About this file

This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections (SCDC) for the procurement of DetectTalk, a cellular detection and monitoring system designed to detect illegal cell phones in the possession of inmates housed in SCDC correctional institutions. The solicitation was issued on June 21, 2022, with responses due by July 7, 2022, at 10:00 a.m. The intended award recipient is TalkTelio, the sole proprietor and manufacturer of the DetectTalk system. No bidder's conference or site visit is applicable to this sole source procurement. Sealed offers may be submitted via mail or email to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, SC 29210, or electronically to purchasing@doc.sc.gov with "SOLE SOURCE" in the subject line. The award becomes effective after the opening date and time if no responses are received.

SCDC justifies the sole source award by asserting that DetectTalk is the only product on the market capable of meeting the department's unique requirements for comprehensive cellular interdiction. The system features hardware-based technology that monitors multiple frequency bands simultaneously and can detect signals with transmission durations as brief as 2 milliseconds, enabling detection of phone calls, texts, data apps, VOIP communications, and encrypted communications such as WhatsApp. Key capabilities include monitoring up to 12 bands concurrently, measurement of transmission power for triangulation, automatic operation and alerting through comprehensive software called SecureStudio, and remote adjustability of device coverage from as small as 5 feet to as large as 1,200 feet in radius. SCDC states that competing products rely on inferior software-only solutions and mobile applications that fail to detect all unauthorized cellular devices and cannot capture modern data communications. Vendors wishing to protest the intended award must submit notice of intent to protest within five business days of posting and the actual protest within fifteen days to the Chief Procurement Officer at the Materials Management Office.

Intent to Award Sole Source

SOUTH CAROLINA DEPARTMENT OF CORRECTIONS

The South Carolina Department of Corrections intends to Award a Sole Source to TalkTelio for the procurement of DetectTalk a turnkey Cellular Detection and Monitoring System that detects illegal cell phones in the possession of SCDC Inmates housed in SCDC Correctional Institutions.

SCDC has viewed multiple correctional environment cellphone detection systems during the last several years. This included onsite demonstrations and testing in a SCDC correctional facility and inside correctional facilities of states other than SC.Over the last several years SCDC has viewed multiple products that will detect illegal cell phones in its Correctional Institutions. Many of the features and options presented by other Vendors are based on special mobile Apps installed on users “legal” mobile devices and on WLAN architecture with mobile connectivity, which transmit each of the device’s MAC addresses freely. Unauthorized mobile devices are not prevented from use. This falls short of eliminating the Inmates ability for unauthorized devices to establish calls, text and data communications. The detection and monitoring systems viewed by SCDC were not able to identify all of the different mobile cellular devices, and cellular hotspots. Vendor’s detection and monitoring equipment sensors are configurable by software only and monitor by means of spectrum analysis. Other Vendor’s sensors are too slow to detect short signal burst, e.g. data packets from email. Day by day called phone numbers and SMSs are no longer the norm resulting inquickly becoming things of the past. With mainly IP traffic and encrypted Point to Point communication becoming the standard (such as, WhatsApp, etc.) and the current no data can no longer be grabbed by those softwarethese sensors anymore.

DetectTalk/TalkTelio’s unique technology ishas the only product which monitors multiple bands simultaneously which canability to detect and, monitor phone calls, texts, and other data transmissions. It is the multiple band monitoring and expanded detection features that are required by SCDC. The other products may be similar but do not have the essential requirements needed by SCDC. This product will detectfrom unauthorized cellular devices using a. It has the unique hardware technology that catches all packet bursts less than 2ms, e.g. data packets from email, VOIP, SMS, Data apps, and station updates. DetectTalk/TalkTelio is the only vendor found that monitors all band frequencies concurrently. Their technology is completely unique configurable by hardware, plus with software resulting inand has a huge advantage in detection: the fastest speedsspeed and can detect cell phone in 1ms. Detect Talk/TalkTelio’s solution can monitor all configured (by hardware, NOT software- because the inferior technology is to slow) frequenciesfrequency at the same time. Other Vendor’s software solutions sweep through the cellular spectrum bands whichwith the results in failing to covernot covering all bands concurrentlyat the same time. DetectTalk also has the following features:

Fastest recognition of even shortest transmission (less than 2ms).

Monitors every 1 millisecond or 1000 times per second for any IUCD Up to 12 bands can be recognized concurrently, even WLAN, Bluetooth, WLAN 5 GHz.

Measurement of transmission power for triangulation.

12/24 Band plugin-modules for coverage of existing and new frequency bands (future proof).

Completely self-monitoring system with built in tamper recognition throughout the entire system.

Comprehensive Software “SecureStudio” for automatic operation, alerting detection, monitoring and elimination, and logging violations, including, but not limited to full GIG and full remote support, updates, and individual bands controls.

Remotely make all adjustments one-by-one, one-to-many, or by site, housing, etc.

Set each device to cover an area as small as 5 feet to as large as a radius of 300 feet. For larger areas, enlarge a device's area of coverage up to 1,200 feet.

Remotely adjust via the “SecureStudio” the attenuation of each Device's Antenna(s).

Fully control every individual band frequency threshold individually from every individual device.

Control precision is superior for maximum control of detecting and locating all carrier cellular devices

TalkTelio’s one of a kind DetectTalk System is a unique technology solution, which includes aincluding our specified and exchangeable detection band board which is the only solution capable of detecting, which can detect signals with 2ms. OtherAll other solutions will miss dangerous use of illegal cellular devices, especially as inmates use data apps (such as VOIP calls, emails, WhatApps, etc.) instead of normal phone calls.

DetectTalk is TalkTelio’s one of a kind technology system solution is 100% unique. TalkTelio is the manufacture and the sole proprietor of DetectTalk. TalkTelio fully controls the operation and distribution of DetectTalk. DetectTalk is the only comprehensive product that SCDC can purchase and license for this form of cell phone interdictions. DetectTalk is the only solution that utilizes hardware technology specifically designed for the fastest and most precise system to detect mobile traffic in the world. This is the utmost importance for detectingmost important in order to detect the shortest data packets and recognition ofto recognize even the shortest status update transmission. This enables, which enable 100% of the cellular devices to be logged (all calls, text, and data). No other product on the market utilizes the same unique technology as DetectTalk to detect and monitor all cellular devices.

Should you have concerns with this intent to award TalkTelio in that you can provide all materials please send your responses via e-mail to SC Department of Corrections.
