FMC LEXINGTON – ASBESTOS ABATEMENT – PHASE IV

PROJECT 1B7Q QUESTIONS AND RESPONSES

SOLICITATION IFBP01091700001

Submitted by Penns, Incorporated

1. The SOW does not show the religious study area and offices to have carpet flooring. Please confirm that carpet protection is required throughout the religious study area and all offices?

CLARIFICATION: RELIGIOUS SERVICES AREA DOES HAVE CARPET. SEE PAGE 7 – ‘M.1.a.

PREPARATION’ IN THE STATEMENT OF WORK.

2. In the gym area, the ACM pipe insulation is approximately 30 feet tall.

Since scaffolding will be required to access the ACM, will the gymnasium be closed for our work?

CLARIFICATION: YES. THE INSIDE RECREATION GYM WILL BE CLOSED OFF TO ALL INMATES

FOR THE DURATION OF THE ABATEMENT PROCESS IN THIS AREA.

3. There appears to be a significant amount of pipe sizes in the 6” and 8” range that are not noted in the SOW. Could you please confirm for bidding purposes?

CLARIFICATION: SEE PAGE 1 – ‘A. INTRODUCTION’ IN THE STATEMENT OF WORK THIRD

PARAGRAPH. IN ADDITION, ‘L.7.a. SITE CONDITIONS’. FBOP IS NOT ABLE TO DETERMINE

ACCURATE PIPE SIZES DUE TO THE FACT THAT THE PIPE IS WRAPPED IN ASBESTOS

CONTAINING MATERIAL. SOME PIPES APPEAR TO BE LARGER THAN 4”, BUT NOT KNOWING THE

THICKNESS OF THE ACM INSULATION WE CAN NOT DETERMINE THE PIPE SIZE.

4. The SOW calls for 2 ½” thick insulation to be installed. Would you consider changing for pipes 4” or smaller in diameter, 2” thick wall insulation to be installed and for pipes greater than 4” in diameter, 3” thick wall insulation to be installed? (this is in line with industry standards)

CHANGE: SEE AMENDMENT 0002.

5. When abating the 1x1 asbestos ceiling and glue dots, significant damage will occur to the plaster ceiling by removing the glue dots. Are we to patch the entire ceiling since there will be thousands of these holes or do we spot patch every one of them? Is it required to be paint finish ready?

CHANGE: SEE AMENDMENT 0002. SURFACES ARE TO BE REPAIRED TO CONDITION SUITABLE FOR

FINISH PAINTING.

6. In the SOW, you ask for the ceiling grid to remain and be cleaned. Removing the 1x1 ceiling tile and glue dots above the drop ceiling grid iron is almost impossible without damaging the existing grid iron. Are you ok with us replacing the whole grid iron and installing a new one?

CLARIFICATION: IF THE CONTRACTOR FEELS THAT IT WOULD BE IN THEIR BEST INTEREST TO

REMOVE THE EXISTING CEILING GRID THAN THE FBOP WOULD APPROVE THAT. NOTE: THIS IS

NOT A REQUIREMENT OF THE CONTRACT AND THE FBOP IS NOT TO INCUR ANY ADDITIONAL

COST ASSOCIATED WITH GRID REPLACEMENT.

7. Please confirm that all equipment above ceiling, mechanical equipment, communication lines, conduit, fire suppression systems, etc.. are required to be cleaned and decontaminated prior to encapsulating and taking final air sampling?

CLARIFICATION: SEE PAGE 1 ‘B.1.e.&f. SCOPE OF WORK’ IN THE STATEMENT OF WORK.

EVERYTHING ABOVE THE CEILING IS CONSIDERED TO BE CONTAMINATED THEREFORE IT IS TO

BE CLEANED PROPERLY AND ENCAPSALATED.

8. Does the prison have an electrician we can use for our panel boxes hook ups or are we required to bring our own electrician as needed?

CLARIFICATION: SEE PAGE 3 ‘F.2. UTILITIES’ IN THE STATEMENT OF WORK. FBOP WILL BE

RESPONSIBLE FOR ENSURING THEREIS ELECTIC POWER WITH IN 50’ OF ABATMENT AREAS.

BEYOND THAT IT IS THE CONTRACTORS RESPONSIBILITY TO MEET THEIR ELECTRIC POWER

NEEDS.

9. Building B basement (religious service area), the photographs that are included in the SOW do not show the work required above the ceiling tiles. At site visit we were able to open up ceiling tiles and observe the peeling and flaking paint throughout ceiling area. This peeling paint debris has fallen everywhere on ductwork, pipe, ceiling, etc.. Posting a few pictures of this would give a better idea of what is really required to be abated and cleaned. Ceiling must be scraped completely of all paint as part of your cleaning, but prior to encapsulating and taking final aggressive air sampling. The actual work of scraping all of the paint is more labor intensive than the actual pipe abatement required. Pictures will clarify work needed to be done.

CLARIFICATION: ADDITIONAL PHOTOS WERE TAKEN AND SUBMITTED FOR THE AREAS IN

QUESTION. THE PICTURES ARE INCLUDED WITH THIS DOCUMENT.

10. Will you relocate all of the furniture from the religious study areas, book cases, books, offices, physical therapy locations, gyms, computers, etc…?

CLARIFICATION: DUE TO THE LACK OF SECURE STORAGE SPACE THE FBOP WILL ONLY MOVE

FURNITURE THAT MUST BE MOVED TO COMPLETE THE REQUIRED TASK. IF FURNITURE CAN BE

COVERED WITH OUT IMPEDEING PROGRESS THEN IT IS TO BE COVERED/PROTECTED AND OR

CLEANED BY THE CONTRACTOR. IN THE CASE THAT A LARGE QUANTITY OF FURNITURE NEEDS

TO BE MOVED, IT IS POSSIBLE THAT PARTICULAR AREA WILL NEED TO BE ABATED IN

SECTIONS TO ACCOMIDATE FURNITURE STORAGE.

11. We would like to submit security clearances packages for 16 men knowing from past experience that some may not be cleared. Is there a limit of security clearance packages we can submit?

CLARIFICATION: WHILE THERE IS NOT A LIMIT, OBTAINING CLEARANCES IS NOT A FREE

SERVICE AND TAKES TIME FOR GOVERNMENT EMPLOYEES TO PROCESS. IT IS VERY EXPENSIVE

TO OBTAIN CLEARANCE THUS THIS EXPENSE SHOULD NOT BE PASSED ON TO THE TAXPAYER.

PLEASE ONLY SUBMIT WHO YOU REQUIRE TO BE ONSITE AND THEN MAYBE 2 ADDITIONAL TO

COVER INCASE ACCESS IS REFUSED.

12. With regards to the security clearances, are the forms required still the same 45 +/- page package that requires between 5-6 weeks for approval?

CLARIFICATION: SEE PAGE 7 OF 28 IN THE SOLICITATION.

13. The 208 calendars days given to complete this project, does that include the time required for the security clearances?

CLARIFICATION: YES.

14. Please confirm that the 3rd party air monitor is to be provided by the Contractor and that you’re requesting aggressive final air samples to be performed.

CLARIFICATION: SEE PAGE 8 OF THE STATEMENT OF WORK.

15. Is there a possibility that you can provide three escort officers to help speed up the waste stream process and bringing in new insulation in boxes? This will require a couple of hundred trips in and out of the facility and will absorb a lot of the contract time without more than one escort.

CLARIFICATION: THIS CANNOT BE GUARANTEED.

16. Do all subcontractors, insulation, ceiling, haulers, require the same security clearances as the Contractor, even though they may be working for a shorter period of time?

CLARIFICATION: SEE PAGE 7 OF 28 IN THE SOLICITATION. SEE PAGES 17/18 OF 28 OF THE

SOLICITATION.

17. How much time can we anticipate being lost for getting in and out of the prison daily for security, including tool checks?

CLARIFICATION: SEE PAGE 9 – ‘A. WORK HOURS’ IN THE STATEMENT OF WORK. IN

ADDITION, SEE PAGE 10 – ‘B. SECURITY CLEARANCE/CONTRACTOR BADGES, ITEM (3).

GENERALLY THE FIRST ENTRY INTO AN INSTITUTION FOR A CONTRACTOR TAKES A BIT OF

EXTRA TIME, BUT BECOMES IMMEDIATELY EASIER AND FASTER BECAUSE EVERYONE KNOW WHAT

TO DO UPON ENTERING THE BUILDING REGARDING METAL DETECTOR PROCEDURES AND

EQUIPMENT CHECKS.
