FMC LEXINGTON – STEAM TUNNEL STRUCTURAL REPAIR
PROJECT 1B2N QUESTIONS
SOLICITATION IFBP01091500003
Submitted by GCCS, Inc.:
1. Does FMC have an accurate count on the number of valves, location, and type? If not is there an AS-BUILT drawing available that shows the valves, location, and type?
CLARIFICATION: There are no AS-BUILT drawings showing existing valves for the piping in the steam tunnel. The piping layout, including pipe diameters, are shown on the bid drawings. Contractors were afforded the opportunity to field verify at the pre-bid meeting. No valves or piping are being replaced in the scope of this project - only the insulation.
2. Are the Steam Lines in the steam tunnel going to be in use (live lines) during the duration of this project?
CLARIFICATION: Refer to specification Section 011000, Paragraph 1.3.A.3.
3. If the steam lines are live during the duration of this project, what type of pressure would the contractor be dealing with on the live lines?
CLARIFICATION: 100 psi.
4. The solicitation states no asbestos in the contract. However is there an asbestos report available or on record? Can the contractor obtain a copy?
CLARIFICATION: No such documentation is available at this time. Refer to Section
013529, Article 2.2 for procedure, should suspected hazardous materials be encountered.
5. What is the Air Temperature in the steam tunnel?
CLARIFICATION: The air temperature in the steam tunnel will vary with weather conditions. There is no existing mechanical ventilation in the tunnel system.
6. During the construction of the tunnel repair there will be times where trenches will have to be left exposed for several days. Example would be in the areas where sections of the tunnel walls and top are replaced. What security measures shall the contractor take into consideration when exposed trenches are left open? Example: temp fencing, steel plates, etc.
CLARIFICATION: While excavating and work is being performed, temporary barriers shall be provided by the Contractor, ie safety cones, caution tape, etc. When trenches remain open after working hours, steel plates shall be provided by the contractor. Refer also to
Section 015000, Paragraph 3.4.C and Section 024119, Paragraph 3.3.B.
7. In order to expose and excavate the area required for tunnel repair an excavator will be brought on site for this work. Will the excavator be allowed to set overnight in the courtyard? Or will we have to plan on moving the excavator out of the back gate every night?
CLARIFICATION: Refer to specification Section 011000, Paragraph 1.7.E and Section
011002, Paragraph 3.6.A.
8. The excavator will be on metal tracks. If we have to move the excavator out the back gate every night we would anticipate walking the machine out on the asphalt road leading out the back gate. If we damage sections of asphalt we understand that we will have to repair. However the big concern would be the track marks left by the excavator. Will leaving scared excavator track marks be acceptable on the existing asphalt paving? Over time they will disappear in most cases.
CLARIFICATION: Refer to specification Section 015000, Paragraph 3.3.B.1.
9. How will excavated materials and concrete debris be staged prior to haul-off? Are all materials to be removed from FMC property?
CLARIFICATION: Refer to specification Section 011000, Paragraph 3.3.F, Section 017300, Paragraphs 3.6.A and 3.6.G, and Section 024119, Article 3.5.
During the pre-bid it was discussed that FMC may provide assistance in the confined space procedures. Listed below are 3 questions pertaining to confined space and FMC involvement.
10. What confined space equipment will the contractor be required to furnish? What confined space equipment will FMC provide?
CLARIFICATION: Refer to specification Section 013529 and Section 015000, Paragraph
2.3.B. The institution will not provide confined space safety equipment.
11. Will FMC supply atmospheric monitoring equipment? If yes, will FMC staff perform/record the tests results?
CLARIFICATION: No. Refer to Question #10 response above.
12. Will FMC staff perform the duties of the confined space Attendant?
CLARIFICATION: No. Refer to Question #10 response above. FMC escort staff will act as liaison between Contractor’s attendant and rescue personnel.
13. Will FMC provide access to water to use for mixing patching materials? If so how close is water access to the construction area?
CLARIFICATION: Refer to specification Section 015000, Paragraph 1.2.A. The available water supply will be in close proximity to the work site.
14. When saw cutting concrete, will water need to be provided for dust control? Or can the concrete be dry cut?
CLARIFICATION: The institution will not dictate what cutting method(s) the Contractor is to use, but refer to Section 024119, Paragraph 3.6.A for the requirement to clean up dust. Water is available for the Contractor's use. Refer to Question #13 response above.
15. Will an on-site tool/material storage container be available for the contractor? If not, can the contractor bring in a container or trailer to be placed outside the back entrance?
CLARIFICATION: Refer to specification Section 011000, Paragraph 1.7.E. The institution will not provide the container(s).
16. Section 23 07 19 page 3 Part 2 - 2.1 C .2 it indicates the insulation without factory-applied jacket, section 23 07 19 page 8 3.6 Field applied Jacket Installation to be installed over the bare insulation. Will the contractor be allowed to use ASJ factory applied jackets on the pipe insulation instead of the bare insulation with a field applied jacket? If the government still want and additional field applied jacket we would like to propose to use an 0.20 PVC jacket instead of glass-cloth jacket. Is this acceptable? Please advise.
CHANGE: Refer to amendment issued on April 29 for jacket option.
17. Is there lighting in the tunnel or will the contractor have to provide their own lighting?
CLARIFICATION: Refer to Section 015000, Paragraphs 1.2.B and 3.2.F.
