CLARIFICATION SET NUMBER ONE

UPGRADE PROGRAMMABLE LOGIC CONTROLER
FDC HOUSTON, TEXAS
Q. Section 'A'- SUMMARY OF WORK AND PLACE OF PERFORMANCE:, states" .. .. ... , Texas is soliciting a contract for the labor, materials, and equipment necessary to replace the existing Omron C2000H and C200 Programmable Logic Controllers and associated equipment".
Section 'B' Schedule:, states "Contract work will continue until all PLC and remote PLC are replaced and the PLC system is fully functional".
Section 'H' GENERAL PROJECT REQUIREMENTS:, states "PLC equipment in all other equipment rooms on the 3rd , 4th, 5th, 6th and 7th floors will remain as is and will be connected to tlie new PLC equipment in the Main Electronics Room via the existing Omron network.
Please clarify if all the old C200 series processors are to be replaced regardless of the equipment room or do the older C200 series PLC processors on the upper floors remain?
Answer: The C200 series PLC processors on the upper floors shall remain. Reference section "H" GENERAL PROJECT REQUIREMENTS".
Q. Are there any qualification requirements required to be submitted with the bid documents showing a project history in the Detention market (i.~. 5-years and representative project list)?
Answer: NO. Do not submit any other information than what is asked for.
See the front cover pages of the solicitation.
Q. The project does not mention replacing the large elevator control panel located in the command console. Is this to be replaced? If so, do these functions go on a separate Touch Screen station or does the facility want a new graphic panel?
Answer: NO. The large elevator panel will not be replaced.
Q. The current graphic panels did not show any camera icons for call-up. What is the intent of any CCTV integration?
Answer: The PLC must communicate with the existing Pelco camera matrix. Each button on the graphic panel for door controls is linked to a camera via the PLC. When a door is accessed the assigned camera must be displayed prior to operating the said door.
Q. Is the intent to use the existing cable and switches?
Answer: NO. Cabling will be replaced by FBOP.
Q. If the existing cable and switches will not be used, is the intent to reuse the existing serial communication cabling?
Answer: No. Serial cabling will be replaced with CAT 6, by the institution.
Q. If new cable is required and the existing conduit is not suitable, is the installation of new conduit required as part of the scope of this project?
Answer: Refer to section "H" GENERAL PROJECT REQUIREMENTS. All conduit, wire and power feeds, etc., shall be installed by the institution.
Q .. Are new UPSs (Uninterruptable Power Sources) for the two (2) PLCs and the four (4) rack mounted computers to be provided by the contractor, or are the existing UPSs to be used?
Answer: The Existing UPSs shall be used.
Q. Do desk turrets need to be provided by the contractor to mount the four ( 4) touch screen displays, or are the turrets currently in place?
Answer: Existing turrets are currently in place.
Q. Is a new Information Management Computer to be provided by the contractor, or do we interface with the existing database?
Answer: No. Computer will be provided by the institution.
Q. In the SOW it states that two (2) new custom rack mounted intercom master stations shall be provided. The word custom makes me think these are not basic intercom master stations, but I cannot find anything in the drawings or in the Technical Design Guidelines that properly describes them. Are there any special requirements for these custom stations?
Answer: Currently, the master station is part of the graphic panel.
Replacing the graphic panel with touch screen will leave the master intercom station out. Removal of the graphic panel will require the need of a rack mounted master intercom station. "Custom" in sense that the new master intercom station will have to fit the existing rack.
Q. Is there a copy of the program available prior to award.
Answer: PLC Program - we do have a program; the program was originally installed with the PLC system when the building was built. A backup copy of the program was provided to the FDC on a disc. However, since that time, the program has been modified and those changes are not reflected on the disc. Thus, if we provided a copy of the program to a bidder, it would be inaccurate to the current set up of the system. The awardee will need to incorporate all changes to the PLC system to the program; however, they will not be writing an entirely new program.
Q. If program is unavailable prior to award, is there a current I/0 list available?
Answer: Yes, A field schedule is available and will be included in amendment number one.
Q. We have determined that there may be incompatibility issues with the existing PCLink/Hostlink communication modules (LK-009,LK-201,LK-401) that are unavailable and/or unsupported on the CSlD PLC platform. Please confirm that the communication modules at the 5 remote PLC locations (floors 3,4,5,6,7) are to be replaced in order to meet compatibility requirements of the newer CSlD PLC at the Main Security Electronics location.
Answer: Our research has determined that equipment compatible with the existing Omron equipment is available, as such the 5 remote PLC locations will remain as is.
Q. How many spare monitor outputs are currently available in the existing CClV Matrix/Switch. Are we required to add additional CClV monitor output cards for this upgrade?
Answer: No. You are not required to add ant CCTV monitor.
Q. Please confirm how the existing Sallyport control panel is terminated to the PLC.
Is this accomplished via hardwired terminations, DRT@ (DeviceNet), G71 (Remote
IO)?
Answer: Hardwired terminations DRT2.
Q. FBOP Technical Design Guidelines (TDG) Section 28 46 19 30-21.5H specifies provision of the Information Management Computer however is not mentioned in the Statement of Work. Are we to provide this computer and software required for alarm database management and reporting?
Answer: Computer will be provided by the institution.
Q. Are we to provide spare equipment as specified in the FBOP TDG Spare Parts Section but not mentioned in the Statement Work? i.e Spare computer, spare touchscreen monitor, spare network switch, etc .. .
Answer: No. Contractor is not required to provide any spare.
Q. The pre-bid meeting minutes state that the Statement of Work takes precedence over the Specifications/Drawings. In general, if the SOW does not mention a particular feature or requirement, and the Specifications/Drawings/TOG's do ... Are we required to meet said requirement?
Answer: In accordance with Federal Acquisition Regulation (FAR) 52.236- 21 Alt I (a), ......... anything mentioned in the speCifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both.
In case of difference between drawings and specifications, the specifications shall govern. In case of discrepancy in the figures, in the drawings, or in the specifications, the matter shall be promptly submitted to the Contracting Officer, who shall promptly make a determination in writing. Any adjustment by the Contractor without such a determination shall be at its own risk and expense. The Contracting Officer shall furnish from time to time such detailed drawings and other information as considered necessary, unless otherwise provided.
