About this file

This is a Combined Specifications document for ITQ 26091, a residential pier demolition project issued by the City of Bellevue Parks and Community Services Department in Washington. The work encompasses removal and disposal of approximately 572 square feet of existing wooden decking, a solid canopy moorage cover, and timber support pilings at 1730 West Lake Sammamish Parkway SE in Bellevue, Washington. The project is to be performed in one continuous stage under a single lump-sum contract. The specifications require contractors to submit a Draft Waste Management Plan within seven calendar days of receiving notice of award and a Final Waste Management Plan within ten calendar days thereafter. A pre-construction conference is mandatory prior to work commencement. The contract documents include requirements for Critical Path Schedule submission, Schedule of Values, shop drawings, subcontractor lists, material supplier lists, insurance certificates, bonds, and weekly progress meetings. Construction waste management discussions are required at pre-bid, pre-construction, and regular job-site meetings. Final inspection will occur upon completion, with contractors given five working days' notice and required to address any punch list items within 30 calendar days.

The specifications establish a one-year guarantee period for all work following final acceptance, during which contractors are responsible for correcting any defects at no additional cost to the owner. All work must comply with the International Building Code, Washington Administrative Code Title 51, Bellevue City Code, and applicable federal, state, and local regulations. The contractor is responsible for obtaining and maintaining all required permits, which include a Demolition Permit, Hydraulic Project Approval, and Nationwide Permit 3, with potential assignment of associated fees to the owner's representative. Environmental compliance requirements are extensive, including proper handling and disposal of hazardous materials with copies of manifests and receipts required. The contractor must designate an on-site waste management coordinator and implement source separation procedures for recyclable materials including wood, metals, concrete, drywall, and other specified materials. Re-inspection fees will be assessed and deducted from final payment if additional inspections are required to verify conformance after issuance of punch list items.
