About this file

This is an Insurance Checklist document from the City of West Sacramento outlining Certificate of Insurance requirements for standard city contracts, specifically addressing insurance coverage minimums between $2 million and $5 million. The Washington District Infrastructure Upgrade Project, for which sealed bids are due no later than Thursday, April 30, 2026 at 2:00 pm, involves construction focusing on water main improvements, sewer system improvements, and installation of fiber optic conduit and utility boxes. The project scope includes removal and replacement of existing pipelines, new pipeline installation, service tie-ins, trenching, backfill, sewer main rehabilitation using Cured-In-Place Pipe (CIPP) technology, sewer manhole installations, surface restoration, and coordination with Union Pacific Railroad (UPRR). All construction work must comply with SACOG Green Means Go Grant requirements and must be completed before December 31, 2026. The project presents significant logistical challenges due to its location within active public rights-of-way in close proximity to residences, businesses, and transportation corridors, requiring strong field coordination, effective traffic control, clear public communication, and thoughtful sequencing.

Required insurance coverage includes Commercial General Liability of $2,000,000 per occurrence and $5,000,000 aggregate, Commercial Automobile Liability of $1,000,000 per accident, Workers' Compensation and Employers' Liability per statutory requirements, and Professional Liability (Errors & Omissions) of $2,000,000 per claim if applicable. The City of West Sacramento must be named as an Additional Insured on all policies except Workers' Compensation and Professional Liability, with copies of Additional Insured Endorsements required. All certificates must include thirty days' written notice to the Certificate Holder prior to cancellation or material change, Primary and Noncontributory Endorsements, and Separation of Insureds endorsements. Workers' Compensation policies must include a Waiver of Subrogation Endorsement in favor of the City, its officers, agents, and employees, or a Workers' Comp Waiver if the contractor is self-employed with no employees.
