About this file
This is a Question and Answers document regarding an Invitation to Bid (ITB) for janitorial services at the Collier County Detention Center, operated by the Florida Department of Juvenile Justice. The scope of work encompasses janitorial services for the Collier Regional Juvenile Detention Center (CRJDC) facility, a 25,973 square-foot facility that includes youth living spaces (B-1 Mod, B-2 Mod, and G-Mod totaling 6,976 square feet), administrative offices, and restroom facilities. According to the related contract opportunity, services are required three days per week (preferably Monday, Wednesday, and Friday) for 52 weeks annually, with the contract term running three years from August 1, 2026 through July 30, 2029, followed by three optional one-year renewal periods at the Department's discretion. The initial award is anticipated by July 24, 2026, with contract effectiveness beginning August 1, 2026. Written questions were due June 26, 2026 at 4:00 p.m. EST, with sealed bids due July 16, 2026 at 1:00 p.m. EST and public bid opening at 2:00 p.m. the same day.
The facility currently has an incumbent contractor providing two staff members per shift to perform the janitorial services. The contractor must furnish all labor, equipment, supplies, and materials necessary for service delivery, with contractor discretion regarding brands and specifications for consumables; however, all chemicals must comply with facility restrictions, requiring prior approval for acid-based products and submission of Safety Data Sheets for all chemicals used. The facility provides water and electricity at no cost and a small janitorial closet for storage of basic equipment, though no dedicated heavy-duty equipment storage is available. Janitorial personnel must obtain vendor identification badges and comply with tool control procedures, with security clearance and escort requirements for work in secure areas during daytime hours. Deep cleaning of restrooms is required quarterly. Performance standards mandate 100% compliance with cleaning schedules and waste container maintenance, with liquidated damages of $500 per cleanliness or timeliness violation and $2,500 per day for other contract deficiencies after 15 business days without corrective action. Award will be made on an "all or none" basis to the responsive bidder offering the lowest overall monthly cost.
