REPLACE ROOFS (LOW)
FCC FORREST CITY, ARKANSAS
1) Will weekend work EVER be a possibility during the duration of the project?
Refer to amended specification 01 11 00. It is not anticipated that weekend work will be approved. Additional Work Hour information can be found at page 10 of the solicitation at clause FAO-0006, Contractor Use of Premises. (See Amendment #2)
2) The Davis Bacon Wages do not included roofing for this county, what will be the wage the contractors will have to use for roofers?
The Department of Labor was contacted and their instructions were for contractors to utilize whatever the local prevailing wage rate is in St. Francis County, Arkansas.
Contractors can call the local union house. After award, in accordance with Federal Acquisition Regulation (FAR) 22.406-3, If any laborer or mechanic is to be employed in a classification that is not listed in the wage determination applicable to the contract, the contracting officer, pursuant to the clause at 52.222-6, Construction Wage Rate Requirements, shall require that the contractor submit to the contracting officer, Standard Form (SF) 1444, Request for Authorization of Additional Classification and Rate.
(Clarification)
3) In all the BOP projects we have done the 8hr work day includes the time to process in and out of Sally Port (Gate) this has been usually 1+ hours to process in and 1+ hours to process out, leaving a typical 8hr day to have 6 hrs of production. Is this safe to say this statement is accurate?
At the beginning of the project, in order to mobilize and establish day-to-day procedures, it may take contract personnel one hour to process in and out through the Rear Gate, but we expect the processing delay to reduce to 30 minutes each way after the first week or so. Refer to amended specification 01 11 00, which clarifies work hours and processing delays. Additional Work Hour information can be found at page 10 of the solicitation at clause FAO-0006, Contractor Use of Premises, which clarifies work hours and processing delays. (See Amendment #2)
4) In our experience the BOP requires a 5 count (prisoner accountability counts) on all Dumpsters in Sally Port, is this safe to say this statement is accurate?
Yes, all dumpsters being removed for disposal must remain in the Rear Gate sallyport for five clear counts before being removed from the institution. The timeframes given in specification 01 11 00 are consistent with this requirement. (Clarification)
5) Will the BOP allow golf carts inside the facility to go strictly two and from the project site to the Sally Port?
https://www.acquisition.gov/far/html/52_222.html#wp1147505 https://www.acquisition.gov/far/html/FormsStandard63.html#wp1177073
Yes, battery operated carts will be allowed for the purpose indicated. (Clarification)
6) Has any Asbestos been found on the proposed roofing to be demolished?
It is believed that the existing roofing system is asbestos free. (Clarification)
7) Will the contractor be allowed locked tool boxes on top of the roof.
Yes. Job boxes will be secured with a contractor lock and a BOP lock combined. Job boxes will maintain an inventory sheet inside and must be counted and secured by BOP staff before the end of each work day. (Clarification)
8) Will the contractor have to remove all Class A and B tools from the roof each day.
Yes, all Class A tools must be removed from the institution daily. At this time, Class B tools may be locked in a job box and specified on an inventory sheet. If tools are lost/misplaced, the BOP reserves the right to revise the policy to require Class B tools to be removed daily. Therefore, it is extremely important that the contractor carefully account for tools at all times, as carelessness and inattentiveness can lead to administrative policy changes related to tools to maintain institutional security. (Clarification)
9) Will the contractor be allowed to place the Porto-John on the roof?
Yes, a Porto-John may be placed on the roof but shall be removed daily and placed on the ground.
(Clarification)
1. Can we use standard ISO to meet the R value requirements and the UL and flame test requirements mentioned in the specification (most roofers did not think the polystyrene options would meet the flame spread and UL requirements).
Yes. Refer to amended specification 07 21 00. (See Amendment #2)
2. The contractors asked if adhering the system would be a viable option instead of mechanical fastening
Yes, both fully adhered and mechanical attachment TPO systems will be allowed. Refer to amended specification 07 50 00. (See amendment #2)
1. Roofing wage rate is not included in the General Wage Determination AR170022. Can a standard bidding wage rate be provided for uniform proposal pricing?

Workers under this project will be considered Low Risk. (Clarification)
3. Under the Personnel Security Requirements section 52.24-403-70, Long-Term Contractor Personnel; in order to appear in person before a DOJ official, can you specify if this is a single designated official and where they are located, or if a Department of Justice office located near the contractor may be utilized?
In-person processing at alternate DOJ locations will not be permitted. FCC Forrest City will be the only location that contract personnel can complete this requirement.
(Clarification)
4. Under the Personnel Security Requirements section 52.24-403-70, Long-Term & Short-Term Contractor Personnel; can you provide the anticipated time frame for obtaining these badges once all documentation is submitted
The entire badging process is expected to take eight weeks once all documentation has been submitted, however this timeframe does not start until the contractor receives confirmation from the BOP that their documentation packages are “complete”. The BOP shall have two weeks review time for determining the completeness of submitted packages. It is incumbent on the contractor to be responsive in the event additional documents or actions are needed. After all criminal and background checks are complete, an on-site training class will take place and badging will follow thereafter. (Clarification)
5. What is the badging requirement for vendor employees (material delivery drivers, etc.) that would normally be escorted under the ‘intermittent’ process but need to make more than one visit in a week?
Vendor drivers that will be delivering materials to the site will not have to be badged since they will not be delivering materials inside the secure compound. All material deliveries will be made to a pre-determined outside staging area. (Clarification) https://www.acquisition.gov/far/html/52_222.html#wp1147505
6. Under the Personnel Security Requirements section 52.24-403-70, are Short-Term Contractor Personnel required to appear in person before a DOJ official?
Yes, Short-Term badged contractor staff will have to appear in person at FCC Forrest City.

Payments will be made in accordance with Federal Acquisition Regulation (FAR) 52.232-5, Payments Under Fixed Priced Construction Contracts and 52.232-27, Prompt Payment for Construction Contracts. (Clarification)
8. To clarify, please confirm that the proposal is to include solicitation pages 30-32, and Far Provision 52.204-8 is not to be marked or filled in, only Far Provision 52.209-7, #1 & #2 are to be completed by the contractor.
FAR provision 52.204-8 is not to be marked or filled because of item the statement at (b)(1) of the provision (52.204-7 IS included). FAR provision 52.209-7, complete item (b) as applicable. (Clarification)
9. The Summary of Work Section 1.2 D. states that the contractor must use trailers that are, “caged in on the sides and top for visibility”. Since some of the debris will be very small (pea gravel), can a regular solid sided dumpster with a locking top be used as well?
Yes, regular solid side open top dumpsters (non-locking top) have been approved for use during this project but must sit in the Rear Gate sallyport for five clear counts before exiting the institution. A maximum of two dumpsters may be placed in the Rear Gate at any given time. Refer to amended specification 01 11 00. (See Amendment #2)
10. During the pre-bid it was discussed that the dumpster must remain at the rear gate for 5 accountability counts before it is removed from site (approximately once per day). Please confirm if more than 1 dumpster can be staged and removed at a time.
We will allow no more than two dumpsters to be staged inside the Rear Gate, and both have to go through five clear counts before they can be removed. Two dumpsters will be allowed inside the secure area behind the units for tear off during the clearance procedures of the two dumpsters in the Rear Gate, bringing the total amount of dumpsters on FCC grounds to four. The contractor will be able to rotate the two dumpsters inside with the two dumpsters in the Rear Gate. (Clarification)
11. Specification 07 50 00 Section 3.4 A. Flood Testing states if building is located in geographic areas where roofs require water retention capability, flood test each deck area in accordance with ASTM C 5957. Can you specify if this is applicable to the roofs for this project?
We have concluded that flood testing will not be required for this project. See amended specification 07 50 00. (See Amendment #2)
12. Around the pent-house and at terminations along walls that do not have coping, is the contractor to install both termination bar and counter flashing or is termination bar alone acceptable if in accordance with manufacturer requirements.
For wall terminations that do not have coping, the contractor shall install termination bar AND counter flashing. Refer to the amended drawings for further details. (See Amendment #2)
13. The specification calls out both Flexible Walkways and Roof Paver Walkways. The Drawings do not differentiate which is to be used on the marked walkways. Is it acceptable to use flexible walkways for all locations?
Flexible TPO walkway pads shall be acceptable for all marked walkways, however the contractor shall provide one additional pad of rubber or similar material adjacent to roof hatches and powered rooftop equipment to accommodate future maintenance. Refer to specification 07 54 23. (See Amendment #2)
14. During site walk through it was mentioned that coping was to be reused, but the contract includes specification 07 62 00 Sheet Metal Flashings and Trim and requires warranties on the sheet metal finish and work. Please confirm what new sheet metal is to be installed as part of this contract.
We have concluded that replacement of coping will not be required. Existing coping that covers the top of the parapet wall shall be maintained and reused. All other trim and flashing will be replaced with new metal. Refer to the amended drawings and specifications. (See Amendment #2)
Q: Just to confirm that during the site visit it was discussed the intention to change from mechanical attachment to a fully adhered system. Is that approved?
Yes, both fully adhered and mechanical attachment TPO systems will be allowed. Refer to the amended drawings and specifications. (See Amendment #2)
Q: Is there asbestos present in the existing roofing systems?
It is believed that the existing roofing system is asbestos free. (Clarification)
Q: Can you please explain the location where dumpsters can be placed and the logistics for working inside the prison?
The contractor may utilize four dumpsters total on this project. Two will be placed behind each housing unit to enable tear off and a maximum of two will be stationed in the Rear Gate sallyport to clear five inmate counts before removal. (Clarification)
Q: Confirm whether the existing lightning protection system (LPS) is to be removed and reinstalled?
Yes, the existing LPS is to be removed and reinstalled by the contractor to accommodate roofing replacement. (Clarification)
Q: Please confirm if the LPS must be certified?
Certification will not be required, however, the contractor shall ensure the reinstallation of the lightning protection system matches the existing installation, and all connections are tight.
(Clarification)
What is the type and grade of the insulation board, Grade 2 or 3?
Refer to project specifications for approved insulation types. (Clarification)
Q: Do the manufacturer material delivery truck rivers require background checks?
No, truck drivers will deliver materials to the pre-determined staging area outside the institution gates and therefore will not require background checks. (Clarification)
Q: Can the materials and small tools remain on the roofs overnight, provided they are stored inside locked security boxes?
Yes, small tools may remained overnight in a locked job box accompanied by an inventory sheet and counted everyday by BOP staff. (Clarification)
Q: Can an electrical generator remain on the roof overnight?
No. Gas powered equipment will be removed the institution at the end of each work day.
(Clarification)
Please provide existing roof compositions/roof cores for these buildings including deck type.
The existing roofs are built-up, four-ply and ballasted. Please refer to drawings for deck types.
(Clarification)
Do all roof areas have structurally sloped decks? Is tapered insulation required anywhere else besides crickets?
Please refer to the original structural drawings provided in this amended. (See Amendment #2)
Q:Please provide photos of existing roof conditions.
We are providing a compilation of various photos taken of the roofs at the Low security institution in this amendment. These photos may or may not be the specific buildings in this project, however they provide some understanding about existing conditions to contractors that did not attend the pre-bid meeting. Again, photos MAY NOT be of the roofs in the project, but similar conditions can be expected as they were all taken at FCIL Forrest City. (See Amendment #2)
Question: The specs call for a mechanically attached single ply system. The Housing units have concrete roof decks. Is the new system to be mechanically attached to the concrete roof decks or can they be fully adhered?
Yes, both fully adhered and mechanical attachment TPO systems will be allowed. Refer to the amended drawings and specifications. (See Amendment #2)
Question: Section 076200 indicates that the sheet metal coping is to be fabricated from 18 GA galvanized steel. This guage thickness is not typical for pre-finished sheet metal. If 18 Ga is required the metal would have to be post painted. Can the sheet metal coping be fabricated from either 22 ga or 24 ga? There are limited color availability with 22 ga. If 24 ga is acceptable, can the roof edge flashing and other sheet metal flashings be fabricated from 24 ga as well?
We have concluded that replacement of coping will not be required. Existing coping that covers the top of the parapet wall shall be maintained and reused. All other trim and flashing will be replaced with new metal. Refer to the amended drawings and specifications. (See Amendment #2)
Q: For walk way system the specs call out roof pavers. Will the manufacturer’s standard single ply walk pad suffice or will paver be required as well? If pavers are required please provide type of pavers required
Flexible TPO walkway pads shall be acceptable for all marked walkways, however the contractor shall provide one additional pad of rubber or similar material adjacent to roof hatches and powered rooftop equipment to accommodate future maintenance. Refer to specification 07 54 23. (Clarification)
Q:Are there any requirements when removing and reinstalling the lightning protection system? Any certifications such as a letter of finding?
Certification will not be required, however, the contractor shall ensure the reinstallation of the lightning protection system matches the existing installation, and all connections are tight.
1. During the pre-bid the team leader told the contractors that they could provide electric to the roof areas that were to be repaired. My questions is will we (Contractors) be allowed to use gas powered cut saws and chain saws in the removal of the old roof decking?
Yes, gas powered equipment will be allowed to aid in the removal of existing decking. All gas powered equipment must be removed daily from the institution. No portable fuel canisters are allowed past the Rear Gate. All equipment must be refueled inside or outside the Rear Gate area. Please keep in mind, all equipment tools shall be inventoried and counted each day. One saw will be a two part inventory: one saw and one blade for example. (Clarification)
2. Is 5 dumpsters the max. amount of dumpsters that can be taken inside the secured fence area that can be loaded with roofing material removed from the building? Since it takes a 5 count to get 1 dumpster removed or 2 if they are full and waiting to be removed, if we had 5 inside the fence it would speed things along. Also there was some conversations about using dumpsters with enclosed tops? I have seen some in California, but not a lot in Midwest. What will be required for this project
Refer to amended specification 01 11 00. (See Amendment #2)
1. At the health building there is roof area that is completely surrounded by a high chain link fence and razor wire. It was stated at the pre bid meeting that any part of the fence and razor wire that is removed to perform the roofing work would have to be re-installed by the end of each working day. I don't see how this is possible as we believe it would take most of the day just to remove and replace it. Is there an alternative security measure that could be utilized?
There is no security chain link fencing around the Health Service area. The only area that has chain link and razor wire is the Control Center (Administration building). There are no other security measures that can be taken for this area. During the pre-bid meeting, numerous ideas were expressed by various contractors about how this could be accomplished in a days time. The fencing and wire can be cut to accommodate work, but will have to be reconnected by the end of the work day. (Clarification)
2.It was stated at the meeting that any dumpsters that were brought on site would have to be in the truck trap and sit through 5 counts before being removed. A job of this size may require up to 3 dumpsters per day. Is there room in the truck trap for 3 dumpsters to sit through 5 counts?
We will allow no more than two dumpsters to be staged inside the Rear Gate, and both have to go through five clear counts before they can be removed. Two dumpsters will be allowed inside the secure area behind the units for tear off during the clearance procedures of the two dumpsters in the Rear Gate, bringing the total amount of dumpsters on FCC grounds to four. The contractor will be able to rotate the two dumpsters inside with the two dumpsters in the Rear Gate. Refer to amended specification 01 11 00. (See Amendment #2)
3.Do the dumpsters need to have a hard top on them while inside the facility or will mesh fabric similar to whats used for transporting spread over the top of the dumpster once full be sufficient?
We have concluded that solid side open top dumpsters with fabric may be utilized.
4.the project document drawing do not have any detail markers called out nor is there a detail drawing for such items as curb flashings, wall flashings, roof drains etc. could these be provided please? Also the drawings that were included all appear to be different sizes ie. the roof plans are 24"x36" the lightning protection plans are 30"x42" the cover sheet index is 11"x17" could these all be re-issued and scaled to one size drawing?
Some details are provided in the amended drawings for clarity. For work that isn’t specifically detailed or products that aren’t specified, the contractor is expected to comply with the roofing manufacturer’s details and instructions to provide the required warranty. We are unable to scale the drawings as requested. Contractors will need to scale drawings on their end if needed.
