CADD drawings in order to support this need. Utilities are shown with plan view notes indicating location, materials, and connection points and also referencing civil detail enlargements, this information is also shown in utility profiles clearly indicating other crossing utilities with vertical clearance distances.

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

Yes, the J2 team often uses Bluebeam Review with clients for a collaborative constructability review process and understands the importance of this process. Our team can utilize in-person or web-based meeting platforms and screen sharing software so that discussions on constructability reviews can be addressed immediately. The collection and organization of comments (tracking and responses) will be prioritized to ensure all comments are addressed.
