About this file
This is an Invitation to Negotiate (ITN) issued by Colorado State University (CSU) Procurement Services for Large Aperture Laser Optics for the Advanced Lasers and Extreme Photonics (ALEPH) Lab at the new ATLAS Laser Facility. The solicitation seeks firm pricing for 12 high-precision laser mirrors with specific technical requirements, including 5 HR800nm 45-degree mirrors, 2 HR800nm 30-degree mirrors, 3 HR400nm/HR800nm 45-degree mirrors, and 5 HR400nm/AR800nm 27.5-degree dichroic mirrors. The ITN was published on Friday, October 24, 2025, with a question submission deadline of Monday, November 10, 2025, and a proposal submission deadline of Thursday, November 13, 2025, at 4:00 PM Mountain Time. CSU anticipates reviewing responses within two weeks and expects to issue an award notification around December 6, 2025.
The solicitation requires detailed specifications for each mirror type, including precise dimensional tolerances, surface figure measurements, reflectivity requirements, and coating specifications. Pricing must be firm for the entire contract period, with CSU understanding potential price adjustments due to uncontrollable external factors. The university is tax-exempt and a member of various group purchasing organizations, including E&I, Omnia, Vizient, and BuyBoard. The project is federally funded and subject to Federal Uniform Guidance, potentially requiring detailed cost breakdown information. Deliveries are expected by July 31, 2026, with payment terms set at Net 30, and the possibility of expedited payment using a single-use commercial credit card system. The award will be made to the most advantageous offer based on factors including price, responsiveness, delivery time, and specification compliance.

Invitation to Negotiate ITN-2025-054-JS Large Aperture Laser Optics
Section I. Background, Overview, and Goals A. Background Colorado State University is one of the nation’s top public research universities and an institution on the rise. In the past decade, CSU has produced record enrollment, built on all-time highs in student diversity and student success; outpaced ambitious record fundraising goals; produced groundbreaking research driven by a highly productive faculty; offers a campus revitalized by a transformational building campaign; and, perhaps most important, provides an unrivaled learning environment. CSU currently offers 76 undergraduate degree programs and 118 graduate degree programs, and has made significant investments in student recruitment, financial aid, student services, and retention. CSU is also the “university of choice” for Colorado residents: More Colorado high-school students choose CSU than any other institution of higher education in the state. CSU prides itself on the notion of being a force of good for the world and challenges all its faculty, staff, and students to make their own imprint every day.
B. Overview The Colorado State University Advanced Lasers and Extreme Photonics (ALEPH) Lab is seeking firm pricing on large aperture laser mirrors as part of a facility upgrade project for the new ATLAS Laser Facility. CSU requires pricing and specifications for quantity 12 half meter-scale laser mirrors. These mirrors must have a very flat wavefront, high reflectivity over specified wavelength ranges, high laser damage threshold, low dispersion, and be suitable for use in vacuum, Detailed specifications for these mirrors are provided in Section II of the Invitation to Negotiate.
Section II. Specifications and Requirements A. Specifications The optics described in the specifications and requirements below are offered to vendors as to the quality, specifications and functionality CSU ATLAS Laser Facility requires. NOTE: The product you are quoting must meet or exceed specifications and requirements indicated below. Please provide full specifications and literature for the optics for which you are bidding. THE ESTIMATES OF PURCHASE AND USAGE INCLUDED IN THIS ITN ARE ESTIMATES ONLY. PURCHASES UNDER ANY AGREEMENT RESULTING FROM THIS ITN MAY BE MORE OR LESS THAN THE ESTIMATES PROVIDED IN THIS ITN. COLORADO STATE UNIVERSITY DOES NOT REPRESENT, WARRANT, OR GUARANTEE THAT THE UNIVERSITY WILL PROCURE ANY PARTICULAR DOLLAR VALUE OR ANY PARTICULAR QUANTITY UNDER ANY AGREEMENT RESULTING FROM THIS ITN.
