About this file
This is a Letting Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) for tree removal services on Interstate 74 and Interstate 57 in Champaign and Douglas Counties. The project, designated as Contract No. 70J08 (Section D5 TREE REM 2027-1), involves removing trees at various marked locations along I-74 from High Cross Road in Urbana to the St. Joseph interchange in Champaign County, and along I-57 in both Champaign and Douglas Counties. All trees must be cut down and removed from the site within 8 hours, with stumps ground 4 inches below surface, backfilled, seeded, and mulched. Electronic bids must be submitted to the iCX system by 12:00 p.m. on July 31, 2026, at which time bids will be publicly opened. All work must be completed by March 31, 2027. The contract is awarded to the lowest responsive and responsible bidder. Tree removal is restricted from April 1 through September 30, with three days' notice required for trees within Illini Prairie Rest Areas.
Payment is based on a unit diameter measurement system, with one unit equal to 1 inch, measured 4.5 feet above ground level. Multiple stem trees with branches of 6 inches or greater diameter are measured as individual trees. All traffic control costs, mobilization, and site restoration costs are included in the unit price for tree removal. The contractor must provide at least two responsible representatives for receiving work orders and must respond to work assignments within five days of notification. The contractor is responsible for all damages to existing structures, including drainage systems, culverts, and utilities, and must arrange for utility locating services prior to any excavation. Significant traffic control requirements apply, including maintaining at least one open lane at all times, installing dual-display warning signs at entrance ramps, and complying with restrictions on lane closures during peak traffic periods and University of Illinois home football periods.
