About this file

This is a Notice to Bidders and contract specifications document issued by the Illinois Department of Transportation (IDOT) District 1 for Contract No. 61M67, a construction project in Kane County, City of Aurora. The project involves hot-mix asphalt surface course removal, pavement patching, polymerized hot-mix asphalt binder and surface courses, recessed pavement markings, removal and replacement of concrete sidewalks, curb and gutter work, and landscaping along four routes (Galena Boulevard, New York Street, Oak Avenue, and Ohio Street) totaling 18,790 linear feet (3.56 miles gross length; 17,612.6 feet net length). Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system by 12:00 p.m. on September 18, 2026, at which time bids will be publicly opened. The completion date for opening roadways to traffic is October 22, 2027, with an additional 10 working days permitted for cleanup and punch list items. The downtown area (between Lake Street and BNSF railroad bridges) has interim completion requirements with sidewalk work fully open by Friday at 3:00 p.m. weekly, and all downtown work must be substantially completed by August 24, 2027. The contract includes coordination requirements with concurrent City-led projects including the Broadway Streetscape/Galena-New York 2-way conversion project and lead service line replacements along New York Street.

The contract will be awarded to the lowest responsive and responsible bidder. Multiple utility relocations and adjustments are required, including water valves, sanitary and storm sewer manholes, telecom, gas, and electrical facilities, with estimated coordination durations ranging from 5 to 15 days. Contractors must comply with City of Aurora work hour restrictions (7:00 a.m. to 5:00 p.m. Monday through Friday, with weekend and evening work requiring prior written approval), coordinate with the City Police Department for traffic impacts, provide advance notices to affected properties for downtown work, and implement extensive tree protection measures including temporary fencing, trunk protection, and root pruning by licensed arborists. Contractors are responsible for maintaining roadways, protecting existing utilities, sweeping streets daily, and managing site cleanup. The contract documents reference IDOT Standard Specifications for Road and Bridge Construction (Adopted January 1, 2022, Revised January 1, 2026), supplemental specifications, recurring special provisions, and numerous special provisions addressing materials, traffic control, environmental protection, and quality assurance requirements. City water is available at contractor expense with a deposit of approximately $1,600 required.

The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

Section 25-00375-00-RS City of Aurora, Kane County

The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor.

Additional locate requests will be at the contractor’s expense.

The Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.

Sidewalks

The downtown area is host to numerous regular and special events throughout the year. Within the downtown area, any sidewalk work must be scheduled such that sidewalks are fully open to pedestrian traffic by Friday at 3:00 PM. This may require special care in timing removals and concrete work. There may be instances where there are no downtown events happening and the rule can be relaxed but will be on a case-by-case basis and will require written approval from the Engineer.

Any slurry from sawcutting operations must be fully cleaned by the end of each work day.

Before any removal begins for the week, the Contractor shall provide the City with the planned removal limits for the week for discussion.

Notification

The Contractor shall contact the City of Aurora, Police Department non-emergency number prior to closing any streets to through traffic, installing temporary no parking signage, or any work that may impede the flow of traffic through the downtown area.

This includes ADA ramp/curb work at the intersections of Galena/Stolp, Galena/Broadway, and New York/Broadway with some additional signal work and minor sidewalk work at Galena/Lake and New York/Lake.

The Contractor shall coordinate with the Contractor on the permit project. The projects may require extensive cooperation, and it is understood that the Contractor for this resurfacing project may have to adjust their schedule for work in the downtown area to facilitate this work.

Interim Completion

The Contractor may not begin any work in the downtown area until June 14, 2027.

The Contractor must have all work in the downtown area significantly completed by August 24, 2027. No open pavement or open holes will be permitted after this date. Pavement marking, landscaping, and other similar work may be complete after this date, but must be completed on a Monday or Tuesday.

This specification is not intended to limit any work activities outside the downtown area as described above. The completion for the entire project is subject to Working Days.

COOPERATION WITH OTHER CONTRACTORS

There are several other projects occurring within the limits or adjacent to this project. The Contractor shall coordinate work activities with the contractors of these other projects. At no time shall any surface course be placed in an area that will be disturbed by another project’s work without express written approval from the Engineer. Currently known projects are listed below; this list is not exhaustive, and this provision applies to any other work occurring within the project limits:
