Dear Ms. Gapshes:
On May 3rd, and May 4th, 2023, Tetra Tech, Inc. (Tetra Tech) conducted a pre-renovation hazardous materials survey at the above-referenced sites. Based on correspondence with you prior to commencement of the project, Tetra Tech was instructed to conduct an inspection for suspect asbestos-containing materials (ACM), lead based paint, PCB containing materials, and other regulated materials, associated with the future renovation. Details of our survey are provided below.
1.0 INTRODUCTION
PRE-RENOVATION HAZARDOUS MATERIALS SURVEY
The pre-renovation asbestos inspection was conducted in accordance with Michigan Administrative Code (MAC), 1995 AACS R 336.1942 (Rule 942), using the currently recognized standard protocol developed under the National Emission Standards for Hazardous Air Pollutants (NESHAP) and the Asbestos Hazard Emergency Response Act (AHERA), as administered by the Air Quality Division (AQD) of the Michigan Department of Environment, Great Lakes, and Energy
(EGLE).
Mrs. Kari Lamprich, and Mr. Cody Knowlton of Tetra Tech, MIOSHA Accredited Asbestos Inspectors, collected samples of suspected ACM, suspected lead-based paint (LBP), and suspected PCB-containing materials. Their Asbestos Inspector Accreditation Certificates are presented in Attachment A. Mr. Knowlton is also a United States Environmental Protection Agency (EPA) lead risk assessor and oversaw the collection of paint chip samples. His EPA Lead Risk Assessor Accreditation is presented in Appendix A.
The bulk samples were shipped, along with completed chain-of-custody documentation, to Crisp Analytical of Carrollton, Texas for the analysis of asbestos fibers by polarized light microscopy (PLM) using U.S. Environmental Protection Agency (EPA) Methods described in 40 CFR Part 763 Appendix E Subpart E (Interim and EPA 600/R-93 / 116 (Improved). Only one of the samples from each homogenous material was tested, and if the initial sample tested positive for asbestos, the remaining samples from that group were retained, but not sampled. A copy of the bulk asbestos laboratory analysis report and chain-of-custody is contained in Attachment B.

The bulk samples for suspected PCB and lead-containing material were shipped to Eurofins Canton, of Barberton, Ohio. The PCB samples were tested using U.S. Environmental Protection Agency (EPA) Method 8082A for PCB totals. The lead samples were tested using method SW-846 7420.
2.0 REGULATORY CRITERIA
2.1 Asbestos-Containing Material
The application, removal, and disposal of ACM are regulated by several agencies. Worker exposure to asbestos during construction operations including ACM removal is regulated under 29 Code of Federal Regulations (CFR) 1926.1101. The Occupational Safety and Health Administration (OSHA) has established worker protection measures during the removal of asbestos from the facilities including, but not limited to training and medical monitoring requirements for personnel engaging in the oversight and removal of ACM, exposure limits, respiratory protection, personal protective equipment (PPE), work practices and engineering controls, and storage of wastes.
The removal and disposal of ACM are regulated under the asbestos NESHAP, 40 CFR Part 61, Subpart M. Table 1 presents a summary of pertinent EPA definitions under 40 CFR 763.83, as administered by the EGLE.

Asbestos-Containing Materials (ACM)
Materials containing more than one percent (1%) of asbestos
Asbestos-Containing Building Materials (ACBM)
ACM that is in or on interior structural members or other parts of a public or commercial building.
Presumed Asbestos- Containing Material (PACM)
ACM that remains un-sampled, but is considered suspect to be asbestos-containing, and must be treated as ACM until proven not to be asbestos-containing by laboratory analysis.
Friable ACM The ability of a material to be crumbled, pulverized, or reduced to powder when dry with hand pressure as determined by physical touching by the asbestos building inspector.
2.2 Mercury-Containing Components
Requirements for Small Quantity Handlers of Universal Waste (SQHUW) and Large Quantity Handlers of Universal Waste (LQHUW) must place mercury-containing equipment that shows evidence of leakage, spillage, or damage that could cause leakage under reasonably foreseeable conditions in a container. Containers must be closed, structurally sound, compatible with the contents, lack evidence of leakage, spillage, or damage that could cause leakage, reasonably designed to prevent the escape of mercury by volatilization or any other means, labeled or marked clearly with any of the following phrases "Universal Waste-Mercury-containing Equipment," or "Waste Mercury-Containing Equipment," or "Used Mercury-Containing Equipment" per the EPA

2.3 Polychlorinated Biphenyls-Containing Components
PCBs in ballasts, electrical components, and other building materials can be a dermal hazard and a source of PCBs leaching into the soil. Transport and disposal of PCBs must comply with 40 CFR 761.62. EPA Region 5 implements the regulations for the processing, distribution, use, cleanup, storage, and disposal of PCBs under the Toxic Substances Control Act (TSCA) in Michigan and provides support for TSCA compliance.
2.4 Chlorofluorocarbons-Containing Components
Freon gas includes a number of gaseous, colorless CFCs that are commonly used as refrigerants.
The EPA regulates the emission of Freon gas into the atmosphere due to its ozone depleting capabilities. Through Title VI, Stratospheric Ozone Protection, of the Clean Air Act Amendments of 1990, the EPA regulates Freon gas and requires mandatory recycling and a ban on the intentional venting or releasing of refrigerants.
3.0 SURVEY METHODOLOGY
The hazardous materials survey was intrusive in nature. The intrusive survey attempted to identify concealed building materials such as heating systems, roofing systems, double-layer drywall, concealed flooring under existing flooring, or concealed mechanical systems located behind walls.
While the survey endeavored to identify all potentially hazardous substances, users of this report should be aware that the sampling program has some limitations given the fact that some materials, by their very nature, may be concealed underground, behind walls, etc., or due to other potential site safety hazards.
The assessments focused on the following designated substances.
3.1 Asbestos-Containing Materials
3.1.1 Previous Surveys
There were no records of previous ACM surveys provided by the City of Warren to Tetra Tech. Therefore, previous survey findings were not evaluated as a facet of this survey.
3.1.2 Asbestos Survey
Suspected ACMs were grouped as homogeneous areas if the material was uniform in appearance and texture. However, if the inspector decided that a material (for example, pipe insulation) was not similar in appearance and texture to other materials in the buildings, the inspector distinguished the material as unique and collected samples of each unique material.
Bulk samples collected were placed in plastic bags, labeled, and sealed immediately upon collection. The sampling instruments were wiped clean with cleaning wipes after the collection of each sample to prevent cross-contamination between samples. A unique sample identification number was assigned to each sample in general accordance with the following format:

Where “LB” would reference the ID of the building; “M32” would reference the material type, in this case, a roofing material; “1” would reference that this was the first type of material identified, and “.1” would reference the first of three (to seven) samples associated with the homogeneous material.
Upon completion of sampling activities, the bulk samples were delivered along with completed chain-of-custody documentation to Crisp Analytical, which is an NVLAP (National Voluntary Laboratory Accreditation Program) member, for bulk asbestos sample analysis, which was performed using polarized light microscopy (PLM) in accordance with the EPA Interim Method 600/R-93/116 (improved), for identification of mineral forms of asbestos. The quantification of asbestos in the sample is intended to be a visual estimate only and the limit of detection for this method is approximately 1% by volume.
3.1.3 Survey
Results of laboratory analysis identified homogeneous ACM. The identified ACMs were then categorized using the following NESHAP criteria under 40 CFR Part 61, Subpart M:
1) Category I are non-friable asbestos-containing packings, gaskets, resilient floor covering, and asphalt roofing products.
2) Category II is non-friable ACM excluding Category I non-friable ACM.
3) Regulated Asbestos-Containing Materials (RACM) are friable materials; Category I non-friable ACM that has become friable; Category I non-friable materials that will or may be subjected to sanding, grinding, cutting, or abrading; or Category II non-friable materials that have a high probability of becoming or have become crumbled, pulverized, or reduced to powder by forces expected to act on the material in the course of demolition or renovation operations.
3.2 Lead-Based Paint
Components tested during the LBP inspection included non-factory painted accessible interior and exterior components. Tested painted components were cataloged based on location, specific component type, and substrate material.
EPA defines a LBP inspection as a surface-by-surface investigation to determine the presence of LBP. EPA defines LBP as any surface coating that contains 1.0 mg/cm² or 0.5% by weight.
Tetra Tech used paint chip sampling to determine the presence or absence of LBP. The procedure used to analyze the paint chip samples was by AOAC5.009(974.02) and Atomic Absorption
(AA)/SW-846-7420.
3.3 Mercury-Containing Components
The survey included the visual inspection of mercury-containing equipment including compact fluorescent lamps, fluorescent U-tubes, fluorescent lamps, linear fluorescent lamps, mercury vapor lamps, metal halide lamps, sodium vapor lamps, thermostats, temperature probes, batteries, and flow meters, as well as miscellaneous components (if present) identified during the course of the survey. Where applicable, the components’ manufacturing information was compared against a listing of mercury-containing components provided by the EPA. Any components suspected of containing mercury and were either not labeled or did not have labels identifying them as “Mercury-Free” were assumed to be mercury-containing and documented accordingly.

3.4 Suspected PCB-Containing Components, Caulking, and Glazing
The survey included the visual inspection and sampling of miscellaneous components identified during the survey historically identified as PCB-containing, including but not limited to air conditioners, capacitors, equipment with electrical motors, freezers, furnace blower motors, hydraulic equipment, light ballasts, switches, transformers, and a plasticizing agent for caulking and glazing materials. Any components that were suspected of containing PCBs and were either not labeled or did not have labels identifying them as “PCB-Free” were assumed to be PCB-containing and were documented accordingly.
3.5 CFC-Containing Components
The survey included the visual inspection of miscellaneous components identified during the course of the inspection historically identified as CFC-containing, including but not limited to air conditioners, compressor tanks, coolers, and freezers. When applicable, the components’ manufacturing information was compared against a listing of CFC-containing components provided by the EPA. Any components suspected of containing CFCs that were either not labeled or did not have labels identifying them as “Chlorofluorocarbons-Free” were assumed to be CFC-containing and documented accordingly.
3.6 Other Hazardous Materials
The survey included a visual inspection of the building for other signs of potentially hazardous materials. This included various items and/or materials that could contain potentially hazardous materials in the buildings and surrounding areas of the building.
4.0 FINDINGS
The results of the survey activities are described in the following sections.
4.1 Asbestos-Containing Material Findings
A summary of the ACMs is provided in Table 2. Approximate sample collection locations are presented in Figures 1 through 10 and approximate ACM locations are presented in Figures 11 through 15.

4.2 Lead-Based Paint Findings
Paint chip samples indicate that LBP, as defined by the EPA, is present. EPA defines LBP as any surface coating that contains 1.0 mg/cm² or 0.5% by weight. Paint chip sample data also indicated that lead is present at concentrations less than the EPA limit of 1.0 mg/cm² and greater than 0.02 mg/cm².
A summary of the laboratory results of paint chip samples collected during the survey is provided in Table 3. The approximate sample locations of the painted components are presented in Figure
16. The LBP painted components locations are presented in Figure 17.

4.3 Mercury-Containing Component Findings
During the site assessment, the subject building was visually inspected for potential mercury-containing equipment, these are presented in Table 4.

4.4 PCB- Suspected Containing Caulk and Sealants
During the site assessment, the subject buildings were visually inspected and sampled for suspected PCB-containing caulk and sealants. Suspect PCB containing caulk and sealants were observed in the building during the survey and determined by lab analysis to not contain PCB.

4.5 Chlorofluorocarbons-Containing Component Findings
During the site visit, the subject building was visually inspected for potential CFC-containing equipment. The approximate locations of CFC-containing equipment are presented on Figure 18.

5.0 RECOMMENDATIONS
Tetra Tech’s recommendations concerning the various types of potentially hazardous materials associated with the structures are presented below based on the results of the inspection and materials analyses.
5.1 Asbestos-Containing Building Materials
In accordance with state and federal regulations pertaining to asbestos, the ACMs identified in Table 2 are required to be abated prior to disturbance. The ACMs are required to be removed by a licensed asbestos abatement contractor using appropriate asbestos abatement methods and procedures in accordance with applicable state and federal regulations. Following the completion of asbestos abatement, a visual inspection and asbestos air clearance needs to be conducted as required by MCL Act 135 of 1986 338.3221. Any contractor preparing to bid or perform work on the site should be informed of the potential presence of ACMs. Contractors should also be informed of compliance requirements under current state and federal regulations.
5.2 Lead-Based Paint
This building does not meet criteria established by the EPA that would require compliance with The Residential Lead-Based Paint Hazard Reduction Act (Title X), as the building is not continuously occupied by children.
The Occupational Safety and Health Administration (OSHA) Lead in Construction Standard states that “negative” readings (i.e., those below the HUD/EPA definition of what constitutes LBP [1.0

mg/cm2]) do not relieve contractors from performing exposure assessments (personal air monitoring) on their employees per the OSHA Lead Standard and should not be interpreted as lead free. Although reading may indicate “negative”, airborne lead concentrations still may exceed the OSHA Action Level or the OSHA Permissible Exposure Limit (PEL) depending on the work activity.
OSHA has regulations pertaining to the disturbance of paint with any concentration of lead (29 CFR 1926.62). OSHA requires that safe work practices be utilized to reduce exposure to harmful levels of lead, regardless of the work being performed. Safe work practices may include the use of PPE (respiratory protector, disposable coveralls, and eye protection), initial exposure assessment, and the use of wet methods. Tetra Tech recommends that the removal involving any painted surfaces be conducted by a contractor who has received a minimum of OSHA Lead in the Construction Training (commonly referred to as “OSHA Lead Awareness Training”).
5.3 Mercury-Containing Components
Tetra Tech recommends that the mercury-containing components identified in Table 4 of this report be removed from the facility prior to the commencement of renovation activities. Mercury-containing components should be managed in a way that prevents leakage, spillage, or damage in a closed container that is structurally sound and compatible with mercury and the contents of the device. Containers should be clearly labeled as “Universal Waste – Mercury-Containing Equipment,” and specify the type and number of individual components.
Wastes are to be transported to an approved disposal facility in accordance with Universal Waste Transporter Regulations specified in 40 CFR Part 273 and must comply with applicable Department of Transportation (DOT) requirements.
5.4 PCB-Containing Components
Tetra Tech recommends that the possible PCB-containing components identified in Table 5 of this report be removed from the facility prior to the commencement of renovation activities. PCB-containing components and Other Hazardous Materials should be managed in a way that prevents leakage, spillage, or damage in a closed container that is structurally sound and compatible with PCBs and Other Hazardous Materials and the contents of the device. Storage of the materials must comply with 40 CFR 761.65, and containers are required to be labeled, transported, and manifested for disposal in accordance with 40 CFR 761.62, UAC Rule 19-6- 118.5, and must comply with applicable DOT requirements.
5.5 Chlorofluorocarbons-Containing Components
Tetra Tech recommends that the CFC-containing components identified in Table 6 of this report be removed from the facility prior to the commencement of renovation activities. CFC-containing components should be managed in a way that prevents leakage, spillage, or damage in a closed container that is structurally sound and compatible with CFCs and the contents of the device.
Storage of the materials must comply with 40 CFR 82, and containers are required to be labeled, transported, and manifested for disposal in accordance with 40 CFR 82, and must comply with applicable DOT requirements.

5.6 Other Hazardous Materials.
Local landfill notification may be required to dispose of some components found in this section.
