About this file
This is a Justification for Sole Source Procurement form submitted by the South Carolina Department of Transportation to the State Fiscal Accountability Authority. The agency seeks to procure J-Tech's LaneBlade, a truck-mounted road debris removal and push bumper device. The LaneBlade will replace the current single-use push bumpers utilized by the State Highway Enforcement Division (SHEP) fleet and will be hydraulically operated and mounted on the front of SHEP vehicles. The device performs multiple functions including clearing road debris and moving disabled or stalled vehicles from travel lanes, enabling a single SHEP responder to complete debris removal safely while on patrol. This multifunctional capability reduces traffic congestion and eliminates the need to close interstate lanes during incident response operations.
The agency determined through market research that J-Tech is the only vendor offering a computer-designed device that meets the specific operational requirements of combining push bumper and debris removal functions into a single unit. The justification indicates that no other vendor's products or services will adequately meet the agency's needs, supporting the sole source procurement determination under S.C. Code Ann. 11-35-1560 and S.C. Regulation 19-445.2105. The procurement was authorized by Madeleine Hendry, Acting Deputy Secretary for Finance and Administration. If the contract value exceeds $50,000, the agency must obtain a Drug-free Workplace certification from J-Tech prior to award.
