SMOKE STACK DEMOLITION

FCI MILAN, MICHIGAN

CLARIFICATIONS

Question/Request: Please provide the thickness of the smokestack.

BOP Response: The thickness of the smokestack is 31" at the base. The top is estimated to be approximately 12" using Google Earth. This is only an estimate.

Question/Request: In the Solicitation, it states that work will commence 10 days after notice to proceed is issued. This is a very special project in that involves a tremendous amount of coordination. There will be heavy equipment involved and that might require special road permits, or specialized rental equipment that might take a lot more time to locate ( Not feasible to start the process until award ) and schedule delivery. Would it be possible to work around that 10 day period if the contractor is proving that they are putting the effort in procuring the required equipment?

BOP Response: The performance period is inclusive of all work involved, including delivery of equipment.

Question/Request: Multiple requests were submitted to increase the performance period.

BOP Response: See Amendment 002.

Question/Request: The security forms involved for this project, are they the one page form or the much more extensive 45 page NCIC check ?

BOP Response: Contractors inside the perimeter of the institution will be required to complete a more extensive background check.

Question/Request: Do all the drivers for disposal trucking have to be security cleared?

BOP Response: Yes, drivers must be cleared.

Question/Request: Are we able to make a hole at the bottom of the chimney and drop the demo material down the inside of the chimney?

BOP Response: We are unable to determine if this can be done safely.

Question/Request: Will a chimney scaffold rig as well as chimney scaffold ladders, be able to be secured to the chimney during the project until completed?

BOP Response: Yes, a chimney scaffold rig and ladders will be able to be secured to the chimney during the duration of the project.

Question/Request: Will the chimney removed to grade or to full depth of existing foundation below the chimney/stack ?

BOP Response: Full depth of existing foundation.

Question/Request: If removed to grade, no backfilling should be required? If below foundation, any idea/drawings to know how deep the foundation may be?

BOP Response: We do not know how deep the foundation may be.

Question/Request: What utilities are supposedly in the scope of the demolition project?

BOP Response: No utilities

Question/Request: Can a dumpster be on sight and how close to the chimney/stack can it be located?

BOP Response: Yes, a dumpster may be on site.

Question/Request: If so, will the escort be able to oversee the transportation of debris through a secured gate?

BOP Response: Yes, an escort will be provided.

Question/Request: If so, will work be stopped, or will an additional escort need to be requested?

BOP Response: Escorts will be available

Question/Request: Can a skidsteer loader be on sight to dispose of debris into a dumpster ?

BOP Response: Yes, a skidsteer loader may be on site.

Question/Request: Can a dumpster (if within the secure perimeter) be removed every afternoon (or when full) and return the next scheduled work day ?

BOP Response: The dumpster must be watched by staff at all times

Question/Request: If for any reason, a project superintendent must leave the facility, ( tools, fuel, supplies, etc.) will they need to be escorted, and the workers will have to stop until the escort returns to job site, or is it our responsibility to request an additional escort and thus, wait until they are dispatched?

BOP Response: Escorts will be available, however, the project superintendent should bring all required equipment through each morning.

Question/Request: If so, will the additional escort be a cost to us?

BOP Response: No

Question/Request: Please list a ( Class A ) and a ( Class B ) Tool for our records.

BOP Response: We will review the list of tools you want to enter. It would be impossible to provide a list of every tool and its class.

Question/Request: Can an Air Compressor, to run jack hammers, be located within a short distance to the stack ?

BOP Response: Yes

Question/Request: Can it remain on site, or does ALL mobile equipment have to enter and exit on each work day ?

BOP Response: All tools and equipment must exit each day.

Question/Request: Can industrial jack hammers, used atop the chimney and used to dismantle the chimney, REMAIN, atop the chimney, or is it considered a compromise of the FBOP Tool Policy?

BOP Response: All tools and equipment must exit each day.
