FCI MORGANTOWN – UPGRADE HVAC – HEALTH SERVICES
PROJECT 1B2J QUESTIONS AND ANSWERS
SOLICITATION IFBP01131500001
DCMA, Incorporated:
1. The Phase 5 narrative stipulated that this scope shall be worked on and completed only when the average low temperature is above 65 deg. F (i.e. at 66 deg. F or above). A review of monthly low temperature averages on www.usclimatedata.com indicates no month that the average meets this stipulation.
A change to above 60 deg. F would allow work to be performed during the months of July and August. Please clarify?
CHANGE: An amendment will be issued to address the temperature. The change is to allow the average low temperature to 60 Degrees Farenheit.
2. Plan note #3 on plan sheet M203 states to “balance all supply and return air outlets and inlets” served by AHU-1-1” (i.e. space grilles and diffusers). The floor plan on the left side of M203 is incomplete and does not show airflows at these supply and return outlets and inlets. Will M203 be revised to accurately reflect the intended airflow requirements for balancing?
CLARIFICATION: No; the air quantities are unknown. Balance only the manual balancing dampers as indicated in key note 1 on M204.
3. In addition to the Zone and Balancing Schedule on plan sheet M601, plan note #6 states that an air balance of AHU-2-1, AHU-2-2, RAF-2-1, RAF-2-2 and multizone dampers in accordance with the schedule on M601. The statement “inclusive of all air inlets and outlets to air quantities shown on the plans” is also a stated requirement in note #6. Please confirm that the inlets and outlets are at the air mover and that the intent of the statement NOT that the supply and return outlets and inlets within the space are to be balanced (verbiage was different as noted in previous question)?
CLARIFICATION: Balance the air inlets and outlets of each space.
4. Water and air balance work associated with AHU-3-1 is unclear. Only plan sheet reference to AHU-3-1 TAB is on plan sheet M601 to balance zone dampers, return air fan, and supply air fan to the air quantities scheduled. No other plan sheet notes specifically reference TAB for AHU-3-1. Please confirm or clarify that the requirements shown on M601 are complete and space inlets and outlets (i.e. grilles and diffusers) are not a requirement of the air balance?
CLARIFICATION: Balance the air inlets and outlets in each space.
5. Has there been a previous Hazardous Material Survey performed in the areas of work pertaining to this solicitation? Please identify any areas of known asbestos, lead paint, or other hazardous materials? Of specific concern is potential exposure during the demolition of the gypsum ceilings.
CLARIFICATION: Pipe insulation in the areas of interest was tested. Results show there is no asbestos. Ceilings have not been tested because ceilings were not suspected to contain asbestos. If asbestos or any other toxic agent is found or suspected to exist during demolition or construction in general, notify the Construction Representative immediately.
Testing will be done then.

6. Section 01010-4, 1.7,G indicates “Comply with Owner’s requirements drug and background screening requirements”. Outside of a NCIC Form for authorization for a background security check, please identify any other Owner requirement related to drug screening or other? If drug screening is a requirement, please elaborate on frequency and identify the bearer of this cost of screening?
CLARIFICATION: Security Requirements are shown in Section 01541. As far as Contractor Drug screening, the Bureau of Prisons does not require drug testing on construction contracts.
