V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Harris PRC-117(G) radios are utilized in training exercises or for use in contingency operations and have become the standard for continuity in training scenario contingency operations. Specifically, the radios allow for the the capability to operate independently and without dependency on the Davis-Monthan Air Force Base (DMAFB) Motorola trunking system. The current Davis-Monthan trunking system doesn't support the same frequency used by the Harris Radios that are necessary for use in contingency operations. Furthermore, Harris radios are also the only brand capable of satellite communication in order to transmit in real time to communicate with Southern Command (SOCOM) partners. If other radios were to be procured in the place of the Harris PRC-117(G), it would cause training for contingency situations/ operations to be ineffective, further jeopardizing the mission and potentially cause loss of government property and/ or personnel. Therefore, it was determined that with the consideration of the organization's critical mission and minimum needs there is reasonable basis to conclude that the unique supplies available from a limited number of source of suppliers with unique capabilities is applicable under the authority and application of Federal Acquisition Regulation

(FAR) 6.302-1.
