About this file

This is a Request for Proposals (RFP) issued by the City of Scotts Valley, California, for comprehensive IT managed services. The City seeks qualified information technology managed service providers to deliver outsourced IT services, cybersecurity, infrastructure administration, end-user support, and related technology services beginning July 1, 2027, for an initial three-year term with an option to extend for up to two additional years. The scope of services encompasses help desk support (7:00 a.m. to 6:00 p.m. Monday through Friday with 24-hour escalation capability), Microsoft 365 GCC administration, server and virtualization infrastructure management, network administration, cybersecurity monitoring, police department and public-safety technology support, wastewater SCADA/operational technology support, and documentation and strategic planning services. The City currently manages approximately 29 servers, 91 workstations, 25 printers/copiers, 38 VoIP phones, and 34 mobile devices. Proposals must be submitted electronically through the City's OpenGov Procurement portal by 5:00 p.m. on November 9, 2026, with a question submission deadline of October 12, 2026. The RFP issue date is September 30, 2026, and responses to submitted questions will be available by October 26, 2026. No site visits or bidder's conferences are specified in the RFP.

Proposals will be evaluated based on experience and qualifications (20 points), understanding of the City environment and service approach (20 points), cybersecurity and technical capabilities (20 points), service delivery and responsiveness (15 points), references and municipal experience (10 points), and cost and pricing structure (15 points). The City will negotiate contract terms with the selected firm based on fair and reasonable compensation determined by City staff. The RFP does not identify the incumbent provider or specify pricing information, though the City notes it currently receives a combination of remote support and approximately 3-5 contracted on-site support hours per week. Proposers must separately price a four-hour-per-week on-site support model and clearly delineate base monthly fees from separately billed services, per-unit fees, hourly rates, emergency support charges, and transition costs. The City operates with an annual operating budget of $28.6 million and a capital budget of $9.4 million and employs approximately 65-70 full-time and part-time staff. Consultants must comply with the City's Standard Form Professional Services Agreement, including all insurance requirements, and the City retains the right to terminate the agreement with 15 days' written notice.

DEADLINE FOR SUBMISSION:

Stephanie Hill, Administration Services Director

1) NOTICE OF INVITATION

The City of Scotts Valley (“City”) is requesting proposals from qualified firms of information technology managed service providers to provide comprehensive outsourced information technology (IT) managed services, cybersecurity, infrastructure administration, end-user support, and related technology services for three (3) years beginning July 1, 2027, with the option to extend services for up to two (2) years.

Interested firms shall electronically submit a proposal through the City's OpenGov Procurement portal only.

Proposals are due before 5:00 pm on Monday, November 9, 2026.

No submission will be accepted by oral communication, telephone, or facsimile transmission. Proposals may be withdrawn prior to the time set for closing. Postmarks will not be accepted. Any proposal received after the time set for closing or in a manner other than specified within this RFP will be rejected.

2) INTRODUCTION

The City is interested in firms with government experience with public agencies of a similar size and services to the City. The City is particularly interested in firms with California local-government experience; strong cybersecurity, Microsoft 365 Government Community Cloud (GCC), network/server, and public-safety technology capabilities; experience supporting Public Works applications and wastewater SCADA/operational technology (OT) infrastructure; responsive on-site and remote support; and the ability to provide strategic technology planning, budgeting, documentation, and project management..

3) BACKGROUND

The City of Scotts Valley is in Northern Santa Cruz County in the redwoods of the Santa Cruz Mountains. Located southwest of Silicon Valley, Scotts Valley is approximately 6 miles north of Santa Cruz, 30 miles southwest of

San Jose, and 68 miles south of San Francisco. Scotts Valley is known throughout Santa Cruz County for its natural beauty, proximity to the Silicon Valley, and small-town character – making it an excellent place to live.

The City services include police protection, parks and public works, community development, recreation, wastewater, and City administration including human resources, information technology, and finance. For the fiscal year 2026-2027, the City manages an annual operating budget of $28.6 million and an additional capital budget of $9.4 million. The City currently employs approximately 65-70 full-time and part-time employees.

Since its incorporation in 1966, Scotts Valley has witnessed considerable changes, as local and regional employment opportunities have attracted many new residents to the community. Between 1970 and 2020, Scotts Valley has grown from a small town of 3,621 persons to a community of 11,693 persons in 2020. Due to

Prop 13 formulas, Scotts Valley is a low property tax city, only receiving 6% of the property taxes generated in the City. Since the end of redevelopment, the City has struggled to maintain its infrastructure, resulting in significant deferred maintenance of its streets, parks, wastewater treatment plant and collection system, and

City facilities including a senior center and community center. The City has an ambitious economic development project to build a mixed-use Town Center on 14 acres of vacant land and has significant pressures to facilitate the development of affordable housing both due to market conditions and the most recent RHNA allocations from the State of California. Due to its demographic statistics, Scotts Valley does not meet the criteria as a disadvantaged community making competitive grant opportunities particularly challenging.

Maintain strict segmentation and least-privilege remote access. Perform recurring coordinated patching and infrastructure maintenance appropriate to the criticality of the SCADA environment, with advance scheduling and direct coordination with Wastewater staff and the City’s OT/SCADA vendor.

Participate in scheduled coordination meetings with Public Works/Wastewater staff, including the City’s

OT/SCADA vendor when appropriate. Reviews shall address unresolved technology issues, planned maintenance and system changes, cybersecurity risks, upcoming capital projects, and anticipated equipment replacement or lifecycle needs. The Consultant shall identify issues requiring City or vendor action and assist with planning and coordination of follow-up activities.

5.9 Third-Party Applications and Vendor Coordination

Provide basic technical support, identity/integration support, connectivity troubleshooting, and vendor liaison services for City business systems. Current systems include OpenGov financial, permitting/land use, and public works/CMMS applications; ESRI/ArcGIS and AutoCAD; CivicPlus; ActiveNet/Xplor Play; Adobe Acrobat/Adobe

Sign Government; and other City applications.

Coordinate with third-party vendors for application upgrades, network/firewall changes, SSO/identity integration, security reviews, and troubleshooting. At minimum, proposals shall address a four-tier incident framework: P1 Critical - 15-minute response target and 4-hour resolution target; P2 Important - 15-minute response target and 8-hour resolution target; P3

Normal - 30-minute response target and 16-business-hour resolution target; P4 Low - 30-minute response target and 7-day resolution target. Proposers may recommend refinements, but must clearly identify any proposed changes.

Monthly SLA reporting shall document performance against agreed service levels. Missed service levels shall include an explanation and corrective/remediation plan where appropriate.

5.15 Transition, Continuity, and Exit Assistance

Provide a detailed transition plan designed to minimize operational disruption. The plan shall include discovery, knowledge transfer from the incumbent, validation of documentation and inventory, security/access review, implementation of proposer tools, communication with City staff, and a first-100-days workplan.

At contract end or termination, cooperate fully with the City and any successor provider, including timely transfer of City documentation, configurations, credentials, inventories, records, licenses controlled for the

City, and other information necessary for continuity.

The City prefers a single primary provider accountable for the full managed-services scope. Specialized subcontractors may be used when disclosed and approved, but the selected provider will remain responsible for coordination, service quality, security, and performance.

The City currently receives a combination of remote support and approximately 3 - 5 contracted on-site support hours per week. Proposers shall describe the on-site staffing model they recommend for the City and separately price the City’s current 4-hour-per-week model and any recommended alternative.

Detailed security-sensitive information, including network diagrams, configurations, credentials, and other technical inventory, will not be included in the public RFP. The City may provide additional technical information to qualified proposers through a controlled process subject to a confidentiality/non-disclosure agreement.

The successful proposer will be expected to provide an orderly transition from the incumbent provider with minimal disruption to City operations. The proposer shall include a transition and first-100-days plan, including knowledge transfer, documentation validation, tool deployment, asset/inventory validation, security review, and identification of immediate risks or deficiencies.
