4.3.1. Technical description
The RAA building in Sarajevo, 43 Alipašina Street has floor plan dimensions of maximum length 25.80 m, maximum width 30.80 m, with different floors from the basement to the second floor.
In the image above we can see the current appearance/layout of the object in question which is the subject of demolition. On the north side of the building there is an existing transformer station from which the object in question is supplied and which is not subject to demolition, ie it is retained. In addition to the transformer station, the following is still retained: a part of the building on the south side as indicated in the drawings, a diesel generator and its associated electrical cabinets and a security building at the main entrance gate. The subject of the project documentation of the electrical phase is the removal of internal and external electrical installations of the object in question. Internal electrical installations consist of high and low voltage installations, where high voltage installations include installations of lighting, sockets, switchboards, switchpanels, cable racks, cable pipes, etc. together with all associated cables and connecting equipment.
Under low-voltage installations, we mean installations of fire alarm, video surveillance, all security systems, integrated network, telephony, etc. also together with all associated cables and connecting equipment in accordance with the drawings from the graphic part of the project documentation. All electrical equipment must be carefully dismantled and removed along with the associated cables. After dismantling, all equipment must be properly cleaned and handed over to the Investor together with the appropriate record/minutes. As already mentioned, during the complete dismantling of electrical installations, it is necessary to dismantle all protective pipes and cables. As far as external installations are concerned, it is necessary to dismantle and remove the power cables coming out of the existing transformer station, ie the cables that supply the main power supply to the building and the cabinet of the diesel generator. Removal of these installations, together with installations for powering other outdoor facilities, outdoor lighting, etc. falls under the obligations of the bidder/contractor. In addition to these installations, there are also medium voltage (10(20)kV) cables that supply the transformer station in question and low-voltage (0,4kV) transient cables that are under the jurisdiction of Elektrodistribucija Sarajevo and will be removed by the staff of Elektrodistribucija Sarajevo. Also, there are the installations of the telecom operator as shown in the graphic part of the project documentation, which must be removed in accordance with and presence of BHTelecom staff.
For the needs of supervision of the construction site itself as well as the needs of construction of new facilities as part of works on dismantling of electrical installations and other phases, the following is provided:
1. Power supply of external lighting of the building (lighting on external walls)
2. Power supply of electrical cabinets for the needs of the construction site
3 | P a g e d a t e 2 0 2 2 / 0 3
3. Construction crane power supply
4. Power supply to the southern part of the facility under the authority of the US Embassy security staff
To achieve the above power supplies, auxiliary electrical distribution cabinets are formed. DB-TEMP is the main cabinet from which the distribution, ie power supply is performed to the above items and it is located inside the room where the current measurement of electricity consumption is performed. The power cables used for power supply for the above items, which are shown in the block diagram of the DB-TEMP cabinet, are laid with plastic PVC pipes along the outer wall as shown in the situation drawing in the graphic part of the project documentation. Before the very beginning of the dismantling of the electrical installation equipment of the project in question, the bidder for the dismantling works needs to make a detailed inspection of the object in question and the listed installations that are being dismantled/removed.

4.3.2. Calculations
Technical measures of protection against electric shock
Protection against electric shock is achieved by appropriate technical measures, as follows:
• Measures for protection against direct contact,
• Measures for protection against indirect contact.
Protection against direct contact is achieved according to applicable technical standards as follows:
• Isolating live parts,
• Protection with bulkheads or casings,
• Protection barriers,
• Protection by placing out of reach,
• Additional protection by residual current protective devices (RCD).
Protection against direct contact with live parts of equipment and electrical installations is provided by using materials, lines and equipment within the rated values, quality according to applicable standards, a proper and conscientious preparation and maintenance of equipment and wiring. One part of equipment that is energized, is located in DBs with a key, and is accessible only to professional and competent personnel, while the rest is mostly protected by insulation (cables, lighting, installation equipment, etc.). Protection against indirect contact is performed according to applicable technical standards as follows:
• Protection by automatic power shut-down,
• Protection using a Class II or appropriate insulation,
• Protection by electrical isolation.
Protection against indirect contact with live parts of electrical installations in TN-C-S system is provided by automatic power shut-down using residual current switch. This means that the conductive parts of equipment and devices, which may become energized must be connected by protective conductor to a grounded point of the power system. A separate protective conductor will be laid and connected to all metal surfaces within the facility. Protective conductor is connected to the protective busbar in each DB, which is further connected to the GIP and grounding system. Protective devices (MCBs) and the cable cross-sections were selected to perform the automatic switch-off inside time set by protection unit. This serves in cases when there is a fault of negligible impedance (short circuit) between the phase conductors and protective conductors or conductive parts that may become energized.
Protection against thermal effects is performed according to applicable technical standards as follows:
• Fire protection,
• Protection against burns,
• Protection against overheating, Fire protection is provided by placing live parts of equipment in housing, which must withstand the highest temperature that can be produced by electrical equipment.
Protection against burns is secured so that parts which are accessible to the hand can not reach a temperature that would cause burns and must meet the temperature limits specified in the table.
5 | P a g e d a t e 2 0 2 2 / 0 3
Accessible parts Material of accessible surface
Max temp ° C
Hand-held equipment metal 55 nonmetal 65
Parts which are touched but not hand-held metal 70 nonmetal 80
Parts which are not touched in regular use metal 80 nonmetal 90
Overheating protection is achieved by providing that systems with forced air heating can not be switched on if there is no sufficient flow of air, and turn off when the air flow ceases. Equipment for heating water or steam in its construction is protected from overheating (thermostat or water pressure limiter).
Overcurrent protection
Overcurrent protection is performed according to applicable technical standards as follows:
• Protection against current overload
• Protection from the short-current
Protection against overload current has been achieved on the basis of coordination of protective devices and power lines, so working curve of the power line must meet the following conditions:
IB ≤ In ≤ Iz
I2 ≤ 1,45 x Iz where:
• IB = current for which the circuit is designed (A)
• Iz = permanently permissible current of conductors or cables (A)
• In =rated current of protective devices
• = current at which the protective device operates reliably
Protection against overload current in this case has been achieved by use of MCBs at the beginning of each circuit. This provides quality protection of lines and circuits that can be connected only to functioning and desgined appliances. Protection of short-circuit currents provides cutting of short-circuit current before the current causes a risk of thermal and mechanical effects in conductors and connections. For a short circuit that lasts up to 5s, during which short-circuit current rises the conductor temperature to a maximum limit, is calculated approximately from the expression:
I2
6 | P a g e d a t e 2 0 2 2 / 0 3 where:
duration of short circuit in which the cable reaches the maximum allowable temperature fuse reaction time k coefficient of cable type which is not defined for cable cross-sections less than 10 mm2, short circuit duration over 5s, depending on the type of conductor (74-135)
S section in mm2
Protection from potential difference was achieved by connecting all metal parts in each facility and the lightning installation. When selecting the cable cross-section (see line calculations), voltage drop was taken into account in individual circuits. Each circuit should be designed so that it can be separated from other energized conductors (connection in DB is made with screwed connection or using terminals). The distribution boards contain separate busbars for the neutral and protective conductors. Conductors in cables in DBs are marked with colors and conductor with blue insulation is required to be used for neutral, and green-yellow color for the protective conductor.
The Contractor shall carry out functional performance after installation: visual inspection and testing. Testing is generally conducted while electrical installations are disconnected, and the review includes following checks:
1. Protection against electric shock, including the distance measurement by installing security equipment in the housing (cabinets)
2. Protective measures against the spread of fire and heat from the impact of the conductors according to permanently admissible values of current and allowable voltage drop
3. Selection and setting of protective devices
4. Placing the appropriate switching devices from the standpoint of spacing
5. Choice of equipment and protective measures against external influences
6. Differentiation of neutral and protective conductor
7. Setting up schemes, tiles with warnings or similar notices
8. Differentiation of circuits, fuses, switches, terminals and other equipment
9. Conductor connection
10. Accessibility and availability of space for operation and

Common tests must be run in this order:
1. Continuity of protective conductor and the Construction and secondary cable for single-potential bonding
2. Insulation resistance of electrical installations
3. Protection by electrical separation of circuits (with accessories attached)
4. Functionality (functional testing of control and protective devices)
5. Measuring the level of lighting
6. Measurement of ground resistance
Technical measures of protection against Arc Flash
Switchboards, panelboards, industrial control panels, and motor control centers that are in other than dwelling occupancies and are likely to require examination, adjustment, servicing, or maintenance while energized shall be field marked to warn qualified persons of potential electric arc flash hazards. The marking shall be located so as to be clearly visible to qualified persons before examination, adjustment, servicing, or maintenance of the equipment.
FPN No. 1: NFPA 70E-2000, Electrical Safety Requirements for Employee Workplaces, provides assistance in determining severity of potential exposure, planning safe work practices, and selecting personal protective equipment.
FPN No. 2: ANSI Z535.4-1998, Product Safety Signs and Labels, provides guidelines for the design of safety signs and labels for application to products.
As arc flash technology emerges, new developments result in changes to arc flash criteria. For example, in
2004, the NFPA 70E was reissued in a completely new format with changes reflecting new developments. The flash protection marking per NEC Article 110-16 is a field marking requirement and is to be applied by the user for each specific application. The marking is similar to other NEC marking requirements, e.g., voltage, voltage hazard labels, circuits, etc. However, flash protection markings should be based on application information and calculations from the installation site. The intent of the marking is to identify the presence of a potential flash hazard and to provide assistance in determining necessary protective clothing and personal protective equipment (PPE) that should be worn by qualified electrical persons when servicing electrical equipment. The user must establish field marking requirements based upon:
• The level of the on-site personnel safety training ,
• The level of required clothing and required PPE,
• Consistency for the level of marking of various equipment, e.g., switchboards, panelboards, industrial control panels, motor control centers, etc.,
• The available flash energy on each piece of equipment. This energy is determined from short-circuit current, arc duration based on the type and degree of short circuit protection equipment and the distance of the worker from the prospective arc
8 | P a g e d a t e 2 0 2 2 / 0 3
As previously discussed, the Guideline Method should be considered an alternate method as it is based on a conservative criteria. Although, this may not always be the case in the actual application. The fault current and clearing time are given by NFPA 70E as an example and the actual application may be less, resulting in lower flash hazard energy. Or, in some cases, this could even be higher than the NFPA 70E generic values due to the application's fault current and/or the fault clearing time (the combination of higher or lower fault current with the arcing time). For example, if the fault current is lower, resulting in a longer clearing time for the applications protection device, the flash energy could be substantially greater. This case is especially important in the noncurrent-limiting range or over-current (overload) range of short-circuit protection devices. It may be best not to use the alternate, generic method but to conduct an actual “Flash Hazard Analysis” using the site's actual input criteria. From this analysis the user can determine the site's actual flash hazard determining:
• Actual site flash hazard energy (incident energy)
• Actual protective device's projected clearing times
• Actual site flash hazard risk
• Safety instructions based on both the actual available flash hazard and the MCC design features
• Assign PPE according to the Flash Hazard Energy and Risk
• Corresponding required NEC markings.
There can be benefits for the user in applying this approach, instead of usingthe generic guideline approach because the PPE equipment can be specifically selected to fit the MCC application, “workman friendly” PPE may be applied and a common flash hazard instruction, consistent with other types of equipment may be used.
New tools are now available for carrying out the Flash Hazard Analysis. One such tool is IEEE Standard 1584
[IEEE Standard 1584- 2002 “IEEE Guide for Performing Arc Flash Hazard Calculations”]
IEEE Standard 1584 on arc flash hazards calculations provides an excellent source for conducting the flash analysis and includes an analysis spreadsheet (including a CD for completing the calculations). This spreadsheet uses Microsoft Excel® . This is a useful tool as each of the sites’ applications can be defined, labeled and assigned the appropriate PPE marking. Simply follow the directions as defined in the IEEE Standard and input the requirements into the spreadsheet from the actual site and the necessary calculations will be carried out by the software. It is recommended to review this IEEE standard as it includes actual field incidents of arcing faults, research testing data, arc-time data and fuse and circuit breaker time-current characteristics (important for developing the arcing time calculations). This is an excellent tool for carrying out the NFPA 70E requirements for conducting the Flash Hazard Analysis and a base for the NEC's requirement for Flash-
Protection Marking.
Reducing Arc-Flash design features
• Reduce fault current (bolted fault less than the NFPA 70E benchmark of 50kA or any combination not exceeding 300kA cycles, i.e. 5000 ampere seconds)
• Current limiting devices or reduced clearing time, i.e. Reduction in the Flash Protection Boundary
(clearing times less than 6 cycles (0.1s) and low let-through energy)
• Consistency of Design
• Barriers and Guards
• Automatic Shutters Provide Isolation and Insulation
• CENTERLINE MCC Unit Interlock Prohibits the Insertion or Withdrawal of a Unit with the Disconnecting
Means in the “ON” or Closed Position
• Withdrawable CENTERLINE MCC Units Allow Servicing Units while Isolated from Power Bus
• Low Energy Drive Compartments
• MCC Unit Operation
