Inspection and Ombudsman Services for Street Maintenance Repairs

This is a Scope of Work document for the City of Charlotte, North Carolina, detailing inspection and ombudsman services for street maintenance repairs conducted by the Department of Water Management. The project encompasses inspection services for the repair of asphalt and brick pavement, sidewalks, concrete and granite curbs and gutters, ADA curb ramps, and driveway aprons associated with utility cuts at various locations throughout the city. The selected firm will be responsible for providing comprehensive ombudsman services to manage stakeholder communication and concerns, designing ADA-compliant curb ramps, and preparing traffic control plans as needed for project sites. The scope requires the contractor to conduct thorough inspections to ensure repairs meet city specifications and quality standards, coordinate with DWM on utility cut locations, and document all inspection findings and ombudsman activities throughout the contract term.

The contractor must maintain flexibility to respond to utility cut locations across the city that are not predetermined and will be assigned as DWM projects are initiated. The firm will need to demonstrate experience in pavement inspection, traffic management, and public liaison services. Compensation will be structured based on the scope of inspection activities, ombudsman hours, design services, and traffic control plan preparation required across multiple projects. The contract term and renewal options, along with specific pricing mechanisms and budget allocations, are detailed in the supporting contract opportunity documentation.
