Standard 701311: This standard shall be used for moving operations such as application of pavement marking.
Standard 701326: This standard shall apply for construction of HMA and aggregate shoulders.
Standard 701901: This standard shall apply to traffic control devices used on the project.
The existing roadway shall be kept open at all times except when actual construction operations require closing a portion of the roadway. At no time shall both lanes of the existing pavement be closed.
AGGREGATE SHOULDERS
Aggregate shoulder shall be constructed according to Section 481 of the Standard Specifications and as revised herein.

Two changeable message signs will be required for this project, one for each approach to the project on IL 32. The Engineer will determine the exact locations of the changeable message signs.
The changeable message signs shall be in place a minimum of 14 days directly prior to the commencement of work that requires a lane closure. The Contractor will not be permitted to have any lane closures without the 14 day notice using the changeable message signs, unless approved by the Engineer. Delays caused by failure to provide the required notice shall not be considered justification for a change in the working days allowed on the contract.
The maximum pay for this pay item is 14 calendar days per message sign. If the Contractor delays their start date, the message signs shall remain in place until lane closures are necessary and work commences. No payment will be made for any days beyond the 14 day maximum.
PROTECTING OR RESETTING SURVEY MARKERS
Description. This work shall consist of protecting or resetting existing survey markers and existing survey marker vaults at the locations shown on the plans and as described in Section 105.09 and

For those to be reset within the paved surface, a type 1 survey marker shall be installed in accordance with Section 667 of the Standard Specifications and as shown on Standard 667101.
At locations where an existing survey marker vault and cover assembly is to be removed, the open void left over the existing survey point located in the vault shall be filled with cold mix HMA, with the original survey point and surrounding PVC sleeve (if one exists) to remain. Once paving operations are completed, a new type I survey marker shall be placed on the surface over the original survey point, in accordance with Section 667 of the Standard Specifications and as shown on Standard 667101. In the event that paving operations will affect the original survey point and provisions are not specified in the plans, the Engineer will coordinate with the District 7 Chief of Surveys prior to work being performed to determine the appropriate work needed.
As required, a new monument record shall be prepared and filed in the appropriate county courthouse for all government corners in accordance with Illinois Statutes, Chapter 765 ILCS Section 220 “Land Survey Monuments Act”, and a recorded copy sent to the District 7 Chief of Surveys.
Permanent Survey Markers. Permanent survey markers to be reset shall be in accordance with Section 667 of the Standard Specifications and as shown on Standard 667101.
Basis of Payment. The cost incurred by the Contractor to provide the traffic control required for District 7 Survey personnel to lay out any disturbed survey markers as part of construction operations shall be considered as included in the contract unit bid prices for the various items of work involved, and no additional compensation will be allowed.
The work for protecting or resetting survey markers as well as furnishing any new type 1 survey markers needed at these locations will be paid for at the contract unit price per EACH for

AUTOMATED FLAGGER ASSISTANCE DEVICES (BDE)
Effective: January 1, 2008 Revised: April 1, 2023
Description. This work shall consist of furnishing and operating automated flagger assistance devices (AFADs) as part of the work zone traffic control and protection for two-lane highways where two-way traffic is maintained over one lane of pavement in segments where no sideroads or entrances require deployment of additional flaggers. Use of these devices shall be at the option of the Contractor.
Equipment. AFADs shall be the STOP/SLOW or Red/Yellow Lens type mounted on a trailer or moveable cart meeting the requirements of the MUTCD and NCHRP 350 or MASH 2016, Category 4.
General. AFADs shall be placed at each end of the traffic control, where a flagger is shown on the plans. The AFAD shall be setup within five degrees of vertical.
Flagger symbol signs as shown on the plans shall be replaced with “BE PREPARED TO STOP” signs when the AFAD is in operation.
Personal communication devices shall not be used to operate the AFAD.

Basis of Payment. This work will not be paid for separately but shall be considered as included in the cost of the various traffic control items included in the contract.
SECTION D7 HMA SAFETY SHLD 2025-2
BITUMINOUS MATERIALS COST ADJUSTMENTS (BDE)
Effective: November 2, 2006 Revised: August 1, 2017
Description. Bituminous material cost adjustments will be made to provide additional compensation to the Contractor, or credit to the Department, for fluctuations in the cost of bituminous materials when optioned by the Contractor. The bidder shall indicate with their bid whether or not this special provision will be part of the contract.
The adjustments shall apply to permanent and temporary hot-mix asphalt (HMA) mixtures, bituminous surface treatments (cover and seal coats), and preventative maintenance type surface treatments that are part of the original proposed construction, or added as extra work and paid for by agreed unit prices. The adjustments shall not apply to bituminous prime coats, tack coats, crack filling/sealing, joint filling/sealing, or extra work paid for at a lump sum price or by force account.
Method of Adjustment. Bituminous materials cost adjustments will be computed as follows.
CA = (BPIP - BPIL) x (%ACV / 100) x Q
Where: CA = Cost Adjustment, $.
BPIP = Bituminous Price Index, as published by the Department for the month the work is performed, $/ton ($/metric ton).
BPIL = Bituminous Price Index, as published by the Department for the month prior to the letting for work paid for at the contract price; or for the month the agreed unit price letter is submitted by the Contractor for extra work paid for by agreed unit price, $/ton ($/metric ton).
%ACV = Percent of virgin Asphalt Cement in the Quantity being adjusted. For HMA mixtures, the % ACV will be determined from the adjusted job mix formula. For bituminous materials applied, a performance graded or cutback asphalt will be considered to be 100% ACV and undiluted emulsified asphalt will be considered to be 65% ACV.
Q = Authorized construction Quantity, tons (metric tons) (see below).
For HMA mixtures measured in square yards: Q, tons = A x D x (Gmb x 46.8) / 2000. For HMA mixtures measured in square meters: Q, metric tons = A x D x (Gmb x 1) / 1000. When computing adjustments for full-depth HMA pavement, separate calculations will be made for the binder and surface courses to account for their different Gmb and % ACV.
For bituminous materials measured in gallons: Q, tons = V x 8.33 lb/gal x SG / 2000 For bituminous materials measured in liters: Q, metric tons = V x 1.0 kg/L x SG / 1000
Where: A = Area of the HMA mixture, sq yd (sq m).
D = Depth of the HMA mixture, in. (mm).
Gmb = Average bulk specific gravity of the mixture, from the approved mix design.
V = Volume of the bituminous material, gal (L).
SG = Specific Gravity of bituminous material as shown on the bill of lading.
SECTION D7 HMA SAFETY SHLD 2025-2
Basis of Payment. Bituminous materials cost adjustments may be positive or negative but will only be made when there is a difference between the BPIL and BPIP in excess of five percent, as calculated by:
Percent Difference = {(BPIL – BPIP) ÷ BPIL} × 100
Bituminous materials cost adjustments will be calculated for each calendar month in which applicable bituminous material is placed; and will be paid or deducted when all other contract requirements for the work placed during the month are satisfied. The adjustments shall not apply during contract time subject to liquidated damages for completion of the entire contract.
