1 - SPECIFICATIONS AND REQUIREMENTS

1.1 SCOPE AND SPECIFICATIONS:

1.1.1. SCOPE:

This ITB is to clean carpets in DAS-managed facilities in the state of Ohio that include known facilities in or near Columbus and Cleveland on a rotating schedule, so that carpet fiber resiliency is preserved, and a clean appearance is maintained. The Contractor is also required to clean upholstered furniture and cubicle/workstation walls when requested and provide emergency carpet cleaning services as needed. All carpeting should receive one restorative cleaning per year and high traffic areas will be cleaned with an estimated frequency listed in Attachment A.

It is in the intent of DAS to engage a professional company experienced in this specialty discipline with the expectation of achieving value through the Bidder’s past experience in a similar environment. It is DAS’s expectation that no downtime of the building’s utility, as a result of a Bidder’s performance, will be permitted. Services will be scheduled in advance at the convenience of the state.

1.1.1.1. The agency’s facility locations are listed in Attachment A.

1.1.1.2. The pricing and required services must include all materials, chemicals, equipment, qualified/certified labor, logistics, and personnel transportation, necessary for the successful completion of all the required services listed herein.

1.1.1.3. The Contractor will be required to attend a kick-off meeting prior to the first day of service at a date and time to be determined. The kick-off meeting will be used to review the facilities’ detailed expectations of the Contractor.

1.1.1.4. The Contract will explicity cover the awarded Regions as defined in the “Definitions” section, below. The regions are logistically oriented. The Contract will also cover the remainder of the state of Ohio, as specified in the “Removal Or Addition Of Work/Facilities” section, below.

1.1.2. SPECIFICATIONS

1.1.2.1. Definitions

1.1.2.1.1. High Traffic Areas (HTA): Lobbies, elevator cabs and lobbies, entry foyers, reception areas, main hallways, corridor and common areas, stairs, and walk-off mats.

1.1.2.1.2. Hot Water Extraction (HWE): Is a method of carpet cleaning. It involves a combination of hot water and cleaning agents being injected into the fibers of a carpet at high pressure and all lifted soil being removed by a powerful vacuum.

1.1.2.1.3. Restorative Cleanings: This is performed through hot water extraction (sometimes called steam cleaning) and may include rotary shampoo cleaning or agitation of the preconditioner with a counter-rotating brush machine. In order to perform the best job, a technician must follow the “cleaning pie” as taught in the IICRC CCT/CCMT classes. The cleaning pie consists of four parts: time, agitation, chemical, and temperature.

1.1.2.1.4. Walk-Off Mat: A mat that is placed at entrances to wipe feet and trap dirt.

1.1.2.1.5. Inclement weather: Shall mean the existence of abnormal climatic conditions whether they be those of rain, hail, ice, or snow.

1.1.2.1.6. Backpack: A bag carried by a strap on your back or shoulder, a.k.a.

backpack, haversack, knapsack, packsack, rucksack, kit bag, or kitbag.

1.1.2.1.7. Furniture Cleaning: The overall cleaning of upholstered furniture, cushions, and pillows in accordance with manufacturer directions.

1.1.2.1.8. Cubicle/Workstation Wall Cleaning: The overall cleaning of upholstered cubicle/workstation walls to remove as much dust, dirt and any other particulates that may be clinging to or that has settled into the fabric fibers.

1.1.2.2. Region Definitions:

1.1.2.2.1. Northeast Region: Includes current DAS facilities located in Cuyahoga county of Ohio.

Other Ohio counties included in the Northeast Region, but do not have any current DAS facilities are: Ashland; Ashtabula; Carroll; Columbiana; Erie;

Geauga; Harrison; Holmes; Huron; Jefferson; Lake; Lorain; Mahoning;

Medina; Portage; Richland; Stark; Summit; Trumbull; Tuscarawas; Wayne.

1.1.2.2.2. Central Region: Includes current DAS facilities located in Franklin and Licking counties of Ohio.

Other Ohio counties included in the Central Region, but do not have any current DAS facilities are: Champaign; Coshocton; Delaware; Fairfield;

Fayette; Guernsey; Hocking; Knox; Logan; Madison; Marion; Morrow;

Muskingum; Perry; Pickaway; Ross; Union.

1.1.2.3. General Requirements:

Cleanings must maintain a high appearance level in the most highly trafficked areas. During inclement weather months, the common areas (i.e. entrance, walk-off areas, lobbies, etc.) will receive additional attention via hot water extraction in efforts to prevent tracking of soil and salt into the facility. The contractor is to submit for approval an in-depth carpet cleaning schedule. Such a schedule will be subject to periodic review and modification by the facility manager or designee. All cleaning services will be performed outside of the facility's normal 7:00 am to 5:00 pm business hours. Contractor should be IICRC certified and carpets should be cleaned in accordance with the IICRC R100 and ANSI/IICRC S100 standards. The estimated cost of the bid includes all scheduled carpet cleaning services, emergency service, furniture cleaning, and cubicle/workstation cleaning for the listed facilities.

1.1.2.3.1. Preconditioning

1.1.2.3.1.1. Preconditioning aids significantly in suspending soils before physical removal takes place.

1.1.2.3.1.2. Cleaners should carefully treat each area in succession with liquid dry compound, or foam preconditioner, based on the requirements of the cleaning method or system employed.

1.1.2.3.1.3. Furniture is not normally moved to precondition underneath, unless extreme soiling is evident or unless company policy dictates otherwise.

1.1.2.3.1.4. When a cleaner chooses to rinse with an acidic rinse agent or with fresh water alone, preconditioning agents may need to be applied to most, if not all, of the carpet.

1.1.2.3.1.5. It is recommended that when cleaners choose a preconditioner that requires wet extraction, they apply it to only the amount of carpet that they can agitate as necessary and clean before the preconditioner dries.

1.1.2.3.1.6. If furniture and/or cubicle/workstation walls are requested to be cleaned, Contractor shall extend the above Preconditioning services to furniture and/or cubicle/workstation walls.

1.1.2.3.2. Cleaning

1.1.2.3.2.1. The authorized method of carpet cleaning is high-performance hot water extraction system.

1.1.2.3.2.2. Each facility location is to receive a restorative carpet cleaning at least annually and the remaining visits are to address traffic patterns and areas of high soilage.

1.1.2.3.2.3. If furniture and/or cubicle/workstation walls are requested to be cleaned, Contractor shall extend the above cleaning services to furniture and/or cubicle/workstation walls.

1.1.2.3.3. Cleaning Evaluation and Post Inspection

1.1.2.3.3.1. After cleaning of the designated carpet area(s), the cleaner(s) should thoroughly inspect the carpet. This includes.

1.1.2.3.3.1.1. Inspecting for incomplete spot removal.

1.1.2.3.3.1.1. Inspecting traffic lanes, pivot points, and entry areas for satisfactory appearance, and inspecting for excessive dampness, if necessary.

1.1.2.3.3.1.1. Damage should be brought to the attention of

the property manager or the other appropriate authority and documented in writing on work orders or job evaluation forms.

1.1.2.3.3.1.1. If furniture and/or cubicle/workstation walls are requested to be cleaned, Contractor shall extend the above Cleaning Evaluation and Post Inspection services, except item 1.1.2.3.3.1.1, to furniture and/or cubicle/workstation walls.

1.1.2.3.4. Waste Disposal

1.1.2.3.4.1. Recovered cleaning waste shall be disposed of properly, according to all applicable laws and regulations. Normally this means liquid disposal into a sanitary sewer system especially when hazardous materials (HAZMAT) may be involved, at a licensed disposal facility.

1.1.2.3.4.2. Cleaners should never rinse or dispose of wastewater from equipment in sinks that are used for food preparation or other sanitary purposes.

1.1.2.3.4.3. In the event that waste disposal is not possible on location, the waste should be returned to the company facility for proper disposal.

1.1.2.3.5. Finalizing

1.1.2.3.5.1 Although most commercial carpets do not need grooming, most cut-pile carpet will benefit from a resetting of the pile using a carpet rake, broom, or mechanical brushing device immediately following cleaning or as part of final cleaning step.

1.1.2.3.5.2. If a multi-person crew is present and available for such tasks, the finalizing process may begin while the final steps are being performed.

1.1.2.3.6. Closing Duties

1.1.2.3.6.1. Cleaners should perform a general wipe-down of the exterior of each equipment item used and otherwise prepare said items for proper reloading, as necessary.

1.1.2.3.6.1. Cleaners should ensure that furniture is properly tabbed or blocked, if necessary.

1.1.2.3.6.1. All equipment, tools, and supplies are properly reloaded or stored except any items such as drying aids or hazard indicators that may have other removal arrangements.

1.1.2.3.6.1. Lights should be turned off, as appropriate or as required.

1.1.2.3.6.1. Doors should be closed and secured if required.

1.1.2.3.6.1. The security system should be reset if required.

1.1.2.4. Special Requirements - Building Specific Stipulations:

Security Background Check: The awarded Bidder’s personnel shall comply with and successfully pass the security background check requirements determined by the State of Ohio; Department of Administrative Services to gain access to the State of Ohio Computer Center. Access may be revoked at any time for the duration of the work. Background checks will be conducted by DAS Security for those persons who are specifically performing the work and have an actual need to be physically on SOCC premises.

1.1.2.4.1.2. Carpet cleanings at this facility will be limited to first-floor administrative offices and conference rooms, as well as passenger elevator lobbies and atriums on floors 1 through 4.

1.1.2.5.3. The facilities where the services are to be performed will not offer storage for equipment, machinery, chemicals, or other items owned or operated by the Contractor.

1.1.2.5.4. No persons are permitted to enter any DAS facility with a backpack as defined in the definitions or as determined by security agents.

2 - STANDARD TERMS AND CONDITIONS

State of Ohio Standard Terms and Conditions (revised 04/10/23) will apply to this Contract.

3 - CONTRACT SPECIFIC TERMS AND CONDITIONS

3.1. AMENDMENT TO CONTRACT TERMS AND CONDITIONS

The following Amendments to the Contract Terms and Conditions do hereby become a part hereof. In the event that an amendment conflicts with the Contract Terms and Conditions, the Amendment will prevail.

3.2. ORDER OF PRIORITY

The order of priority of the Contract will be the following: 1.) Specifications and Requirements; 2) Contract SpecificTerms and Conditions; 3) Standard Terms and Conditions.

3.3. DELIVERY

Services will be performed as set forth in the Contract. The location of performance will be noted on the purchase order issued by the participating agency.

3.4. FIXED PRICE WITH ECONOMIC ADJUSTMENT

The contract prices(s) will remain firm for the first twelve (12) months duration of the contract. Thereafter, the Contractor may submit a request to increase their price(s) to be effective forty-five (45) calendar days after acceptance by DAS. No price adjustment will be permitted prior to the effective date of the increase received by the Contractor from its suppliers, or on purchase orders that are already being processed, or on purchase orders that have been filled and are awaiting shipment. If the Contractor receives orders requiring quarterly delivery, the increase will apply to all deliveries made after the effective date of the price increase.

The price increase must be supported by a general price increase in the cost, due to increases in the cost of raw materials, labor, freight, Workers' Compensation and/or Unemployment Insurance, etc. Detailed documentation, to include a comparison list of the contract items and proposed price increases, must be submitted to support the requested increase. Supportive documentation should include, but is not limited to: copies of the old and the current price lists or similar documents which indicate the original base cost of the product to the Contractor and the corresponding increase, and/or copies of correspondence sent by the Contractor's supplier on the supplier's letterhead, which contain the above price information and explains the source of the increase in such areas as raw materials, freight, fuel or labor, etc.

Should there be a decrease in the cost of the finished product due to a general decline in the market or some other factor, the Contractor is responsible to notify DAS immediately. The price decrease adjustment will be incorporated into the contract and will be effective on all purchase orders issued after the effective date of the decrease. If the price decrease is a temporary decrease, such should be noted on the invoice. In the event that the temporary decrease is revoked, the contract pricing will be returned to the pricing in effect prior to the temporary decrease.

For quarterly deliveries, any decrease will be applied to deliveries made after the effective date of the decrease.

Failure to comply with this provision will be considered as a default and will be subject to the “Suspension/Termination” and the “Contract Remedies” sections of the “Standard Contract Terms and Conditions”.

Defense costs shall be outside the policy limit. The State of Ohio, its officers, officials and employees are to be covered as additional insureds on the commercial general liability policy with respect to liability arising out of work or operations performed by or on behalf of the Contractor including materials, parts, or equipment furnished in connection with such work or operations.

3.7. REMOVAL OR ADDITION OF WORK/FACILITIES:

3.7.1 - All work and pricing is contingent on issuance of a purchase order. If facilities' ownership is transferred, those facilities may be removed.

3.7.2 - Additional similar sized facilities in Ohio, managed by DAS, may be added to the Contract through amendment. Pricing for additional facilities shall be based upon existing awarded pricing for similar physical and environmental conditions, e.g., type of surface, equipment/supplies needed, size, difficulty in work, or time and materials price schedule, whichever is lower. If facility lies outside of an awarded region, Contractor of the nearest awarded region may have the option of performing the work by mutual agreement.

4 - INVITATION TO BID INSTRUCTIONS

The bidder must RSVP with Terry Spiropoulos by Email at Terry.Spiropoulos@das.ohio.gov by 12:00 PM (EDT) Noon, Monday, May 13, 2024. In your Email, include the phrase, “DAS036-RSVP” in the subject line. In the body of the Email, include your name, Email address, the name of the person attending, phone number, the company/Bidder being represented, and which buildings that each person will attend. This contact person is for registration only – RFP questions are not permitted. The State cannot ensure attendance at the site visit for Offerors that fail to register by the deadline.

Visitors must check in with security upon entering. Due to security at the location, backpacks will not be permitted on the site. Masks may be required, and social distancing maintained, as required. Visitors shall follow all other applicable building rules and/or requirements. Should the site visit dates be re-scheduled, it is unnecessary to repeat your RSVP – you only need to register once.

Bidders are strongly encouraged to attend the site visits to gain a thorough understanding of the scope of work, the requirements, and any special conditions that may exist. Once a contract is awarded, failure of the bidder to have attended a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
