About this file

This is an Invitation for Bid (IFB) form issued by the State of Illinois for submission of offers to support the Connect Illinois Program. The Illinois Department of Commerce and Economic Opportunity is seeking a contractor to provide technical expertise and advisory services for statewide broadband deployment activities. The contractor will deliver financial, technical, operational, and managerial advisory services to facilitate the deployment of more than $1 billion in broadband infrastructure across Illinois. The document serves as the standard bid submission form requiring bidders to complete and submit all required documents as specified in solicitation section A.1, with failure to meet requirements resulting in disqualification.

The form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, with vendors required to complete supporting affidavits or designations as appropriate. Bidders may submit exceptions to the Standard Terms and Conditions by providing a redlined version, which the State may accept or reject at its discretion. The Standard Terms and Conditions are available on the Illinois Central Procurement Office website. By submitting a completed and signed bid form, bidders make a binding offer to the State of Illinois in full compliance with the solicitation requirements.
