Key requirements include a minimum 26,001 lbs GVWR, air brakes and suspension, onboard generator, LED lighting, HVAC system rated for -40°F to +105°F operation, and comprehensive safety equipment meeting OSHA standards. The procurement utilizes a fixed-price structure with a one-time purchase arrangement, delivery expected within 6-9 months of contract execution, and includes a minimum three-year warranty on the vehicle with two-year warranty on equipment. The evaluation process allocates 65% weight to technical requirements, 20% to cost, and 15% to general proposal requirements, with preferences available for certified Minority Business Enterprises and Disabled Veteran-Owned Businesses.

1.0 GENERAL INFORMATION
1.1 Introduction and Background
The Wisconsin Department of Workforce Development (DWD) is requesting proposals to design, coordinate, build, and deliver a fully equipped, “turn-key” Mobile Job Center that will be used to search and apply for employment, promote knowledge, and skills to employ individuals which in turn will positively impact individuals, families and communities. The purpose of this Request for Proposal (RFP) is to provide interested parties with sufficient information to enable them to prepare and submit a proposal for the purchase of the Mobile Job Center.
1.2 Scope of the Project
The State as represented by the DWD Bureau of Procurement intends to use the results of this solicitation to award a contract to a contractor who will provide a fully functioning Mobile Job Center.
DWD intends to purchase a vehicle that is rugged enough to withstand rigorous intensive daily use and provide maximum reliability and availability with a minimum of maintenance and repair time. This vehicle should incorporate maximum driver comfort and safety, combined with excellence in reliability, operating characteristics, efficiency and economy of operation. The Mobile Job Center will travel throughout the state to reach individuals and veterans transitioning to civilian life whom are seeking employment, and training services. This project involves providing services for the design, fabrication, all equipment, delivery, installation, and commissioning of a turn-key Mobile Job Center. To be responsive, proposers shall ensure all equipment and materials to make the Mobile Job Center are fully operational and are specified in their proposal response. This is a turn-key project; DWD expects to use the Mobile Job Center upon delivery.
1.3 Contract Term
The contract is for a one-time purchase of a turn-key Mobile Job Center. The Contract shall be effective on the date it is executed by DWD. If no formal contract is executed, the effective date of the Contract is the date of the purchase order.
All prices, costs, and conditions outlined in the proposal shall remain fixed and valid for acceptance for the term of the contract.
1.4 Contract Documents
In the event of contract award, the contents of this RFP (including all attachments), RFP addenda and revisions, the proposal of the successful proposer, and terms agreed to, by DWD and the Vendor shall become part of the contract. Failure of the successful proposer to accept these as a contractual agreement may result in cancellation of award.
In the event of conflicts or disputes between the parties related to the meaning of any part of the contract, the following priority of documents will be used to resolve the conflict or dispute:
· State of Wisconsin Purchase Order
· Final Signed Contract including any attachments, amendments, and all terms and conditions
· Request for Proposal (including any amendments, exhibits and attachments)
· Vendor’s response as accepted by the State of Wisconsin
1.5 Termination/Cancellation
The State reserves the right to cancel this Contract in whole or in part without penalty if the Contractor:
1. Termination for Cause
If the Contractor breaches this Contract, the DWD shall provide the Contractor written notice of the breach and a time period (not less than 30 days) to cure. The notice of breach and opportunity to cure may be waived at DWD’s discretion for repeated breaches and may result in immediate termination of the contract.
1. Fails to perform any material obligation required under the Contract.

1.7 Wisconsin eSupplier Registration
Registration on the State of Wisconsin eSupplier Portal for bidders (https://esupplier.wi.gov/psp/esupplier/SUPPLIER/ERP/h/?tab=WI_BIDDER) is available free of charge to all businesses and organizations that wish to sell commodities and/or services to the State. By registering on the Wisconsin eSupplier Portal, a Bidder may register for a bidders list for any commodity and/or service the Bidder is interested in providing to the State. The Wisconsin eSupplier Portal for bidders also provides automatic email notification each time DWD or another procuring State Agency posts a solicitation with an estimated value over $50,000 in their designated commodity and/or service area(s). Only registered Bidders with a valid email address at the time a solicitation is posted via Wisconsin eSupplier Portal will receive email notifications of amendments. Bidders who obtain the solicitation from a third party, through the State of Wisconsin Public Notices website, VendorNet website, or by any other means assume responsibility for checking the Wisconsin eSupplier Portal for updates to the solicitation.
2.0 PREPARING AND SUBMITTING A PROPOSAL

Elaborate proposals (e.g., expensive artwork), beyond that sufficient to present a complete and effective proposal, are not necessary or desired.
2.3 Submitting the Proposal
Proposers have two (2) options in responding to this RFP. The Proposer can submit an electronic bid using the State of Wisconsin's e-Supplier Portal, or they can submit a response via email of all required materials for acceptance of their proposal (noted below). If submitting via email, two separate emails must be submitted or your proposal will be considered incomplete; one email for the general and technical portion and one email for the cost portion. Including your cost portion in the general and technical section may disqualify your proposal.

2.10 Best and Final Offers
The evaluation committee reserves the right to ask the highest scoring proposer(s) to submit Best and Final Offers (BAFO). Proposers shall not expect that DWD will ask for a BAFO, therefore Proposers shall submit their best proposal.

Proposers may submit a written withdrawal of their proposal to the Purchasing Agent until the contract has been awarded. The request must be signed by an authorized representative of the proposer and emailed to the Purchasing Agent at Barbara.Hoffhein@dwd.wisconsin.gov.

2.13 Incurring Costs
The State of Wisconsin is not liable for any cost incurred by proposers in replying to this RFP.
2.14 Late Responses
Proposals received after the date and time specified in Section 2.4 will not be opened.
3.0 PROPOSAL SELECTION AND AWARD PROCESS
3.1 Preliminary Evaluation
The proposals will be reviewed initially to determine if all of Mandatory Requirements (Attachment J) are met. Failure to meet mandatory requirements may result in rejection of the proposal. In the event that all vendors do not meet one or more of the mandatory requirements, DWD reserves the right to continue the evaluation of the proposals and to select the proposal which most closely meets the requirements specified in this RFP.
3.2 Proposal Scoring
Accepted proposals will be reviewed by an evaluation committee and scored against the stated criteria. The resulting information will be used to score the proposals. The evaluation committee's scoring will be tabulated and proposals ranked based on the numerical scores received.
Proposers may not contact members of the evaluation committee except at the DWD's request. The committee may review references, request interviews, and/or request vendor presentations and/or site visits, and use the results in scoring the proposals.
DWD's evaluation committee will consist of members who have been selected because of their special expertise and knowledge of the service(s) and/or product(s) that is the subject of this RFP.
Proposals from certified Minority Business Enterprises may have points weighted by a factor of 1.00 to 1.05 to provide up to a five percent (5%) preference to these businesses (Wis. Stats. 16.75(3m)). The evaluation committee's scoring will be tabulated and proposals ranked based on the numerical scores received.
The cost proposals will be calculated with the most points awarded to the proposal with the lowest cost and all DWD mandatory requirements. Other cost proposals will be assigned points that correlate to those assigned to the lowest cost proposal per the formula described in Section 7.
3.3 Evaluation Criteria
The table below indicates the percentage of the total number of points that will be assigned to each area of the RFP evaluation. These weights are provided here for your understanding of DWD’s general applications and requirements.
Evaluation Criteria
Points
Weight (%)
General Proposal Requirements
300
15%
Technical Requirements
1,300
65%
Cost
400
20%
Total
2,000
100%
DWD reserves the right to open the cost proposals for only the highest scoring proposers that have completed all steps of the evaluation process.
DWD reserves the right to reject proposals that cost more than the DWD budgeted amount for this project. DWD may also elect to request a BAFO (Best and Final Offer) for price. Vendors shall not count on a BAFO being requested and shall therefore submit their best pricing at the time of submittal of their proposals.
3.4 Right to Reject Proposals and Negotiate Contract Terms
DWD reserves the right to reject any and all proposals. DWD may negotiate the terms of the contract, including the award amount, with the selected proposer prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring proposer, the agency may negotiate a contract with the next highest scoring proposer.
In the event that all proposers do not meet one or more of the mandatory requirements, DWD reserves the right to continue the evaluation of the proposals that most closely meet the mandatory requirements of this RFP.
3.5 Award and Final Offers
DWD will compile the final scores for each proposal. The award will be granted in one of two ways. The award may be granted to the highest scoring responsive and responsible proposer. Alternatively, the highest scoring proposer or proposers may be requested to submit best and final offers. If best and final offers are requested by DWD and submitted by the vendor, they will be evaluated against the stated criteria, scored, and ranked by the evaluation committee. The award then will be granted to the highest scoring proposer. However, a proposer shall not expect that DWD will request a best and final offer.
3.6 Notification of Intent to Award
Any vendors who respond to this RFP will be notified in writing of DWD’s intent to award the contract, as a result of this RFP.
After notification of the intent to award is made, under the supervision of Department of Workforce Development, copies of proposals will be available by appointment during normal business hours at 201 E. Washington Ave., Madison WI. Reviews can by scheduled by contacting Barbara Hoffhein at Barbara.Hoffhein@dwd.wisconsin.gov .

Responses to mandatory requirements in Sections 4.1 through 4.8 must indicate that the Proposer either checks “YES” we can meet mandatory requirements or “NO” we cannot meet mandatory requirements using Attachment J - Mandatory Requirements Response Sheet.
In the event there is an individual mandatory requirement that no Proposer is able to meet, DWD reserves the right to eliminate that individual mandatory requirement; in such case, DWD shall continue the evaluation of Proposals and select the Proposal that most closely meets the remaining requirements specified in the RFP. All mandatory requirements are minimums that must be followed with each project unless otherwise stated.
Proposal shall include all equipment, accessories, and supplies required to make the proposed Mobile Job Center fully operational upon delivery. The equipment provided shall be in new condition and currently in use by the manufacturer.
