Do you know if doing this work would create an OCI and thus preclude the contractor from performing any of the work associated with “program execution” (vs the “design of the organization” scope in this solicitation)?

I guess, asked another way, could you perform this work and still be an SETA/SE&I for SMC programs/Corps?

IAW the RFP, "In accordance with FAR 9.5, Organizational and Consultant Conflicts of Interest, the Contracting Officer has analyzed the planned acquisition and determined that no known actual or potential Organizational Conflict of Interest (OCI) situations exist with respect to this solicitation.

The Offeror shall perform its own OCI analysis and submit the results of that analysis as part of its proposal. Specifically, the Offeror shall analyze the planned acquisition for actual or potential OCI situations associated with its or any of its teammate’s or subcontractor’s performance under any contract it or any of its teammates or subcontractors has been or may be awarded by any federal agency or other entity."

2 RFP

Does the Government value bidders who had familiarity and experience with the current SETA and SE&I environment at SMC?

With this solicitation, the Government is seeking contractors with demonstrated expertise in organizational design and transformation and experience advising clients in both government and commercial industry that are comparable in size and complexity to SMC (i.e., approximately 6000 personnel and an annual budget of approximately $9B). While experience with SMC may be useful, the focus is on the organizational design and transformation expertise and mixed government/industry experience. As with SMC 2.0, insight from key stakeholders such as our civilians, military, and contractors will be critical to defining our future organization. Such insight will be part of our transformation process but is not a requirement for this solicitation.

3 1449 Is this requirement follow on work to an original scope of work? If so, please advise on the incumbent. This is a unique effort and not a follow-on to the SMC 2.0 effort.

4 PWS

Are there specific qualifications, certifications, clearances, or experiences required for personnel performing under this requirement?

With this solicitation, the Government is seeking contractors with demonstrated expertise in organizational design and transformation and experience advising clients in both government and commercial industry that are comparable in size and complexity to SMC (i.e., approximately 6000 personnel and an annual budget of approximately $9B). There are no specific qualifications, certifications, or experiences required of individual personnel proposed to support this effort. The work will be accomplished at the unclassified level.

5 RFP

The draft RFP and PWS does not indicate a place of performance. However, the Industry Day Announcement indicates the place of performance as El Segundo, CA. Please confirm the place of performance for this requirement and if supporting this requirement from remote locations is allowed.

The Government's transformation team will be primarily located at Los Angeles Air Force Base in El Segundo, CA. The Government will establish conference room space and hot desks for use by the entire transformation team as needed. However, the Government will not be providing office space for all proposed personnel. Contractor may propose to work from other locations so long as the requirements of the PWS can be met. Travel is expected to be unique to each Offeror's proposed approach and should be included in FFP. Further, COVID-19 related health restrictions may require telework during some or all of the period of performance. Contractor must be able to respond flexibly to these conditions.

6 PWS Deliverables

Will the government provide additional details on expectations and requirements for “contractor-provided telecom lines”? Given that the contract will initially be telework, is this deliverable in reference to digital communications platforms for shared data and meetings? Or is this a broader requirement for the new Field Command?

Based on feedback from Industry Day, this requirement was removed from the PWS.

7 PWS Deliverables Will software tools, including the Dashboard, be considered an ODC?

This requirement has been removed from the RFP. Requirement revised as follows: "

Overall integration and change management: The Contractor will help define and develop interactive metrics and dashboards to help leadership assess progress and trends to assist the field command team quantify the impact of the change and workload created by the initiatives for key stakeholders and de-risk mission delivery by re-phasing initiatives or deploying targeted change management plans. Based on the analysis, the joint Contractor-government team will integrate the field command lines of effort and balance resources required to manage the portfolio of initiatives."

8 RFP Factor 1

During the Industry Day, the Contract Office Technical Director indicated that there was no need for teams. However, the draft RFP Factor 1 states “Proposal submissions under this Subfactor shall include a proposed organization structure and any prime/subcontractor or teaming arrangements.” Will the source selection committee discount teamed offerors?

With this solicitation, the Government is seeking contractors with demonstrated expertise in organizational design and transformation and experience advising clients in both government and commercial industry that are comparable in size and complexity to SMC (i.e., approximately 6000 personnel and an annual budget of approximately $9B). The Government does not anticipate significant subcontracting opportunities on this effort. However, this does not preclude an offeror from proposing subcontractors or teammates. Proposing subcontractors or teammates will not adversely affect the evaluation.

9 RFP Factor 1 May a subcontractor be added to the contract following award?

There is nothing to preclude the addition of a subcontractor after contract award. However, Offerors are encouraged to propose their best team in the proposal.

The Government will not re-open the FFP. Further, the contractor must be prepared to begin performance no later than 2 weeks after contract award and be able to support the Government's aggressive schedule for the transformation.

Will the government please clarify the exact work location for this contract?

The Government's transformation team will be primarily located at Los Angeles Air Force Base in El Segundo, CA. How many SMC staff members are expected to provide input through interviews or other mechanisms for this transformation?

The Government expects the organizational design and consulting contractor to provide recommendations on both the mechanisms to collect feedback and the numbers of personnel to target.

Who is the government champion leading the transformation effort?

The primary point of contact for this acquisition is the Contracting Officer, Capt Alejandro Sena. Once a contract is awarded, the Government will provide other key points of contact with whom the contractor will interact.

Will the government consider removing the requirement for commercial experience with organizational transformation? This requirement may lead to bias against companies who have successfully managed large government organizational transformations and have a better understanding of government requirements but do not perform commercial work.

No. The Government is looking to leverage both industry and government best practices as it stands up the US Space Force.

Will the government consider revising its definition of large-scale organizations? The revenue and personnel listed are subjective numbers.

No, the definition of a "large-scale organization" defined in RFP is representative of the Space and Missile Systems Center which will form a component of the USSF Field Command.

The draft RFP requests “2 past examples of successful relevant organizational transformation”. Will the Government please advise in which volume they expect they would like these examples to be submitted, and whether there is a page limit associated with these citations?

In the draft RFP evaluation criteria for personnel, the government requests the offeror demonstrate “commercial and government experience with organizational transformation.” Will the government consider revising this requirement to “key personnel having organizational transformation experience in large-scale organizational transformation”?

No. The Government is looking to leverage both industry and government best practices as it stands up the US Space Force.

18 PWS Deliverables

In the draft PWS deliverables, the government requests “Contractor-provided telecom lines”. Will the government please document the exact requirement and the anticipated estimate of the number of lines needed? (For Example, "the contractor will research and recommend a telecom solution, policy, and guidance for up to 25 conference lines.")

Based on feedback from Industry Day, this requirement was removed from the PWS.

19 RFP Factor 2

Given this requirement allows the Government a one-time chance to lay the best possible foundation upon which the USSF is built, we believe the Government would benefit from prioritizing technical ability over price. We recommend allowing the non-price factors when combined to exceed marginally more importance than the price factor. The value of a contractor's performance and impact is highly important and if the requirement is executed poorly, it will cause delays that will hurt the mission.

Concur, RFP updated to:

All technical Subfactors are of equal importance. When combined, the non-price factors are significantly more important than Factor 2: Price.

20 RFP Factor 2

The Government currently states that they will evaluate high prices for price reasonableness. Given the complexity and importance of the requirement, evaluation of excessively low pricing can be just as important to mitigate risk to the Government. A lack of technical understanding as indicated by low pricing could result in undue risk of non-performance to the Government.

The Government does not intend to conduct a cost realism assessment for this effort.

21 RFP Factor 2 In addition to the maintaining the language around "unbalanced pricing", we recommend the Government clarify that it intends to evaluate price as a "total evaluated price" across all three potential periods of performance.

The interested party would suggest including evaluation criteria that includes the Offerors understanding of USSF organizational structure, SMC mission, and culture. This would demonstrate that the offerors can translate industry best practices within the government and DoD framework.

There is no small business set-aside (full or partial). Small businesses who feel that they meet the government's requirement for large-scale organizational change management consulting are encouraged to submit a proposal.

This is a standalone requirement. No future task orders are expected. There is no relationship to the Strategic Transformation Support Services IDIQ solicitation.

Given the schedule, how will the USSF assist the contractor to make leadership available to meet and discuss and approve recommendations to accomplish deliverable schedules

The Government will assign personnel to facilitate meetings with leadership as required. The contractor is not responsible for the Government's failure to provide reasonable access to decision makers during contract execution.

Level of effort will be dependent upon Offeror's unique approach within the limits of the affordability caps set in the solicitation. The Government has not set a pre-determined level of effort for each task.

Current Government support contractors may have access to pre-decisional/non-public information regarding the future organizational design in performance of their contractual responsibilities. However, access to this information is not required to be competitive for this acquisition. Proposal instructions and evaluation criteria do not require any prior knowledge of the Government's design efforts. No contractor has participated in the development of the requirements or the solicitation for this effort.

The integration function refers to the integration of all lines of effort identified in the PWS. It does not refer to integration with other organizations. PWS revised as follows: "Each area in Section 2 above will require ongoing process management, strategic guidance, and expertise based on best practices and lessons learned from other similar organizational changes and standups. While the contractor may help brainstorm integration with headquarters and other field commands, the core integration function refers to the integrating of the above functions, and not integrating the field command with external stakeholders."

The determination is based on the market research for this and similar efforts.

Many commercial companies potentially have issues with using their name in past performance questionairres, is the Government amenable to referencing commercial qualifications without diretly naming the client?

The Government is not conducting a past performance evaluation for this source selection (FAR 15.304(c)(3)(iii)). Past performance questionnaires will not be utilized. However, the Technical Factor does evaluate the Offeror's previous experiences. The Offeror must disclose enough information about its previous experiences for the Government to evaluate their relevance to this effort and their results.

The draft PWS indicates training sessions as a deliverable. Do you have an idea of how many of these sessions might be required?

The amount of training to be conducted will be dependent upon the Offeror's approach to the transformation. The Government is not dictating the amount of training sessions required.

In the long run, does the command expect to have a greater interest and emphasis on small business participation? It would seem that this bundled RFP indicates in greater interest in large generalists, as opposed to small niche best in class.

This is a standalone effort and is not a bundling of requirements. SMC anticipates many future opportunities for small businesses in the future. Although SMC did not identify this effort as a small business set aside, small business are welcome to compete for this effort.

How did the government determine the durations of the periods of performance (base and option)? Are there established dates of milestones for this Field Command

The duration of the base period was set to allow enough time to get through Full Operational Capability (FOC) with some additional time in case of delay or in the event additional support is required to complete the transition. FOC is currently projected for November 2020. The options allow for up to 6 months of additional performance IAW FAR 52.237-8.

Does the Government have any additional background on how the target price was developed and how price will be evaluated given the target price?

Factor 2 (Price) contains affordability caps for the base period and option CLINs. These caps were set based upon available funding and in comparison to prior comparable efforts. Proposals that exceed the affordability caps will not be considered for award.

Whether or not personnel will have to be deployed in Los Angleses is an unknown, but you are asking for FFP. Would you consider releasing an RFP with a cost plus option? Really hard to price the unknown when we don't know where our people will be.

Currently the technical approach, Factor 1 has a maximum page limit of six (6) total pages, which as we understand it includes:

Org Design Approach Personnel – proposed execution team, team org structure, any prime/subcontractor teaming arrangements (this section may be about overall team structure and our experienced talent pool, and we submit bios without page limits in addition to the Technical Approach) Past examples o Or does the 6 page limit only apply Subfactor 1, and we can submit additional documentation to Subfactors 2 & 3 outside of the 6 page count requirement?

o If so, does should that information be included in the Word Technical or the PowerPoint Orals presentation?
