About this file
This document is a Request for Sole Source Justification for a TempTrak Service Agreement for the Department of Veterans Affairs (VA), specifically supporting VISN 15 VA Medical Centers, Outpatient Clinics, and Community-Based Outpatient Clinics. The proposed five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract will cover TempTrak wireless environmental monitoring system maintenance from 10/01/2025 to 09/30/2030, with Copeland Cold Chain LP (dba Cooper-Atkins) as the sole authorized service provider.
The service agreement includes comprehensive support such as 24/7 help desk emergency support, on-site calibrations meeting NIST and ISO standards, warranty coverage for TempTrak hardware, additional calibration services, annual remote system reviews, unlimited software upgrades, and web-based training seminars. Market research confirmed no small businesses could perform the required services, and the proprietary nature of Copeland's TempTrak system components justifies the sole source procurement. The expected life expectancy of the TempTrak wireless monitoring system is 13 years, and the VA will continue to conduct market research to potentially enable future competitive actions.
