About this file
This is an Intent to Award Notice issued by the State of Oregon's Department of Administrative Services (DAS) Procurement Services on July 8th, 2022, announcing the intended award of a contract to Ausland Builders Inc. for the Rogue Valley Public Housing Department (PHD) Living Units B & C Renovation project under Solicitation S-DASOBO-00001672. The notice informs all interested parties of the procurement outcome and establishes the timeline for filing protests. Adversely affected or aggrieved offerors have seven calendar days from the announcement date to submit written protests contesting the award decision. To qualify as an eligible protester, an offeror must demonstrate that it is eligible for contract award as the responsible offeror submitting the lowest responsive bid and that all lower bidders are ineligible for award.
DAS Procurement Services will provide written responses to all protests submitted by adversely affected or aggrieved offerors and may respond to protests from other offerors for clarification purposes. However, any response provided by DAS does not constitute confirmation that a protesting offeror qualifies as adversely affected or aggrieved, nor does it confirm timeliness of protest filing. The notice provides DAS Procurement Services contact information at 1225 Ferry Street, Salem, Oregon, with phone and fax numbers for submission of protests and inquiries related to the award decision.

Re: Intent to Award Announcement
Solicitation: S-DASOBO-00001672 Rogue Valley PHD Living Units B & C Renovation
The State of Oregon intends to award a contract to Ausland Builders Inc. for the Rogue Valley PHD Living Units B & C Renovation. This Intent-to-Award Announcement shall serve as notice to all Offerors that DAS Procurement Services intends to make an award.
PROTEST OF INTENT TO AWARD: Adversely affected or aggrieved Offerors shall have seven (7) calendar days from the date of the Intent-to-Award Announcement within which to file a written protest. Protests submitted after that date will not be considered. Protests must specify the grounds upon which the protest is based.
In order to be an adversely affected or aggrieved Offeror, the Offeror must claim to be eligible for award of the Contract as the responsible Offeror submitting the lowest responsive Offeror and that any and all lower Offerors are ineligible to receive Contract award.
An actual Offeror who is adversely affected or aggrieved by the award of the Contract to another Offeror may protest award, in writing, within the timeline established. The written protest shall state the grounds upon which the protest is based. No protest of award shall be considered after the deadline.
RESPONSE TO INTENT-TO-AWARD PROTESTS: DAS Procurement Services will respond in writing to intent-to-award protests submitted by adversely affected or aggrieved Offerors. DAS Procurement Services may also respond to intent-to-award protests submitted by other Offerors for purposes of clarification. However, any response provided by DAS Procurement Services is not intended to, and shall not in and of itself constitute, confirmation that the Offeror is, in fact, adversely affected or aggrieved, and therefore entitled to protest an intent to award, or that the protest was timely filed.
