About this file
This document package includes a mechanical design file and bill of quantities for demolition and removal of existing HVAC systems at a government residence in Bosnia and Herzegovina, along with the related federal contract solicitation.
The mechanical design file provides details on the existing boiler room, central heating system, air conditioning systems, and natural gas connections to be demolished at the residence. It includes an existing site plan drawing and specifies demolition of the underground fuel oil tank, oil and gas piping, boiler and radiator equipment, and ductwork. The accompanying bill of quantities estimates costs for the demolition and removal work both inside and outside of the building.
The related federal contract solicitation seeks offers for site demolition and stabilization work at the residence, to include the HVAC system removal work outlined in the design documents. The solicitation was issued by the Department of State Office of Acquisition Management.

4.6.1 TECHNICAL DESCRIPTION
This design refers to demolition works of mechanical installations at the “ Chief of Mission Residence CMR Sarajevo”.
GENERAL
Mechanical installation in existing building originally consists of central heating system with its own boiler room and hot water system for heating with radiators. As the building changes its purpose and internal space organisation, some local air conditioning systems have been added and installed.
BOILER ROOM
The boiler room is in ground floor of the building and use the fuel oil. There is one hot water boiler with fuel oil burner and all necessary equipment as circulating pumps, closed expansion vessel, headers, regulating three-way valve, steel pipes, water softener and chimney.
All mentioned and installed equipment is older more than 25 years. Complete installation is out of use for a long period of time.
Having in mind the age and current condition, it is reasonable to conclude that all equipment has no use value.
Picture 1. Boiler room
3 | P a g e d a t e 2 0 2 1 / 0 9
Boiler room has been supplied by fuel oil from the underground fuel storage with total capacity of 22.7 m3. Fuel storage is located on the north side of compound and connected by underground return and supply oil line to the boiler room. Oil lines are installed in 150 mm conduit.
CENTRAL HEATING SYSTEM
Central heating system consists of main steel pipes network installed under the ceiling of ground floor and in the slabs and walls. Some relatively new reconstructions of horizontal networks are visible and made of cupper pipes installed above the floors and along the walls.
Generally, two types of radiators are installed within the building, cast iron radiators, mainly on the ground floor, and aluminium radiators on the first and second floor.
Radiator batteries consist of up to 20 segments and significant amount of them is already dismantled from wall hangers and supports.
Having in mind that complete installation is out of water for a long period of time, steel pipes and cast-iron radiators are probably heavily damaged by corrosion and have no use value. Beside that, there was possibility of water freezing during the winter period that could seriosly damaged aluminium radiators. In that case neither aluminium radiator would have any use value.

AIR CONDITIONG SYSTEMS
Air conditioning systems consists of split systems installed under the ceilings on the first and second floor as well as in guards’ facilities. This quipment is in relatively good condition. Some indoor units are with flexible ducts and connected with air diffusers in different rooms. Ducting work and air diffusers are in bad condition.

NATURALE GAS COMPOUND CONECTION
There is natural gas compound connection on the south side, in the front of the building, direction Alipasina street. On the existing site plan drawings there is the PE gas pipeline diameter 63 mm in total length of 45 m. There is also the pressure regulation station.
Natural gas has not been used in existing boiler room because of boiler room location which is not in accordance to technical norms.
5 | P a g e d a t e 2 0 2 1 / 0 9
DEMOLITION WORKS
Demolition works include all necessary works on removal of existing outside and inside mechanical installations. Outside installation includes fuel oil and natural gas installations.
Inside works refer to dismantling and demolition of boiler room as well as entire steel and coper pipeline installations and radiators. Inside demolition works also include dismantling of all air handling units with its ducting work and diffusers.
In accordance with previously stated opinion some of aluminium radiators as well as air conditioning systems have some value and should not be removed to the dump site.
NOTE: We didn't have any data about tank type that is installed and way that is installed. We presumed that is laid down on the concrete slab and strapped to it and afterwards covered with soil.
When removal start, we will know in what condition is the tank and is there any soil contamination around it. If so, all surrounding soil will be excavated, tested for contamination and changed with new soil.
During the excavation all soil samples and photographs will be provided.

COMMENTS AND ANSWERS
Comment status ID: 954938
Answer: The use of natural gas in new boiler room is envisaged by new mechanical project.
Reason for dismantling and removal of existing natural gas pipeline, as well as gas regulation station, is safety measure during construction. It would be very dangerous to have natural gas pipeline and gas regulation station under the pressure in the middle of construction site with a plenty of heavy machinery, trucks, and all kind of workers.

Answer: Intention is to remove the natural gas pipeline and gas regulation station only during construction.
Backcheck Recommendation Open Comment Please clarify, is it your intention to remove natural gas from the residence permanently, or only during construction?
