No bonding requirements are mandated for bid submission or contract award. Subcontracting is permitted with limitations, requiring proper insurance and E-Verify registration for all subcontractors. Key service specifications include mulch depth of two inches, tree pruning to 10-12 feet minimum height, herbicide application approval for landscaped beds, and pre-emergent applications permitted when landscape is not affected. Irrigation zone counts per location vary from 3 zones at Central Parkway to 56 zones at State Road 434. Addendum No. 1

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

Q1: Would you please provide the previous contract award amount and/or current contract value for these landscape maintenance services? If available, I would also appreciate any information regarding the annual contract amount for the current contract.

A1: See Exhibit A-1: Previous Bid Tabulation Award Summary from ITB-19-013-BK to see the awarded amount per Contractor from the previous Solicitation in 2019.

The Contract value for Landscape Maintenance Services from 2019 through present is as follows. These totals reflect the combined total spend across all Contractors.

Q2: Has the scope of work changed from the last contract term? Increase or Decrease?

A2: The overall scope for this Solicitation remains the same. The City has added Group I:

Irrigation Maintenance and Repair as a new group of services for this Solicitation in comparison with the previous Solicitation in 2019. Other changes include additional or fewer locations within certain groups of services. Group F has been consolidated and Group H (optional, additive Bid) has been simplified to request only an hourly rate for any Site Restoration work.

Q3: Was there an approved increase for the final term year beyond bid tabulation pricing?

A3: Yes, there have been price increases incurred since the Contract execution in 2019.

The City is providing the most current price list for the current Contract. See attached Exhibit A-2 Current Contract pricing per most recent price update amendments.

Q4: Please provide the bid table results for the previous ITB.

A4: See the attachments as cited in A1 and A3.

Q5: Will you please provide a previous bid tabulation for contractors to reference?

A5: See the attachments as cited in A1 and A3.

Q6: Will you please provide a current contract for contractors to reference?

Q7: If not, will you please tell us who is the current contractor?

A7: The current Contractor is Helping Hand Lawn Care.

Q8: Will you please provide a budget number for contractors to reference?

A8: See the Contract value table provided in A1.

Q9: If a service is required to be done on Frequency Code E: “Weekly or when visible”, how many visits does weekly represent (e.g. all 52 weeks, or something less)? - Similarly, should contractors consider bi-weekly services to be done 26 times annually?

A9: In reference to the frequency codes in the Legend within the Itemized Bid Form:

- Code “A = Weekly” may be estimated as 52 weeks per year.

- Code “E= Weekly or when visible” may be estimated as less than weekly, but more than every other week. This may be slightly less than 52 weeks.

- Codes B and I are listed as Bi-Monthly, citing twice per month. This may be estimated as 26 times annually.

Q10: Will an online meeting link be provided to attend the public bid opening for vendors submitting electronically?

A10: No, the City does not hold virtual Bid openings. Bidders are welcome to attend bid opening in person at the Altamonte Springs City Hall Procurement office at the bid due date / bid opening time. See section 2.10 PUBLIC OPENING in the ITB Solicitation Document.

Q11: What is the minimum height to which trees must be pruned in reference to section

5.5.7?

A11: 10-12 feet.

Q12: Will contractors be allowed to use pre-emergent herbicide applications in landscaped beds to support the hand removal of weeds?

A12: Yes, as long as it doesn’t affect the landscape.

Q13: At what depth should contractors install mulch?

A13: 2 inches deep.

Q14: Please confirm contractors will have to furnish a performance and payment bond upon contract award, but that no bid bond is required upon bid submission.

A14: There are no bonding requirements for this Bid or for the awarded Contractor(s).

Q15: Will you please provide an irrigation zone count per location?

A15: State Road 434: 56 zones.

State Road 436: 36 zones.

Montgomery Road: 34 zones.

Central Parkway: 3 zones.

Q16: Is the bidder required to submit pricing for every item/location within each Group included in the Base Bid (Groups A–F)?

A16: Yes, it is preferred that Bidders bid on the full set of locations within each group of services for ease of awarding Contracts by group.

Q18: Is the bidder required to bid on all Base Bid Groups (A–F), or may bidders submit bids for selected Base Bid Groups only?

A18: Bidders may bid on 1 group, multiple groups, or all groups of services. See A16 regarding bidding on all locations within each group.

Q19: If partial bidding is permitted, are bidders required to bid all locations within a selected Group, or may individual locations within a Group be selectively bid?

A19: See A16.

Q20: Under Section 5.20.2, is the Green Industries BMP Certification required for all employees assigned to the contract, or only for the primary Project Manager during the solicitation evaluation phase?

A20: Per the Florida Statute cited in section 5.20.2 (LINK), it is stated: “Beginning January 1, 2014, any person applying commercial fertilizer to an urban landscape must be certified under this section.” The City is requesting that the intended Project Manager supply this certification for the evaluation phase. This means that Bid submittals should include a copy of the Green Industries BMP Certification for the intended Project Manager, at minimum. If awarded a Contract, this certification will be called for from any employee performing these services throughout the duration of the Contract.

Q21: For weed control on sidewalks, curbs, and similar areas, is the use of pesticides/herbicides permitted under this contract?

A21: Yes

Q22: Is there an estimated budget for this contract, or could you provide a copy of the previous contract award information?

A22: See the Contract value table provided in A1.

Q23: How many calendar days will contractors have to complete each cycle?

A23: Please refer to the Maintenance & Frequency Code Legend and the Seasonal Variation columns within the Itemized Bid Form. The City has provided service frequency estimates per location within each group of services.

Q24: We were wondering if subcontracting was allowed? If so, are there any restrictions?

A24: Yes, Subcontracting is permitted however there are limitations and the prime

Contractor must ensure that any Subcontractors are properly insured and are registered with E-Verify. All Bidders must provide a completed Subcontractors List within their Bid submittal package. Please read sections 5.20.3 and 5.20.4 carefully.

Q25: Is a company able to submit bids for only the specific groups they are interested in, rather than bidding on all groups as a whole?

A25: Yes. See A18.

Q26: Can you please let me know if there is a budget in place for this contract?

You will need to contact a Park Ranger to open all the gates into the park and parking lot. Along SR414 (Maitland Blvd), maintain the ROW to the west of the park driveway along the retention pond, from curb to fence. Then going east on SR414, maintain the ROW in front of the park from driveway to Gateway Drive, from the fence to the curb. Also, included is the area on Gateway Drive from SR414 to River Cove from fence line to the road edge.
